1 Lifesavers 2013 Denver Convention Center Denver, Colorado April 14-16, 16, 2013 Kent Lawrence, Senior Judge Judicial Outreach Liaison State of Georgia 1 November 2012 Attended six (6) hour travel and reimbursement program at Georgia Public Safety Training Center (GPSTC) in Forsyth, Georgia Presided as a Senior Judge over a three (3) day criminal docket in Lawrenceville (Gwinnett County), Georgia Met with Bob Bray, Executive Director of the Council of State Court Judges or Georgia relating to legislative issues to be addresses during the 2013 Georgia legislative sessions 2 November 2012 Contacted by Rich Reeves, Director of the Institute of Continuing Judicial Education (ICJE) of Georgia to make a December 3 rd presentation on Impaired Driving accountability programs for approximately forty (40) judges and court officials from Brazil Attended a Impaired Driver roundtable discussion involving law enforcement officers, traffic safety resources prosecutors, administrative suspension hearing judges and the State Judicial Outreach Liaison in Atlanta, Georgia 3 1

2 December 3, 2012 Presented at the Dean Rusk Center at the University of Georgia (UGA) in Athens, Georgia to judges and court officials from Brazil interested in impaired driving programs in Georgia Also discussed election/appointment of judges, organization and jurisdiction of the Georgia court system and the administrative councils for each class of court 4 December 10, 2012 Attended a scheduled meeting of the DUI Task Force Subcommittee in Alexandria, Virginia relating to Impaired Driving Court Programs and Ignition Interlock Devices 5 December 13, 2012 Presided as a Senior Judge over the Athens-Clarke County DUI/Drug Court program staffing session and engaged with program participants 6 2

3 December 15, 2012 Attended a presentation by vendors on software applications for accountability courts at the Jackson County courthouse in Jefferson, Georgia 7 December 28, 2012 Attended a meeting of the Piedmont Area Traffic Enforcement Network Included a one (1) hour training program followed by observations of a sobriety checkpoint location in Winterville, Georgia 8 January 2, 2013 Participated in a National Center for DWI Courts (NCDC) subcommittee conference call on Ignition Interlock Device policies and procedures relating to installation, operation and deactivation of such devices DRAFT 9 3

4 January 9, 2013 Participated in updated travel reimbursement training program at the Governor s Office of Highway Safety (GOHS) in Atlanta, Georgia Introduced as the State Judicial Outreach Liaison at the Metro Atlanta Area Law Enforcement Network meeting and offered legal assistance to the network 10 January 16, 2013 Met with Rich Reeves, Director of the Institute of Continuing Judicial Education (ICJE) of Georgia to review concerns that DUI charges in some courts were being disposed by conditional discharges 11 January 18, 2013 Attended a meeting of the Walton County Law Enforcement Network Included a one (1) hour training program followed by observations of a sobriety checkpoint location in Monroe, Georgia 12 4

5 January 22, 2013 Participated in legislative conference call relating to House and Senate bills introduced in the Georgia legislature 13 January 24, 2013 Met with Todd Hayes, Traffic Safety Resource Prosecutor (TSRP) and Dee Brody, an expert in Administrative License Suspension (ALS) hearings Former prosecutor Dee Brophy is the Georgia Department of Public Safety ALS attorney who developed the program and represents troopers at the ALS hearings 14 January 25, 2013 Met with Dr. Carol Cotton at the Ramsey Center on the University of Georgia campus in Athens, Georgia Discussed the NHTSA grant awarded to the Governor s Office of Highway Safety creating the State Judicial Outreach Liaison Dr. Cotton is the Traffic Safety Research and Evaluation director at the Center for Global Health 15 5

6 January 29, 2013 Participated in legislative conference call relating to House and Senate bills introduced in the Georgia legislature 16 February 5, 2013 Participated in legislative conference call relating to House and Senate bills introduced in the Georgia legislature 17 February 6, 2013 Met with Rich Reeves, Director of the Institute of Continuing Judicial Education (ICJE) of Georgia regarding investigative reports provided by MADD concerning the inappropriate disposition of DUI charges Met with Jennifer Ammons and Les Hammond of the Department of Driver Services regarding SB-236 and HB-407 at the Georgia Administrative Office of the Courts HB-407 would require the use of ignition interlock devices following a second conviction for DUI 18 6

Chisholm presented on search warrant issues related to blood draws on refusals for blood alcohol tests Weather conditions prevented sobriety checkpoint 23 February 25, 2013 Attended meeting at the Georgia Public Safety Training Center (GPSTC) in Forsyth, Georgia regarding Standardized Field Sobriety Tests (SFST) and Drug Recognition Expert (DRE) issues Director Jonathan Fuss of the Department of Public Safety and DRE Officer Matt Hyers attended Encouraged vendor in the alcohol industry to donate three (3) cases of 80-proof alcohol to the Department of Public Safety for use by officers in SFST tests 24 8

9 February 26, 2013 Attend the House Judiciary Committee meeting at the Georgia State Capitol in Atlanta, GA 25 March 15, 2013 Attended a meeting of the Watkinsville Law Enforcement Network meeting in Watkinsville, Georgia Includedaone(1)hourtrainingprogram followed by observations of a sobriety checkpoint location in Oconee County, Georgia 26 March 18, 2013 Attended the Judicial Council s Accountability Court Committee meeting at the State Bar Headquarters in Atlanta, Georgia Discussed upcoming state conference, peer reviews and certification of accountability courts, standards for juvenile drug courts and family dependency treatment courts and a state technical assistance project 27 9

10 March 25, 2013 Attended a one (1) day enhanced DUI Court tune up training program in Peachtree City, Georgia Training was provided by the Georgia Criminal Justice Coordinating Council as part of a statewide effort to expand and improve accountability courts in Georgia 28 April 14-16, 16, 2013 Attending the Lifesavers National Conference on Highway Safety Priorities, the largest gathering of highway safety professionals in the U.S., at the Denver Convention Center in Denver, Colorado 29 10
