(i) Extension in date of admission by about 30 days. (ii) Relaxation in cut off percentage upto 10% subject to minimum eligibility requirement (iii) Increase in intake capacity upto 5% -course wise (iv) Reservation of at least one seat in merit quota in technical / Professional institutions. (v) Waiving off domicile requirements (vi) Facilitation of migration in second and subsequent years The University has in principle accepted the request of Government letter and the rules of the University are being modified mutus mutandis. Thus where there is a need to modify the rules they are being modified to accommodate the request of Government of India. Where there is no provision or need to modify the rules, the acceptance of the request by the university per se should not be construed to mean that such provisions have been inserted for the non Kashmiris and is withdrawn for the Kashmiris. About School The School of Continuing Education has been established to offer continuing education programmes to the learners, particularly belonging to the disadvantaged classes residing in distant areas, through flexible mode of learning. The strength of the school lies in the variety of the content of the programmes, which can be offered by the school. The school had concentrated on the technical-based vocational programmes, in its early phase. However, the school is now focusing on other vocational programmes and professional programmes. The school is pro-active and flexible in framing policies to address the need of the development and delivery of the programmes. 1.1 Objects of the School The School sets before itself the following Objects consistent with the objects of the YCMOU, in particular, as enshrined in the YCMOU Act 1989, First Schedule, section 01: To provide through instruction, teaching and training and other educational opportunities, access to larger and larger segment of population, and in particular to the disadvantaged groups such as those living in remote and rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields; To promote acquisitions of knowledge in a rapidly developing and changing society and to continually offer opportunity of upgrading knowledge, training and skills in the context of innovations, research and discovery in all field of human endeavor by developing educational network with the use of modern communication media and technologies appropriate for a learning society; [1(c)] To develop innovative, need based vocational courses and establish industry, institution linking for developing the society; [1(f)] To provide through incidental and non-formal means, for continuing and extension of education in various cultural forms, arts, crafts, and skills of the country, raising their quality and improving their availability to the people;[1(g)] To provide major part of its resources and direct efforts in designing, developing and offering need-based and relevant vocational courses. [1(l)] 1.2 Mission Our mission has been to respond to the developmental needs of the society by offering need-based vocational courses to larger and larger segment of population, and in particular to the disadvantaged groups such as those living in remote and rural areas including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields. 2. Aims and Prospects of the Programmes 2.1 DFDBM (V36) Due to liberalization and globalization the purchasing power of the Indian customer has seen a dramatic thrust in the recent past. The neo-rich populace is every so thirsty to quench their thirst for fast way of life. The market of fashion is growing leaps and bounds. 5 The programme Diploma in Fashion has been introduced with the professionals of the fashion industry in mind. It is designed to enable the target group to avail the opportunities to work in the fashion industry as Merchandiser/ Assistant Production In-charge, Store Manager, Brand Manager, Category Manager, Fashion buyer executing the managerial level jobs in fashion industry. After completing the programmes, the student is expected to Become and independent and effective learner in the domain of the subject matters, because we believe that the learning is a continuous process and does not end with an examination or certification. (ID) (V30) Interior Design touches the lives of all of us in a very direct way. We all live in interiors, and most of us work, study. Shop and travel inside various buildings, vehicles and other enclosures. At one time or another, almost each one of us has been a interior designer on a limited scale, when choosing a paint or a rug, when buying furniture, or arranging pieces in a new living space. For these reasons, interior design is of interest to everyone. 6 through interiors of high aesthetic value. An Interior Designer needs to possess high quality of education along with extensive experience in the field of chosen activity. (EVS) (V34) Environmental Science is an interdisciplinary area as it incorporates applied and theoretical aspects of human impact on the world. Further, it encompasses our living ambience. The present century is witnessing its degradation and it is true of many developing countries like India. Environmental Science discipline took input from the social science such as Economics, Sociology, and Political Science. Thus, Environmental Science has evolved as an interdisciplinary field. Environmental Science also gets academic inputs from studies from subjects like Biology, Laws, Sociology, Economics, Physics, Chemistry, Agriculture, Philosophy, Earth Science, Computers and various branches of Engineering. Environmental Science concerns with the problems from all walks of life. After the completing the post graduation, the students are expected to become professionals in the area of environmental studies. Such professional are required in various arena of work and fields of academic studies. The B.Sc.(FD), B.Sc.(ID) and B.A. (Textiles) programmes are of 3 years duration. The registration for the programme is valid for 8 years after which the student is required to re-register. The B.F.A. programme is of 4 years duration. The registration for the programme is valid for 8 years after which the student is required to re-register. The MA (Fashion Administration), M.Sc.(FD) and M.Sc. (ES) programmes are of 2 years duration. The registration for the programme is valid for 6 years after which the student is required to re-register. 4. Medium of Instruction The programmes are in English Medium, except B.A. (Textiles) 5. Learning Method The students would work in the actual work situations to complete the programme. These academic programmes are designed for non-working and working students as well. With some time management and determination, the student can easily complete these programmes while continuing his/her job, profession or other education. Well-qualified counselors at Study Centre solve student s difficulties, during the counseling sessions. Students have to perform practical only at the study centre laboratories, during counseling sessions, under supervision and guidance of counselors. Activities at the study centres are organized daily and specially on holidays, normally at time convenient to the student. 9 Practice Examination for each theory course may be conducted at the study centre to provide feedback to students about their study. It also prepares the student for the end examination. The End Examination held once in a year for all courses, are conducted directly by the university. 6. MA (FA) Any candidate who has successfully competed a graduation in any discipline from any statutory university in India or abroad shall be eligible for admission to the M.A. (F.A.) provided further to the rules of reservations and merit list based purely on the performance at the entrance test conducted by the YCMOU for the M.A. (F.A.). Student who have taken admission to FY are eligible to admission in SY in the next academic year, irrespective of number of courses passed or appeared. Similarly, SY students are eligible to TY in the next academic year. Students are advised not to wait for result to take admission in subsequent years. 7.2 Registration (Admission) Procedure The candidate shall obtain the prospectus from the website or through the study centre and study it thoroughly to apprise himself about the features and terms of the programme. The candidate should ensure that he satisfies the eligibility criteria mentioned at the relevant section of the prospectus. If he agrees with the terms and conditions of the programme he decides to proceed with the remaining steps of the procedure. The candidate shall fill in the prescribed application form with black ball pen in clear and legible handwriting. The study centre shall scrutinize the form to ensure that he meets the eligibility condition (of having completed the graduation from a statutory university from India or abroad). He shall submit a demand draft at the study centre, in the name of Finance Officer, YCMOU for the amount of Rs.300/- [towards the conduct of entrance test and processing charges for M.A. (F.A.), B.Sc. (Interior Design). The syllabus for the entrance test is supplied in the Appendix 13.1 of this prospectus. The entrance test shall be conducted at the Study Centre. The result of the conduct of the entrance test and the admission list shall be displayed at the study centre as per the schedule declared at the study centre. The candidates who have been offered admission to M.A. (F.A.), B.Sc. (Interior Design) on the basis of the entrance procedure shall pay the University Program fee for the year Rs 22,000 (Rupees twenty two thousand only) on or before 16 Sept The claim of the candidate on that seat shall be forfeited if he fails to pay the university programme fee by the said last date. The university reserves right to fill in the vacancy created by non-payment of the School of Continuing Education Programmes : Prospectus : 18

19 University Fee by candidates who were offered admission till that date though other candidates next in the merit list. The selected candidates who have paid the amount of UPF shall start taking the services of counselling etc from the study centre as per the schedule discussed between students and study centre coordinators. Such candidates shall be assigned a Permanent Registration Number (PRN) by the university and will become the students of the YCMOU. The university reserves the right to review, inspect and supervise the process of admission at study centre and cancel admission advised by the study centre if found illegal or contrary to the rules. The candidates who by mala fide intensions try to seek admission by submitting false documents or subscribe to illegal and improper practices at the entrance test shall be liable to criminal proceedings and cancellation of admission after following due process of the same. The university reserves the right to cancel admission to candidates on such grounds even after he has successfully completed the degree. Change of Study Centre A student can change his Study Centre only at the time of admission to subsequent years. Thus if you have taken admission in study centre 'A' during FY, you may change to study centre 'B' only when you take admission in SY (or TY) but not in the middle of the year. To get transferred to study centre 'B' from 'A' you need to take No Objection Certificate (NOC) from 'B' study centre and No Dues Certificate (NOC) from study centre 'A'. All study centres are required to give NOC to students who do not have any dues to study centre on account of fees mentioned in this prospectus. 8. Study Centre Fee (SCF) SCF covers following activities and expenses of the study centre: Programme promotion by the study centre Conduct of minimum specified number of counseling sessions for each course, on date and timing suitable. Local Information and communication centre for students for the matter related to university and programme. Required infrastructure and Laboratory facilities Depreciation, maintenance and repair of required laboratory set-up High quality educational services from motivated, talented and qualified academic staff Honorarium to all academic and administrative staff members, for implementation of these academic programmes at the study centre. Examination Fee (EF) Only a repeater student has to pay examination fees, directly to the university, along with an examination form, each time he wishes to appear for the end examination. EF is Rs. 400/- for each course. Exam fee is to be paid by way of Bank Challan Examination Forms are available at the study centre. Examination Fee covers conduct and declaration of result of end examination for all those courses for which examination fee is paid. Convocation Fee The final year students will have to additionally pay a convocation fee of Rs at the time of admission to enable a certification in case of their successful completion of the programme. Library and Hostel Fee/Deposit If student want to use the library and/or hostel facilities of the study centre contact the programme coordinator. Note that the rules regarding use of library and/or hostel facilities framed by the study centre will be binding on him. 21 Refundable Deposit Study centre shall collect interest free Refundable Deposit of maximum of Rs. 5000/- (Rs. Five Thousand only), from each student enrolled at the study centre, for the Book Bank, for the complete programme. 8.2 Rules of Refund (1) The university will not refund any part of University Programme Fee for any reasons whatsoever, to any student. The student must ensure that he/she is eligible for admission to the programme and that the necessary documents have been attached with the admission forms.. The fees for the candidate found not eligible on the scrutiny of the forms shall not be refunded. (2) The study centres are not liable to refund any part of Study Centre Fee to any student, for any reasons whatsoever. (3) University Programme Fee will be refunded only in case the University is not able to conduct the programme due to reasons beyond its control or if YCMOU does not sanction admission to a candidate when the candidate is eligible for the admission but the study centre preferred by the student can not be offered or is not able to function due to situation beyond its control. 8.3 Where and How to Pay A student has to pay accordingly : University Programme Fee (UPF) through the BANK CHALLAN system. Study Centre Fee (SCF) directly to the study centre. If Bank proposes to take service charges then student have to pay the amount as mentioned in challan. 8.4 Other Financial Conditions Every enrolled student shall have to pay both University Programme Fee and Study Centre Fee. Students are requested to note following information about maximum Study Centre Fee : Study centres are not allowed to collect more Study Centre Fee than mentioned in prospectus. Students are advised to pay same amount which is mentioned in prospectus, towards the payment of Study Centre Fee The transaction with regard to the SC Fee is a bilateral affair between the student and the SC. The university may not normally intervene in the matter on complaints by either the study centre for having less fee from the student nor to the student for having paid more fee than prescribed in the prospectus. Theory courses 2. Practical courses 3. Project courses 9.1 Theory s The Theory examination shall have two components namely internal assessment (20 marks) and end examination (80 marks). The examination pattern for End Exam is given in Appendix 2. The internal marks are to be given by the study centres and must be submitted to the Examination Section before 30 April in the format given in appendix. The internal assessment is conducted only once and a student can not take it as a repeater (even for absentees). In case the candidate does not complete a theory course successfully, (s) he may take the End Examination as a repeater student by paying requisite fee and by following stipulated procedure. 23 9.3 Project s The Project Work shall carry 150 marks, to be allotted as under: Project Evaluation by the external examiner 75 marks Project Evaluation at the Study Centre 75 marks Total 150 marks The student needs to pass independently in external and internal evaluation. 9.4 Marks Reporting Performance of the student will be reported in the mark sheet for every course for which a student has registered and for those courses for which he appears as a repeater. For the theory courses, the CA (out of 20), EE(out of 80) and Total marks (out of 100) obtained will be reported. For the theory plus practical courses, a. the marks in the theory Component will be reported as (CA(out of 20), EE(out of 80) and Total marks (out of 100) b. Marks in Practical Component will be reported as (Journal (out of 10), Viva Voce(out of 15), performance in practical activities (out of 25) and the total (out of 50) shall be reported. For the Project s the marks for CA(out of 75) and EE (Out of 75) and Total (out of 150) shall be reported. Student can improve his/her previous grades obtained in a course at any year by reappearing in End Examination. Only the best of the past examination performance, of a student in any course will be reported in the grade-cum-mark sheet. But no grade improvement shall be allowed after the award of a degree. Hence student should consider improvement in grades before applying for the convocation. For reporting the consolidated performance of a student in a Consolidated Mark sheet may be issued at the end of successive completion of all the courses and components. Performance of the student will be reported in the mark sheet every year and for the courses for which he appears as a repeater. The class is awarded based on the performance of the student as aggregate of all courses in which he appeared as a YCMOU student as per the following scheme: Aggregate percentage Class 75 and above First class with distinction First Class Second Class Pass Class Less than 40 Fails 9.5 General Guidelines for Projects M.Sc. (EVS)] (a) The student will identify the topic for research and the guiding teacher. He/ she shall send the synopsis to the University for approval in the prescribed format. The shared projects will not be allowed. In exceptional cases when the task of project work is important and requiring great amount of manpower, a team project will be allowed. However each student must have different title of project work, with clearly defined and distinctly different objectives of work. 26 Sports events Annual events are organised to offer sports-opportunities for students at regional and university levels. This will enable them to qualify for sports events at intervarsity Ashwamedha (intervarsity event started by Hon Chancellor), state and national levels including AIU events. Youth festival Annual youth festivals are held for performing arts at regional and university level. The events include elocution, ekankika (one-act-play), music and dance. This qualifies them for participation in Indradhanushya - intervarsity event started by Hon Chancellor and also national level events including the AIU-event. Avishkar To promote research activity in the student community, Avishkar an intervarsity event started by Hon Chancellor is organised annually. A biannual research journal is published by YCMOU for students to carry the research papers. Samvad patrika journal Samvad patrika is a monthly journal for communication with thousands of students of YCMOU spread in the entire state. This carries educational articles and useful information. This is expected to promote self-learning and awareness about Open & Distance Learning. This journal will be available at Study Centre and on University website. Virtual learning The Ahemadabad based ISRO has helped YCMOU to start a satellite based virtual learning centres network to assist learning. This networks 40 VLCs in the state where students can gather to interact with the counsellors. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants Commission Act, These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No.F1-25/93(CPP-II) dated 28 th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty.
