1 University Curriculum Committee Minutes July 25, 2013 In attendance: Voting Members: Cheryl Smith, Pat McHenry, Stuart Rayfield, Ron Wirt, Linda Hadley, Vicky Langston; Non Voting Members: Mark Flynn, Ellen Roberts, Stephanie Speer, Tina Butcher The meeting began at 2pm in the Richards 3 rd floor conference room. 1) Minutes of the April 2013 meeting were approved and will be posted as such on the P drive. 1a) Ellen Roberts suggested new processes to reduce time and implementation of action items for fall for minutes review and approvals after meetings using approval votes. Ellen Roberts Pat McHenry and Tina Butcher are reviewing prior year minutes to confirm implementation of action items. 2) UCC received a letter of approval from the USG Council for ENVS1105L in Area D. 3) New Graduate Certificate Programs a) Cheryl Smith presented two graduate/post-bac certificate programs for approval. The Nurse Educator Certificate is designed to provide MSN graduates with sufficient preparation to teach at the college level. The Healthcare Informatics Certificate is designed for any post-bac student interested in healthcare systems management. No new courses were required. The programs were approved conditional to Graduate Council review and minor changes to the proposal documents before forwarding to BOR. Cheryl Smith will repost final documents to the appropriate UCC folder on the P drive as an addendum to the minutes. 3a) A discussion ensued regarding updating UCC forms and samples on the P drive. Vicky Langston as incoming chair will work with Tina Butcher, Ellen Roberts on forms and samples. 3b) A discussion ensued regarding consistency in naming conventions regarding certificate programs. Ellen Roberts will review and update at the next UCC meeting. 4) Pat McHenry presented updated draft bylaws for the UCC. A discussion ensued resulting in the recommendation for a subcommittee to review and report back at the September meeting. Role of the committee, voting membership, meeting dates & times, and document/meeting support were discussed. Ellen Roberts noted that the Administrative Planning Calendar has set Tuesday 3pm as a standard meeting time with specific dates to be determined. Stuart Rayfield and Vicky Langston will review with Ellen Roberts. 5) Pat McHenry relinquished Chair duties to Vicky Langston for two years. A chair-elect will be determined at the September meeting. 4 Contact Information: 1. Description of the program s fit with the institutional mission, existing degrees and majors. CSU Mission To achieve academic excellence through teaching, research, creative inquiry and student engagement. To achieve excellence in the student experience and prepare individuals for a life of success, leadership, and responsibility through community awareness, engagement, and service to others. To achieve recognition as a leader in community development, regional economic development, and public-private partnerships. Response: Columbus State University (CSU) and Georgia Southwestern University (GSW) propose to establish a Nurse Educator Certificate program to provide additional graduate education in nursing to help meet the critical need for nursing faculty in Georgia. This objective is consistent with the commitment of Columbus State University to research, service to the region and the state, and community engagement through university-community partnerships. This objective is also consistent with the 2009 goals of the University System of Georgia Nursing Education Expansion Plan (NEEP) to increase the number of University System of Georgia (USG) prepared registered nurses and USG nursing faculty members and to support voluntary collaboration among USG nursing programs. Collaboration between Columbus State University and Georgia Southwestern University is presently providing a pooling of resources, rather than each institution working independently on similar goals. The Nurse Educator Certificate (NEC) will provide opportunities for professional nurses seeking new employment in entry-level teaching positions in collegiate and hospital settings and provide opportunities for those who currently hold employment in that field but wish to continue their professional development.
5 2. Program Description and Goals: a. Institutional Priority: Describe how the proposed program is aligned with the institution s academic strategic plan. Indicate where this program falls in terms of the institution s top priorities for new degrees. Response: The proposed Nurse Educator Certificate program clearly addresses two of the goals and selected specific objectives of CSU s strategic plan. Goal 1: Achieve excellence in undergraduate and graduate education to meet student and community needs. o Develop and expand opportunities for online degrees and courses. o Expand educational opportunities throughout the region. o Strategically develop and grow graduate programs. o Expand programs and opportunities for student research. The CSU School of Nursing in collaboration with the GSW School of Nursing will expand educational opportunities throughout the region by offering the proposed certificate program online. This new certificate program for the collaborative institutions will also provide opportunities for graduate student research and outreach through the nurse educator courses. Goal 4: Increase external funding and recognition. o Increase sponsored research, grants, and contracts. o Increase private funding. The development of the MSN program has allowed CSU to solicit and procure external funding from Columbus Regional Healthcare System and St. Francis Hospital. This partnership has provided a means to implement the MSN program without the need for additional state funds. The proposed Nurse Educator Certificate program will require no new funding. The collaborative institutions received a Nursing Faculty Initiative (NFI) Grant from the Board of Regents that has as one of the goals to create a Nurse Educator Certificate Program. The program is designed for masters prepared nurses such as nurse practitioners and clinical nurse specialists who lack preparation in nursing education. Funds from the grant were used to hire two new faculty members who will be teaching in the certificate program. Historically, CSU has established successful partnerships through Georgia on My Line (GOML) with Georgia Southern University, Valdosta State University, University of West Georgia, and Kennesaw State University. Most recently, CSU School of Nursing has partnered with Columbus Regional Healthcare System and St. Francis Hospital to increase funding for the BSN and MSN programs. The collaboration with Georgia Southwestern University in offering the online MSN program and the proposed Nurse Educator certificate program further
6 evidences CSU s strategic plan to create successful partnerships while effectively utilizing USG resources. b. Brief description of the program and how it is to be delivered Response: The Nurse Educator Certificate program utilizes five of the existing courses for the Master s in Nursing Educator track in the online MSN program. Applicants must have an earned master s degree in nursing from an NLNAC or CCNE accredited program. The certificate may be earned in a minimum of 2 semesters. Internet access is required as all of the coursework is provided online. The concentration of study will focus on preparing nurses to facilitate learning in various environments through the application of knowledge in instructional design, curriculum development, technology utilization, and evaluation of learning. Although the educator courses will be taught online the transitioning into the educator role course will require one-on-one shadowing with experienced nursing faculty in the community in which the student resides. c. Goals/objectives of the Program Response: The Nurse Educator Certificate (NEC) will provide opportunities for professional nurses seeking new employment in entry-level teaching positions in collegiate and hospital settings and provide opportunities for those who currently hold employment in that field but wish to continue their professional development. According to the National League for Nursing (2010), there are over 2000 unfilled faculty vacancies affecting over 36 percent of all schools of nursing in the US. Many nursing programs have had to look to advanced practice nurses to fill faculty positions. These advanced practice nurses have been educated and prepared for clinical practice with little to no course work related to the educator role. Clinical expertise alone is not sufficient to ensure one is able to translate nursing knowledge and practice to others. The Nurse Educator Certificate program will prepare these advanced practice nurses to be competent nurse educators and potential nursing faculty as well as function as educators in other environments. After completion of this certificate program, the student will be able to Successfully complete the NLN Nurse Educator Certificate exam Use knowledge gained from the NEC program to obtain a faculty/nurse educator position. Improve teaching strategies to improve learner outcomes.
7 Promote principles of education to improve nurse educator roles in nursing programs and hospital/community environments. 3. Curriculum: List the entire course of study required and recommended to complete the degree program. Provide a sample program of study that would be followed by a representative student. Include Area F requirements (if applicable). a. Clearly differentiate which courses are existing and those that are newly developed courses. Include course titles as well as acronyms and credit hour requirements associated with each course. All of these courses currently exist in the Masters of Nursing Educator Track in the MSN program: NURS 6110, Principles of Education in Nursing, (3-0-3) NURS 6220, Effective Teaching/Learning Strategies, (3-0-3) NURS 6440, Curriculum Development, (3-0-3) NURS 6330 Evaluation of Learning (3-0-3) NURS 6550, Transitioning/Nurse Educator Role, (0-9-3) b. Append course descriptions for all courses (existing and new courses). Attached c. When describing required and elective courses, list all course prerequisites. Applicants must have an earned master s degree in nursing from an NLNAC or CCNE accredited program. d. Provide documentation that the program and all courses in the proposed curriculum have been approved by all relevant campus curriculum governance bodies. Attached
8 e. Indicate the method of instructional delivery. Online 4. Admissions criteria. Please include required minima scores on appropriate standardized tests and grade point average requirements. Admission requirements are similar to those required of regular MSN applicants: Must have an earned master s degree in nursing from an NLNAC or CCNE accredited program. Minimum grade point average (GPA) of 3.0 (regular admission) or 2.75 (provisional admission) Current unrestricted licensure to practice as a registered nurse (RN) in the United States and evidence of licensure in the state in which the practice will occur. 3 Professional letters of reference 5. Availability of assistantships (if applicable). None 6. Fees: The students will pay the same GOML rate for credit hour tuition and fees charged to the students admitted to all tracks in the MSN program ($385/semester hour + institution and technology fees). 7. 13 Response: The primary goal of this Informatics certificate program is to provide professional growth opportunities for persons wishing to take new positions or to enhance existing positions in healthcare informatics. In addition, depending on current and prior experience of the student, this program may lay the foundation for focused training for these professional certifications: Registered Health Information Administrator (RHIA) Registered Health Information Technician (RHIT) Certified Health Data Analyst (CHDA) 10.
