1 Automated External Defibrillators (AED) Program Oversight DISTRICT AED/HEALTH COORDINATOR 1. Coordinate school/district CPR/AED training 2. Work with schools to select and maintain CPR/AED trained personnel 3. Maintain CPR/AED training documentation 4. Coordinate AED equipment, maintenance, supplies and accessories 5. Collaborate with medical advisor on AED policy/procedure and post-incident forms/data summary MEDICAL ADVISOR 1. Adair County Schools AED medical advisor is Dr. Gary Partin, M.D. 2. Provide medical oversight of the AED Program 3. Review and approve AED policy/procedures 4. Evaluate post-incident forms and digital data downloaded from AED SCHOOL PERSONNEL AED TRAINING CPR/AED training and certification through the State Department of Health, American Heart Association, American Red Cross or an equivalent nationally recognized course. CPR/AED certification requires initial training/testing and ongoing updates to maintain certification. EQUIPMENT USE, MAINTENANCE AND SUPPLIES 1. Automated External Defibrillators (AED) will be used in accordance to manufacturers guidelines. 2. All equipment and accessories necessary for support of medical emergency response shall be maintained in a state of readiness. 3. School principals will inform the AED Program Coordinator/Health Coordinator of changes in availability of emergency medical response equipment including when equipment is withdrawn and when the equipment is returned to service. 4. The AED Program Coordinator will perform or ensure regular equipment maintenance. Equipment maintenance will be performed in accordance with manufacturer s instructions. 5. Each AED will have at least one set of adult and one set of pediatric defibrillation electrodes and one resuscitation kit stored with the AED pads. AED response kit to include one pair of gloves, one razor, one pair scissors, one pre-moistened towelette, one dry towel, and one facemask barrier device. AED SYSTEM CHECK 1. The AED Program Coordinator or her designee will conduct system checks: 2. Each calendar month, a system check will be conducted and recorded including the following: AED battery life, AED operation and emergency kit supplies ANNUAL SYSTEM ASSESSMENT Once each calendar year, the AED Program Coordinator or his/her designee will conduct and document a system readiness review including the following elements: 1. Training records 2. Equipment operation and maintenance records POST AED INCIDENT REVIEW The AED Program Coordinator or their designee will review the AED Treatment Incident Summary Form to ensure appropriate procedures were followed. If deemed necessary, emergency response staff will meet to summarize the incident or receive critical incident debriefing. AED LOCATIONS 1. Adair County High Gym 2. Adair County Middle Gym 3. 2 EMERGENCY AUTOMATIC EXTERNAL DEFIBRILLATORS (AED) RESPONSE PROCEDURES Automated external defibrillators (AED) provide treatment for victims who experience sudden cardiac arrest (SCA). As recommended by the American Heart Association, AEDs can be used on persons who are at least one (1) year of age and display ALL the symptoms of cardiac arrest. Adult electrode AED pads are to be pre-connected to the AED for treatment of adults and children over eight (8) years of age or weighing over 55 lbs. Pediatric AED electrodes are also provided for treatment of children under age eight (8) or less than 55 lbs. NOTE: If an AED is not immediately available, perform CPR until AED arrives on the scene. CPR/AED EMERGENCY RESPONSE PROCEDURES -DURING SCHOOL HOURS STAFF ACTIONS 1. Call Notify principal 3. Follow universal precautions using gloves and ventilation mask, if available. 4. Provide immediate medical attention, if available, utilize trained staff to administer first aid and perform necessary life-sustaining measures (CPR/AED, etc.) until medical services arrives 5. Victim assessment: a. Open airway b. Check for breathing if not breathing, or if breathing is ineffective, give two (2) slow breaths. c. Check for signs of circulation such as pulse and coughing, or movement. d. If there are no signs of circulation, apply AED immediately. If AED is not immediately available, begin chest compressions and breathing (CPR) until AED arrives. e. If victim is under eight (8) years old or under 55 lbs), remove pre-connected adult defibrillation electrodes, connect Infant/Child Reduced Energy Defibrillation Electrodes to the AED and proceed with treatment. Do not delay treatment to determine precise age or weight of child. If in doubt, defibrillate with pre-connected adult defibrillation electrodes. The AED PLUS recognizes and verbally indicates rescue as adult or pediatric based on whether the adult or pediatric electrode pads are connected. This helps prevent mistakes. Rescuers are less likely to deliver too little energy to an adult because pediatric pads are attached, or too much energy to a child because adult pads are attached. Rescuers can even switch pads in mid-rescue if they discover a mistake. f. Once the AED is activated follow the verbal protocol prompts. g. When applying electrode pads to victim s bare chest, shave or clip victim s chest hair only if it is so excessive as to prevent a good seal and wipe and dry chest only if dirty or wet. 6. The AED analyzes the heart rhythm and advises the operator if a shockable rhythm is detected. 7. If a shockable rhythm is detected, the AED charges to the appropriate energy level and advises the operator to deliver a shock. 8. If a student/staff member is transported to a medical facility, a staff member, when possible, should accompany and take emergency information. 9. Principal shall immediately notify the Superintendent of the incident. 10. After the incident, the staff member shall complete the AED (automatic external defibrillator) Treatment Incident Summary Form and submit it to the Superintendent no later than the next business day after AED treatment. *Refrain from using portable radios or cell phones within four (4) feet of victim while AED is evaluating heart rhythm. CPR/AED EMERGENCY RESPONSE DURING NON-SCHOOL HOURS 1. During non-school hours AED/CPR trained school staff MAY NOT be available to assist in the event of an emergency. 2. When a medical emergency occurs, CALL Anyone at the scene at his/her discretion may provide voluntary assistance to victims of medical emergencies including use of the AED. 4. The Adair County School System assumes no liability for rendering of care or use of the AED by the general public after normal school business hours 5. The public is encouraged to receive training and become certified in CPR/AED use. 3 POST INCIDENT PROCEDURE 1. Anyone using a school AED shall complete the AED (automatic external defibrillator) Treatment Incident Summary Form and submit to the Superintendent the next business day after AED treatment. 2. The Superintendent/designee will forward a copy of the AED Treatment Incident Summary Form to the AED/District Health Coordinator who will forward a copy to the AED Medical Director. 3. After AED use, the AED/District Health Coordinator will download and provide data to the Medical Director the next business day after the emergency. 4. After use the AED will be cleaned and disinfected according to manufacturer guidelines. If contamination includes body fluids, the equipment shall be disinfected according to bloodborne pathogens procedures. 5. After AED use, electrode pads are to be replaced and reconnected to the device (electrode pads and CHARGE- PAK charging unit must be replaced in the LIFEPAK CR Plus AED). Contents of the resuscitation kit are to be replaced, if used. 6. Critical Event Stress debriefing will be conducted by the AED Program Coordinator/Medical Director. Page 3 of 6

4 WAIVER LETTER TO INDIVIDUALS OR GROUPS THAT CONTRACT FOR USE OF FACILITIES OR GROUNDS OF THE ADAIR COUNTY SCHOOL SYSTEM The Adair County Schools are committed to providing students, staff, and visitors with a safe environment. We have joined a community effort to implement a Public Access Defibrillation (PAD) program in the schools listed below. Adair County Schools have CPR/AED trained staff available during regular school/business hours. However, please be advised that trained school staff MAY NOT be available after hours to assist in the event of an emergency. When a medical emergency occurs, call 911. Anyone at the scene at his/her discretion may provide voluntary assistance to victims of medical emergencies including use of the AED. If you use the AED, please fill out the AED (automatic external defibrillator) Treatment Incident Summary Form and contact the name of the person listed inside the defibrillator cover so that any material used in the resuscitation effort can be replaced. We encourage everyone to participate in our community effort to be cardiac safe and encourage everyone to receive training and become certified in CPR/AED use.
