1 EMERGENCY NURSING SERVICES PROCEDURES A. 453-Rule Definitions 1. "Emergency Nursing Services" - The services and procedures for handling accidents and illnesses, and for administering necessary medications. 2. "Medical Advisor" - A medical doctor designated by the school district to act as a consultant to the district and the school nurse for the provision of emergency nursing services. 3. "Registered Nurse" - A professional nurse licensed by the Wisconsin Department of Regulation and Licensing to practice nursing in Wisconsin. B. School Nurse 1. A nurse will be assigned to the Oconto Falls Public School District by the Oconto County Nursing Service to serve as consultant for emergency nursing services. Cynthia Trettin, registered nurse, is currently assigned to the district. 2. The school nurse shall: a. Take an active role in assisting the school system with the development of plans for meeting emergencies and illnesses and for handling of medication. b. Assist and participate in the review and evaluation of policies. c. Recommend at least two (2) designated, qualified personnel to provide emergency nursing services in each school building and at all school-sponsored activities. d. (May) plan with the administrators in formulating exclusion and re-admission policies for students when related to health. e. Be in the school district at least two (2) days a week. C. Medical Advisor 1. Dr. Robin Price shall serve as medical advisor for the district. 2. The medical advisor shall: (a) review policies and procedures relating to emergency nursing services and (b) advise the district regarding health services.
2 D. Emergency Nursing Services Staff 1. The building principal shall be the emergency nursing services coordinator for his/her school building. 2. A minimum of two (2) qualified staff members shall be designated by the school nurse to provide emergency nursing services in each school building, unless a school building has a student/staff population of over 200. Then, an additional qualified staff member will be needed for every additional 100 students/staff. 3. A minimum of one (1) qualified staff member shall be in attendance for co-curricular and/or school-sponsored activities. A plan will be developed for handling emergencies in this situation. This plan will include the personnel responsible, first aid supplies available and a notification system. 4. Each individual designated to provide emergency nursing services must have current first aid certification and be re-certified every three years. The school nurse also strongly encourages any of the individuals that are trained to also become certified in cardiopulmonary resuscitation (CPR) and be re-certified on an annual basis. 5. Personnel who provide emergency nursing services shall be insured under the liability insurance coverage of the school district. 6. The following persons shall be responsible for maintaining equipment and supplies in designated health areas: a. High School - Karen Lutz and Ann Krueger b. Washington School - Evie Patterson and Norene Micoley c. Jefferson School - Mavis Steffenhagen d. Spruce School - Mavis Steffenhagen e. Abrams - Rita LaRock f. Little Suamico - Rita LaRock E. Emergency Information 1. A "notification" card for emergency or illness shall be on file for each student and school employe and shall be updated annually. Emergency cards shall be accessible at all times and located in the designated health area at each building. 2. Annually, it will be the building principal's responsibility to enroll every student in his/her
3 building on an "Emergency Information Card". This card shall be kept in the building office for quick reference in the event an emergency arises. 3. In an emergency, immediate care will be given. Such care shall include assessment of the problem and administration of first aid by trained personnel. If the emergency is deemed to be life threatening or severe, the Rescue Squad will be called and the building principal and school nurse notified. Parents/guardians will also be notified immediately. 4. In the event that parent/guardians are not at home, the name indicated on the emergency card as being responsible will be notified. If neither the parents/guardians nor the next responsible persons are available, the designated personnel will take the injured or suddenly ill student to the physician indicated on the emergency card. If the physician is not immediately available and further care is deemed necessary, the designated personnel will take the student to the hospital emergency room. The school will continue efforts to locate parents/guardians. The designated personnel will stay with the student until the parent/guardian assumes responsibility. F. Health Area 1. Health areas shall be designated in each school building. These designated areas shall be available to students and staff during the school day. Students and staff may report to the health area in case of illness or injury. The designated health areas are as follows: a. High School - Office b. Washington School - Office complex c. Jefferson School - Office d. Spruce School - Coat room e. Abrams - Office f. Little Suamico - Office 2. First Aid Supplies - First aid supplies in the main health area of each school building shall consist of: Red Cross First Aid Manual (current) Accident Report Forms Daily Log Book (log incidents) Accessible hot and cold running water Supply cabinet/drawers One blanket Pillow Emesis basin Kleenex
4 Paper Towels Liquid Soap Alcohol wipes/bottle of alcohol Hydrogen peroxide Tongue blades Cotton balls Paper cups Q-Tips (Sterile) Bandaids Adhesive Tape (1" wide) Thermometers (disposable/or digital) Safety pins Cot or portable stretcher Tweezer Bandage scissors Sterile gauze squares (1 1/2" x 1 1/2" and 3" x 3") Non-sterile gauze (1 1/2" x 1 1/2") Sterile roller bandage (3" x 6" Kling) Sterile non-adherent dressing (Telfa 4" x 4") Triangular bandages Phisoderm Soap Cold chemical packs Pen light or flashlight Telephone - readily accessible Plastic gloves Ziplock bags Wastebasket with disposable liner 3. First Aid Kits - It is recommended that the larger schools have portable first aid kits in the following areas: physical education room and/or locker room areas; science room; industrial arts room; kitchen/cafeteria; art room; home economics areas; and, buses. Available kits will also be necessary for co-curricular activities. G. Record System a. Supplies recommended for the portable kits are: Red Cross First Aid Manual (current) Bandaids (1" x 3") Sterile gauze (4" x 4") Non-sterile gauze (4" x 4") Plastic gloves Ziplock bags Cold packs Tongue blades Penlight Paper Tape (2" roll) 1. Student Accident Report Forms - Except for minor injuries, a student accident report shall be completed for all accidents occurring on school grounds or during school-sponsored activities. All staff members have the responsibility to notify the principal of injury to any student, staff member or visitor while on school property.
5 2. Daily Log - A daily health log shall be compiled on students seen in the designated health area in each school. 3. All student health care records shall be maintained in accordance with confidentiality requirements outlined in state law and Board policy. H. Evaluation of Emergency Nursing Services 1. A review of emergency nursing services policies and procedures shall be conducted annually. The school administrator, school nurse and medical advisor will be involved in the review. 2. Following the review, a report on emergency nursing services shall be made to the Board.
