14 iii Course & Financial Support / Course Levels Course & Financial Support All part-time course fees include an administration fee, tuition fee, department charge and where relevant, an examination fee. Kit fees are usually included. You will be advised at or before your first class meeting of any books and other equipment that you may need. The fees stated in this course guide are for the academic year only. Are you eligible Are you eligible for benefit fees/help with your tuition fees? In certain circumstances, we will pay your tuition fees for you. You will only need to contribute the remaining Benefit fee. The benefit fee is the reduced amount you are required to pay if you are on any of the following benefits. Employment and Support Allowance (ESA) and are in the work-related activity group (WRAG) Jobseeker s Allowance (JSA) Universal Credit (because you are unemployed and are required to undertake skills training) Level 2 and 3 entitlement (for those aged 19 to 23 years at the start of your course) Financial support If you are on a low household income and your course is eligible, you may be able to receive financial support from the college. This may include help towards the costs of travel, kit, uniform, materials, exam fees, trips, books and/or a learning grant. Apply to Care to Learn for financial support towards the cost of registered childcare. The college also has limited funding towards the cost of registered childcare for students aged 20 and over. Course Levels Course levels are simply a way of grouping equal qualifications together to provide a consistent degree of difficulty and achievement. 15 iv Advanced Learning Loans for Aged Advanced Learning Loans for Aged 24+ From the Skills Funding Agency and the Student Loans Company. Start your course at HRC with the help of a 24+ Advanced Learning Loan. They say you can t put a price on a good education yet course fees stop many people studying part-time every year. If you re aged 24 or over, you can now apply for a 24+ Advanced Learning Loan to help towards the cost of your course, starting on or after 1st August, Loans are available for most of our Level 3 and 4 courses, including advanced apprenticeships, and do not have to be paid back until you start earning at least 21,000 per year from April 2016: No upfront course, registration or exam fees to pay. Start repayments only when you re earning 21,000 or above. Low-interest repayments at inflation plus up to 3%. Outstanding loan balance written off after 30 years. No credit check or income assessment. What s changed? You may not have realised before, but the government used to fund 50 percent of course costs for adult learners at Level 3 and above. From August 2013, the government withdrew this funding meaning that you, the student, are now responsible for covering the full cost of your course yourself. 24+ Advanced Learning Loans have been introduced to help with payments and are offered by the Skills Funding Agency and the Student Loans Company. Making your own decision It is important that you make your own decision about financing your course based on your own personal circumstances. We cannot give you financial advice but we do advise you to look into all available options before choosing to take out a loan. 17 vi How to Book How to Book It s easier than ever to book a part-time course at HRC. Whether you apply online, by phone, post or in person, it makes no difference to the success of your application, just the speed that we receive it. Depending on the course selected you can enrol/book and your payment will be securely processed. Some of our professional courses require an interview so you will first be asked to apply and we will contact you to discuss this further. Online The quickest and easiest way to apply for a course is online at Simply locate your course on the website, enrol or book and follow the onscreen instructions. If you qualify for Level 2 or Level 3 Entitlement (fee concession) or Benefit, require your employer to pay via an invoice, are aged 16-18, are a current full-time HRC student or wish to pay by Direct Debit (available in some circumstances), then please do not proceed with online booking. 19 Hertford Regional College Part-time Enrolment Form How do I enrol? You can enrol on most part-time courses in any one of the following ways: Online via Online enrolment is available for part-time courses. We are only able to accept online enrolment if: 1. You have been resident in the UK or EU for the last three years. 2. You do not wish to claim fee remission. 3. You are paying your fees in full. In Person At either our or campuses or our NextStep centres. You can pay by cash, cheque, credit card or debit card. You must enrol in person if you are in receipt of a Means Test Benefit and if you are requesting to pay the reduced fee. Original up to date documentation showing proof of benefit is required as well as payment. By Phone If you are paying by credit card or debit card and you are paying the full fee, you can call our telephone enrolment line By Post If you are paying the full fee, complete an enrolment form and post it together with your payment. This can be by cheque only. Please note We can only enrol you on a course if payment is received. If you are eligible for concessionary fees you will need to enrol in person. We can only enrol you once original up to date documentation along with payment has been received. 20 Guidance Notes Please read the following guidance notes carefully before completing the enrolment form. Your Personal Details Please answer all questions. The questions on ethnic origin, disabilities and learning difficulties will help us to monitor equal opportunities and meet your needs, where possible. Course Details Please refer to the detailed course listings to help complete this section. The fee is usually as shown under FEE in the detailed listings. are subject to change at any time until the course begins. Fee Information The price shown includes a course registration fee, tuition fee, and department charge. Kit fees are usually included and you will be advised at or before the first class meeting of any books or equipment you will need. The fees stated are normally for one year only. If you are not paying the fees in full yourself, please attach or bring a letter of authorisation on company headed paper from your employer or sponsor who is paying your fees. In some circumstances, an option to make payment by Direct Debit is available. This facility is NOT available to non-eu students and is only available for courses starting in September lasting more than one term and where the course fee exceeds 350. An initial deposit of 20% is payable at enrolment with the balance of the fee being payable in equal instalments over the next four months. In addition, depending on the course, 24+ loans may be applicable. Separate information about 24+ loans is available from the Information Centres Please note that you will be liable for the full fee if you withdraw from the course. Refunds Students who withdraw from courses are not entitled to refunds or other reductions in fees, other than in the most exceptional circumstances. Any refund approved is subject to an administrative charge equal to the course registration fee (typically 15). Closure of Courses The college reserves the right to close any course, or to discontinue it without notice. The option to transfer to another course will be offered or fees will be refunded in accordance with the college s fee refund policy. The College will not accept responsibility for any other fees or expenses incurred by the student resulting from this. No n-eu Students quoted in our directory and other literature apply only to EU students. Please enquire for non EU fees. Fee Concessions If you intend to enrol on a full Level 2 or Level 3 course you may be eligible for a tuition fee concession. You will be required to sign a self declaration on the enrolment form. L2 Level 2 You must be aged years at the start of your course, be studying towards a full level 2 or full level 3 qualification and not already have a full level 2 qualification. Examples of full level 2 qualifications are 5 GCSEs grade A*-C, BTEC First Diploma, NVQ Level 2, Intermediate GNVQ, and including older qualifications such as 5 GCSEs at grade 1. L3 Level 3 You must be aged years at the start of your course, be studying towards a full level 3 qualification and not already have a full level 3 qualification. Examples of full level 3 qualifications are a pass in two or more A Levels, NVQ Level 3, one or more A level double awards, Access to HE certificate (regulated by QAA), OCR National Diploma and Extended National Diplomas, Edexcel National Certificates and Diplomas and International Baccalaureate. Eligible Means Test Benefits These benefits will allow you to claim a fee concession: Employment Support Allowance Work-Related Activity Group (WRAG) Job Seekers Allowance (JSA) Universal Credit (because you are unemployed and required to undertake skills training) Students aged Students aged (as at 31st August 2014) attending an evening funded course in a private capacity are exempt from tuition, course registration and exam fees. The department charge is payable. This does not apply to students referred to the college by their school. Students currently attending school require written permission for enrolment from the school. Please note that students who are still at school have to pay the full fee for recreational (non-vocational) courses. Advanced learning loans for adults aged 24+ and thinking about further education 24+ Advanced Learning Loans are being introduced for certain further education students and courses.
