3 Pacific Coast Baseball League Inc. President Report For the year ending 31 March 2015 This year the PCBL completes its 32nd year of administering baseball competitions. More baseball, more clubs, more players, all leading to more teams. Whilst it is great to see so many people participating, as always, growth often leads to lack of quality and service by the providers. Fortunately both PCBL and its affiliated Clubs are in a good position, but we need to closely monitor potential problems and need to plan for the service and administration for the future enjoyment of this sport we all love. With the increase in numbers, greater pressure has been placed on all levels of administration for leagues, clubs and teams. I would further like to address issues presented to the PCBL EC below, but firstly wanted to comment on the administration of clubs and teams. PCBL has 25 clubs affiliated during its biannual competition. The clubs bring with them around 200 teams and over 2,500 players annually, varying in size between 2 to 12 teams. Consequently with the increase in Player numbers, the Club s team administration is of primary importance. I do not agree with the notion, still in some sectors, which states Club administration is not for profit and handled by volunteers. This term confuses many of the office bearers and the roles should be renamed to not remunerated. The duties and punctuality of these responsibilities are exactly the same as those in a regular paid position. All activities in life require the same degree of time, attention and dedication. My thoughts have always been that whether it s social or sporting, interest and dedication which make up such a large part of an individual, would be completed by people who are often the keenest. Yet the overriding thought continues to be the volunteer and my most hated definition of it will do it when I can find the time and want to do it or I do as much as I can. Perhaps that day is now due. Another problem is filling the roles of committees and we need to ensure that the proper skill sets are had by all administration operatives. This is not solely related to specific roles such as treasury, web maintenance, coaching, managing but also to leadership. The administration of PCBL have embarked on a new path arising from the failure of the IMG Database System, launched by the ABF, to provide utilities for league, club and team administration. All this system provides is a money making venture for its owners, IMG, through increases in fee structures. As a result of my conversations with a baseball enthusiast and computing systems creator, Jafeth Rodriguez, the JARO Sports Management System was developed at the beginning of the 2014/2015 Summer Season, and was initially used to enable the creation of teams and provide team ranking scores for grading purposes. As the summer season progressed more features were added, such as the Match Result Sheet. Now, from the start of the 2015 Winter Season, the system will be used for competition management. - i.e. results, standings, etc. JARO is still under development, but it is at a useable stage. More user functionality, features and modules are constantly being added and it is anticipated that the system will be moving forward until at least the start of the 2015/2016 Summer Season. JARO is owned externally and it is licensed by the PCBL. PCBL funded the initial development cost of the system, and given this, an arrangement has been entered into with its owners for PCBL to pay a $2.00 fee per player per season from the 2016 Winter Season. This fee is capped for a further two years, being a total of 4 seasons. Note that the JARO system is also used by the PCBL Masters League.

4 The development of JARO was initiated by myself and began with the design outline, much of which existed under the old the excel system and included other manual processes. Jafeth s skills in computer programing and system engineering has brought us up to date with the latest technology, and thanks to his knowledge, JARO also has , sms and web functionality. The system now has also been developed for other sports, such as Football, AFL, Softball, etc. Earlier this year, the PCBL EC advised me that my continued officer involvement with PCBL could not be sustained if I also had a role under the corporate structure of JARO. I reluctantly relinquished all corporate involvement with the entity that owns, markets and supports JARO. In my view there was no financial consequences of any perceived conflict of interest. I still continue advising on the further development of JARO, after all PCBL is its User originator and myself as the designer of User requirements. My interests have always been and continue to be to provide the best, most technologically advanced sports administration processes, services and system possible. JARO s design and scope allows for this today and in years to come, particularly in the fields of mobile phone application technology. I would like to thank all the PCBL EC Members, Paul Hawkes, John Lee, Mark Radovic, Bob Mansfield, Mark Holman and Jeremy Breden. Also to the Judiciary, chaired by Gary McKewin and including Trevor Siviour and David Chong. Many thanks to all. Thanks you also goes to the Club Executive Committees and affiliated Club Delegates for attending to the many issues which arise during a season. Without your continued support the administration of the PCBL would not be complete. And finally, I would like to thank all Umpires and Scorers who year after year continue to provide their services and support to the PCBL and affiliated Clubs. Allow me remind you all, I thoroughly enjoy working with the sport of baseball at all levels and with the administration of PCBL and dealing with all of you yes, including those not easy to please. Treasurer Report For the year ending 31 March 2015 Enclosed please find the Financial Accounts for the year ending 31 March This covers 5 separate competitions for PCBL the 2014 Winter and 2014/2015 Summer, and for the NSW Baseball League Masters League the 2014 Winter, 2014 Spring and 2015 Autumn. The Current Account achieved a Profit for the year of $2,507 (2014 Loss $5,684). The Receipts were mostly in line with regular season intake, includes receipts of $8,577 in Fines. Expenses included a contributions towards the development of the JARO Data Base System of $4,000 and an increase of $2,000 in the PCBL Summer season administration fee. The net trading results were made up of PCBL Winter season Loss of $1,974, and PCBL Summer season Profit of $4,236. The three (3) Masters seasons netted a Loss of $117. The Sales receipts equals the COGS at $6,012. The year s result included expenditure on Administration Fees $19,600; System Development and Computer costs $4,645.00; Donations $1,950; Ground Hire is mostly a Masters League seasons cost $12,304; Telephone and mobile costs $4,493; Trophies $7,736, the PCBL component was $6,530 a large reduction from last year ( $9,000) given the resolution passed by members to change player trophies to medallions; Umpire Supports costs $1,366 and web site costs $2,284. Total Receipts amounted to $67,572 ( $59,750), PCBL Winter $20,114 ( $17,577); PCBL Summer $30,344 ( $27,442); Masters Winter $2,420, Masters Spring $7,230 ( $nil) and Masters Autumn $7,230 ( $9,961). Expenditure, note all cash items, amounted to $62,387 ( $65,424), being in PCBL Winter $22,068 ( $21,455); PCBL Summer $26,108 ( $29,293); Masters Winter $2,265, Masters Spring $7,224 ( $nil) and Masters Autumn $7,381 ( $11,561). The Balance Sheet shows Total Assets totaling $17,039 ( $13,445). Cash at Bank of $5,680 ( $12,589); Debtors $11,204 ( $356) and Inventory of Stock items $155 ( $1,213), made up of books. Total Liabilities total $4,992 ( $3,906). Umpire Fees Due $816 ( $nil), Ground Hire Fees Due $4,176 ( $nil). The PCBL Net Assets, representing Members Funds amounted to $12,047 ( $9,540). The PCBL has a solid Members Account base with a total of $12,047. The EC is again considering further areas of financial support to its Affiliated Clubs and baseball to redistribute the accumulated resources, such as permanent bat and helmet racks and batting line up boards for dugouts, perhaps. PCBL A League 2014 Winter The PCBL operated an A League competition with a total of 23 Clubs ( ) clubs with 79 teams ( ) and 896 players ( ) participated. There was no A Grade as there were not enough teams nominated to participate. The PCBL EC decided to maintain the skill level of the grades consistent throughout all the year s seasons. The competition comprised of 7 grades B to G, including 2 x E Grades, with First and Second Divisions for all Grades.
