1 CLUB CAPACITY & WORKFORCE DEVELOPMENT GRANT - GUIDELINES Club Capacity & Workforce Development Grants programs are an initiative of the Community Cricket Program: On Common Ground a significant four-year partnership between the Cricket Victoria and the Victorian Government to support cricket participation growth in Victoria. Victorian cricket clubs and associations can apply for grants that aim to assist with the upgrade/replacement of cricket facilities, support participation growth and develop the growing base of volunteers and administrators that manage clubs and associations across Victoria. There are three streams of funding within the Club Capacity & Workforce Development Grants: Funding Stream One Minor Facilities Minor improvements to cricket facilities (for example, a synthetic pitch replacement). Funding Stream Two Workforce Development Activities aimed at supporting cricket administrators, volunteers, coaches, umpires, volunteer boards, club development, association development projects and strategic planning (for example, a club or association mentoring program, an umpiring or coaching program targeted to community groups that are under-represented in cricket). Funding Stream Three Participation and Equipment Activities that aim to support the increase of participation at a cricket club within the local community and also align with Cricket Victoria, Cricket Australia and the Victoria s Government s participation growth objectives (for example, community targeted participation programs, safety equipment such as helmets, modified training and coaching equipment to cater for all abilities, ground equipment such as rollers, mowers and covers. 1 C l u b C a p a c i t y & W o r k f o r c e D e v e l o p m e n t G r a n t s
2 WHO CAN APPLY? This opportunity is open to all clubs and associations affiliated with the following bodies: Victorian Premier Cricket (VPC) and Women s Community Cricket Competition Victorian Sub District Cricket Association (VSDCA) Victorian Metropolitan Cricket Union (VMCU) Victorian Country Cricket League (VCCL) Clubs and associations must be based in Victoria, and be properly constituted and registered as an incorporated body. Clubs must be able to provide a copy of their constitution if requested. Requests for funding of facilities located at schools and universities must be linked to and submitted by cricket clubs/associations, and also be accompanied by details of current tenure agreements at the venue. To be eligible, clubs must have completed the five requirements of the online Victorian Cricket Registration via MyCricket; 1. Updated club profile and contact information for the current cricket season. 2. Entered player registration details for the current cricket season. 3. Completed team census for the current cricket season. 4. Completed National Club Risk Protection for the current cricket season. (If you are unsure of your club s compliance, please contact Cricket Victoria on ) 5. The club or association does not have any outstanding debts to Cricket Victoria or Cricket Australia including National Club Risk Protection insurance for the previous cricket season. 2 C l u b C a p a c i t y & W o r k f o r c e D e v e l o p m e n t G r a n t s
3 ELIGIBLE PROJECTS The following areas are eligible for funding under the Funding Stream One- Minor Facilities: Minor facilities upgrades including turf and synthetic practice facilities. Turf and synthetic match playing facilities. The following areas are eligible for funding under the Funding Stream Two- Workforce Development: Sports safety education. First aid training. Programs that support workforce development including; o Umpiring courses. o Coaching courses. o Administrator and volunteer education. The following areas are eligible for funding under the Funding Stream Three- Participation and Equipment: Injury prevention equipment and education. Cricket specific equipment. 4 INELIGIBLE PROJECTS Projects commenced prior to 30 June Projects scheduled for completion after 31 December Professional coaching or player payments. Furniture and fittings. Uniforms and material/s from which sporting uniforms will be made. Non-playing participation equipment such as trophies, honor boards, GPS, sunshades. Defibrillators. Purchase of land. Capital building works including renovations and extensions to clubrooms, scoreboards, electricity outlets, permanent shade structures, permanent fencing, fixed lighting and ramps. Canteen items such as microwaves, cooking utensils, soft drink, food and alcohol. Rental costs associated with the annual or seasonal hire of facilities. Purchase or leasing of vehicles, trailers and accessories. Ongoing operational costs such as salaries for ongoing positions, rent, electricity and other utilities. Electronic scoreboards. Sightscreens. Concrete bowling run-ups/landings without appropriate shock absorption. Requests that are in excess of 33% of the total cost of the project. The development or repair of turf wicket facilities in areas where water restrictions are in place and the source of water has not been identified in the application. Facilities projects that do not meet Cricket Australia s Community Cricket Facilities Guidelines. Facilities projects that are not aligned to Cricket Victoria s Common Ground plan. Maintenance of facilities such as field maintenance or pavilion maintenance. HOW WILL APPLICATIONS BE ASSESSED? Eligible applications will be assessed based on responses provided in the application form, including required attachments. Eligibility does not guarantee success. It is expected that more applications will be received than can be funded. The assessment may take between four to six weeks from the closing date. All applicants will receive written notification of the outcome of the assessment process. Cricket Victoria s Grants Committee which is a sub-committee of the Cricket Victoria Board will assess all applications in conjunction with the Victorian Government and determine the successful applicants and the amounts awarded, in consultation with Cricket Australia and the Victorian Government. 4 C l u b C a p a c i t y & W o r k f o r c e D e v e l o p m e n t G r a n t s
5 FUNDING LEVELS One club can submit one application, with multiple funding streams. For example, Citizen Cricket Club can submit one, and only one application. That application can request; $3,000 to upgrade a synthetic centre wicket under Funding Stream One Minor Facilities. plus another $1,000 for putting their volunteers through coaching and first aid courses, under Funding Stream Two Workforce Development. plus $1,000 for a junior club kit and junior helmets under Funding Stream Three- Participation and Equipment. That is a total of $5,000 across all three funding streams. The maximum award is $5,000 per application. Sports clubs, leagues or associations who are grant recipients must adhere to the Victorian Code of Conduct for Community Sport (or) their relevant state sporting association code of conduct/member protection policy, which incorporates the Victorian Code of Conduct for Community Sport. Grant recipients must adhere to the code during the life of the project and agree to carry out its requirements. Applications for Stream One Minor Facilities, a funding contribution of 33% maximum, of the total cost of the project is available. Applications for Stream One Minor Facilities projects, with substantiated Local Council financial support will be looked upon favourably (for example, letter of support or commitment to the project). Applications for Stream Two Workforce Development, a funding contribution of 50% maximum, of the total cost of the project is available. Applications for Stream Three Participation and Equipment, a funding contribution of 50% maximum, of the total cost of the project is available. Individual grant amounts are subject to the size of the funding pool and the number of eligible applications. Cricket Victoria s Grants Committee (a sub-committee of the Cricket Victoria Board) reserves the right to determine the grants distribution amounts in partnership with the Victorian Government. ACKNOWLEDGING THE GOVERMENTS, CRICKET VICTORIA AND CRICKET AUSTRALIA S SUPPORT AND PROMOTING SUCCESS Successful applicants need to acknowledge the support of Cricket Victoria, Cricket Australia and the Victorian Government s support through the provision of a grant from the Club Capacity & Workforce Development Grants programs. Promotional guidelines form part of the funding agreement and include the requirement that all activities acknowledge Cricket Victoria, Cricket Australia and Victorian Government support through logo presentation on any activity-related publications, media releases and promotional material. Successful applicants may be required to contribute information on activity outcomes for use in program evaluation reviews or marketing materials. 5 C l u b C a p a c i t y & W o r k f o r c e D e v e l o p m e n t G r a n t s
6 SUBMITTING APPLICATIONS Applications must use the official application form online via the Cricket Victoria website. The declaration must be signed by a member authorised to sign club documents in the presence of and co-signed by a person authorised to sign statutory declarations (doctor, bank manager, as per Evidence Act). Please read the application form and guidelines carefully. Applications without the required paperwork attached, will be deemed ineligible. Only ONE application may be submitted per Club or Association. Applications must be received by Cricket Victoria no later than 11:59pm midnight Sunday 29 November All figures used in the application including amount requested and project budgets must be GST EXCLUSIVE. Late applications will not be accepted under any circumstances. TIMELINES Thursday 15 October 2015 Applications open. Sunday 29 November 2015 Applications close. Saturday 26 December 2015 onwards Notification of results. 1 January 2016 Payment of grants. Please note, successful applicants will be required to sign a formal Cricket Victorian funding agreement, appropriate financials and a find outcomes report.
