A PRIMER: ASSET MANAGEMENT AND BUILDING ONTARIO PROVINCIAL FUNDING REQUIREMENTS Technology to Support Asset Management Daryush Esmaili, M.A.Sc Infrastructure Technologist City of Brantford

Agenda 1. Provide an overview of the practices and processes required for asset management planning in support of technology and tools 2. Outline policies and techniques used in the development of the City of Brantford s asset management program What this is not: A discussion of any particular asset management software

Fundamental Truths Effective infrastructure planning does not always require software. No easy buttons or one size fits all solutions currently on the market! Software and data facilitate making, they do not make decisions. Mature asset management requires Ongoing commitment Business processes in place Knowledge and understanding

The Asset Management Plan Corporate and Strategic Planning Strategic Objectives / Plans Organizational Policies, Strategies and Goals Information Management & Data Improvement Review and Collate Asset Information Understand the Current State of Infrastructure Establish / Manage Service Levels Asset Management Strategy Financial Planning and Modeling Project Implementation and Delivery Condition Assessment and Performance Data Asset Inventory and GIS PSAB Register Infrastructure Report Card Asset Valuation and Replacement Costs Establish goals, standards and objectives Develop measurement framework and benchmarks Lifecycle Strategies (Service Delivery, O&M, Rehab and Replacement) Condition Assessment and Performance Monitoring Growth and Demand forecasting Lifecycle Analysis and Financial Forecasting Asset Valuation Funding Management Scheduling and Project Management Planned Operations, Maintenance, Rehab and Replacement Scope of Asset Management Plan

The Answers We Seek Information Management & Data Improvement Review and Collate Asset Information Understand the Current State of Infrastructure Establish / Manage Service Levels Asset Management Strategy Financial Planning and Modeling What do we have and where is it? What is it worth? What condition is it in and how is it performing? What do we need to do? When do we need to do it? How much money do we need? How will we fund it?

Review and Collate Asset Information Decisions are only as good as the information they are based on. Data is only as good as the decisions that can be made with it. Quantity Location Condition Size Material Type Performance Physical Time Installation, Rehab. and Replacement Dates Estimated Service Life (ESL) Cost Salient Historical Cost Replacement Cost Book Value Description (where required) Functional Information (Risk)

Review and Collate Asset Information

Review and Collate Asset Information Standard Data Collection forms by Construction Inspectors and Operators Excel data dumps; Maps etc. Condition Inspection Data GIS Department LADR and Other Databases Data Exports and Visualization Analysis and Recommend -ations Operation and Maintenance Data Information Management and Data Improvement LADR data is linked to GIS through unique feature ID s

Understand the Current State of Infrastructure What do we have and where is it? What is it worth?

Understand the Current State of Infrastructure What condition is it in and how is it performing? Summarize asset condition In the absence of condition data, remaining service life (RSL) can be used as a proxy. Rating Category Estimated RSL Assets with increased probability of failure

Asset Management Strategy Required to Meet Legislated Standards Does the project satisfy Prov. or Fed. mandates? Is the project required for regulatory reasons? Consequence of Failure Service Levels O&M Impact Improved Efficiency Expansion and Growth Health and Safety Coordinated Project What is the consequence of failure of the asset (high, medium, low) Does the project maintain level of service standards? Does the project affect all customers in a neighborhood or facility? Does the project affect all customers within the City? After completion, will the project increase O&M cost and time? Will the project decrease O&M budgets? Does the project require the hiring of new staff? Will the project increase the efficiency of existing processes? Does the project preserve or extend the life of an existing asset? Does the project use innovative solutions? Does the project increase capacity to meet existing deficiencies? Does the project increase capacity to meet future growth needs? Will the project attract new economies? Does the project eliminate a risk or hazard to public health? Does the project reduce hazards or risks to users of the facility? Will failure to complete the project delay or impact other programs? Is the project required to be coordinated with other projects?

Asset Management Strategy

Financial Planning and Modeling How much do we need? How will we fund it? Tie project plan to the available funding sources.

Financial Planning and Modeling Evaluate the long term sustainability

Financial Planning and Modeling Evaluate investment scenarios

Summary Software and data facilitate decision making and do not make decisions. Decisions are only as good as the information they are based on. Periodically review data, performance measures and software for costs and benefits.
