1 Residential Rehabilitation Assistance Program (RRAP) Financial Assistance Program for Rental Properties LOCATION MAXIMUM AVAILABLE AMOUNT FAMILY INCOME RENT LENGTH OF LOAN QUALIFIER Available to the entire municipality of Brandon Priority given to properties located in the BNRC district North - Assiniboine River, South - Park Avenue, East Franklin Street, West 24 th Street $24,000 PER SUITE - FORGIVABLE GROSS HOUSEHOLD INCOME OF THE TENANT MUST BE AT OR BELOW: (Based on a per BD need) $22,500 (1 BD) ; Singles or couples $27,000 (2 BD); Singles or couples with children $32,500 (3 BD); Singles or couples with children $38,500 (4+BD); Singles or couples with children (Children of the same gender between the ages of 5-17 are considered able to share a room according to the RRAP standards) RENTS MUST BE AT OR BELOW THE MARKET MEDIAN RENT GUIDELINES INCLUDING UTILITIES: $ (1 BD) $ (2 BD) $ (3 BD) $965.00(4+ BD) 8 15 years depending on amount of equity contributed to reduce loan amount A qualifying repair must be identified for the property to be eligible for the loan. Qualifiers are described as a major deficiency in one or more of the following areas: Structural (roof, foundation, etc), Plumbing, Heating, Electrical, or Fire Safety GENERAL PROGRAM INFORMATION The objective of the program is to assist low-income households who live in substandard rental properties, by providing financial assistance to landlords to repair or rehabilitate the property to a minimum level of health and safety. The assistance is a fully forgivable loan, which does not have to be repaid provided the owner meets certain conditions. Units that qualify for the Rental RRAP program may also be eligible for the Rental RRAP for Persons with a Disability program which is a forgivable loan for modifications directly related to the disability.

2 Landlords may be eligible if they own three or more self-contained rental units; and intend to rent the units for permanent rental accommodation on at least a monthly basis to non-family members and can confirm the amount of rent being charged. A legitimate landlord and tenant relationship must exist. The landlord must obtain an income declaration from the tenant and agree to tell tenants what work will be done and how it will affect their rents. An inspector from the City of Brandon Planning Department, by way of a work description, will determine mandatory repairs. Inspection will be done according to RRAP guidelines and Manitoba Building Code. NOTE: THE PROPERTY OWNER MUST FUND THE COST OF MANDATORY REPAIRS IN EXCESS OF THE MAXIMUM FUNDING AVAILABLE. A mortgage or a promissory note in the amount of the forgivable loan secures the loan. Fire insurance coverage for the full replacement value of the property must be maintained. Loan approvals will be cancelled if work is not started immediately following the loan approval. The rents for assisted units before and after repair must remain at or below the median market rent established for comparable accommodation in the area where the property is located. The landlord must be willing to provide to Manitoba Housing and Renewal Corporation the income declaration from the tenants meeting the income requirements, and verification of income, before the final loan approval stage. 3 APPLYING FOR RENTAL RRAP All RRAP application must be accompanied by the following support documentation 1. Completed application package 2. Proof that property tax has been paid in full for the current year and that no monies are past due. 3. Status of Title report 4. Tenant Declaration forms for all tenants living in the building including confirmation of the rent levels on each unit. 5. Rental RRAP Questionnaire 6. Permission to Inspect 7. Credit Check Authorization Please ensure that you have provided all the required information. Your application is not complete until you have provided all support documents required.

4 Questionnaire - Rental RRAP Program Annual interest in accessing Rental RRAP funding always exceeds the funding levels provided by the federal government t for the program. Unfortunately, due to these financial constraints, we are not able to provide Rental RRAP loans to all interested parties who may be eligible each year. Therefore, we prioritize the applications, based on the information you provide, to ensure we are servicing the greatest need while realizing the best values form the program budget. The following questions must be answered in order to ensure accurate prioritization of your proposal: Question 1. I have been informed and I understand that an inspection on the above mention property may lead to an Order to Maintain being issued against the property. An Order to Maintain is a legal document issued against the property owner, which lists non-conformance with the property and the City of Brandon Property Standard and Building Safety By-law. Orders will only be issued on the above-mentioned property to establish compliance with the Building Safety and Property Standards By-law.
