The European Commissions s Proposal Erasmus for all or YES Europe? On the way towards the next generation of EU education programmes ( ) Barbara Lawatzki FH Bielefeld University of Applied Sciences ERASMUS Coordinator International Office
The Commission s proposal for Erasmus for all contains a number of promising ideas: Increasing significantly the budget Simplifying the programme management Integrating international EU higher education programmes Supporting intra-european degree mobility at Masters level with EIB loans Strengthening university-business cooperation However, there is also the idea for a radical change of the programme architecture: Integrating all existing education programmes and abandoning their brand names Introducing three horizontal action lines instead 2/ 8
Existing programmes A single integrated programme Budget: 19 billion Euro (+73%)? Erasmus for all LLP Programme Grundtvig Erasmus Leonardo Comenius International higher education Programmes Erasmus Mundus Tempus Alfa Edulink Youth in Action Programme 1. Learning Mobility 65% 2. Institutional co-operation 26% 3. Policy support 4% 3/ 8
More opportunities by integrating intra- European and international HE programmes Significant programme budget increase (73%) with focus on higher education Priority on learning mobility (63%) New perspectives for HE in all 3 horizontal action lines: Learning mobility of individuals Partnerships Policy support 4/ 8
Key figures Overall budget Overall mobility opportunities: Higher education: Staff mobility: Vocational education and training: Volunteer and youth exchange schemes: Master s degree loan guarantee scheme: International students: Joint degree grants: Cooperation targets: Strategic Partnerships: Knowledge Alliances: Sectoral Skills Alliances: 19 billion (includes 1.8 billion for international cooperation) 5 million people 2.2 million students 1 million teachers, trainers, youth workers and other staff students young people students students students More than linking together institutions 200 set up by 2000 higher education institutions and business 200 set up by 2000 education and training providers and business 5/ 8
NEW measures for higher education in ERASMUS for all Two completely new elements will be part of Erasmus for all A loan guarantee scheme to help Master's degree students to finance their studies abroad and to acquire the skills needed for knowledge intensive jobs. The creation of 400 'knowledge alliances' and 'sector skills alliances'. Knowledge alliances are large-scale partnerships between higher education institutions and businesses to promote creativity, innovation and entrepreneurship by offering new learning opportunities and qualifications. Sector skills alliances are partnerships between education and training providers and businesses to promote employability by forming new sectorspecific curricula and innovative forms of vocational teaching and training. 6/ 8
Possible Changes in ERASMUS for all No distinction between studies and placements in student mobility and between teaching and training in staff mobility No Intensive programmes as separate action No PVs No EILCs? Integration of all international higher education programmes (no TEMPUS, ALFA EDULINK) No joint PHD programmes (ex Erasmus Mundus) 7/ 8
A realistic scenario? February 2013: Co-decision on EfA by European Parliament and Council March/April 2013: EUC application for st of June 2013: Start of last LLP/ERASMUS academic year (end: 30 September 2014) Autumn 2013: final decision on EUC application Autumn-Winter 2013: Renewal of bilateral agreements March 2014: First application for decentralized EfA actions 1st June 2014: Start of first EfA academic year 8/ 8
