5 Industrialised countries have to reduce their emissions in minimum by 25 to 40 percent till 2020 in compare to 1990, advised the UNclimate council in 2007 It s the only chance to keep global warming lower than 2 Celsius in compare to preindustrial values. But the real development of climate is already worse than the worst case scenario of the IPCC report by now. Every additional hesitation will have fatal aftermath!

6 The European Parliament calls on the Commission and member states to use all potentials of energy efficiency at buildings. It s proposed as a binding requirement that all new buildings be constructed to passive house standard from 2011 onwards All new residential buildings should be net zero-energy performance by 2015 European Parliament resolution of 31 January 2008 and 4 February 2009 on an Action Plan for Energy Efficiency: Realising the Potential and "2050: The future begins today
