3 Aims and Objectives The major works programme for has been developed to support the aims and aspirations of the Council s Asset Management Strategy and related policies. Overarching the annual delivery programmes sits a rolling five year plan which identifies broadly based programmes of planned work based on the continuously evolving knowledge of the condition of the council s housing stock. The programme will be subject to validation and budget availability each year based on a physical inspection of the programmed work by the Council s officers and/or our appointed contractors and may result in rescheduling of individual properties previously identified as potentially requiring planned work in any year. This reflects the ever changing condition of individual properties and their components. For example, the programmes of work tentatively identified will necessarily change due to business as usual activities such as ad-hoc day to day repairs and maintenance activity feeding into to the process in order to reflect the actual condition prevailing at the time that work is planned to be carried out. The Major team is responsible for the continuous review and delivery of the programmes of work which aspire to maintain and improve the Council s housing assets and also benefit the well-being of our residents. Cash Flow Forecasts and Working papers have been prepared for each programme which support the five year Asset Maintenance Plan and also assist the Housing Service in meeting it s Corporate objectives which include :- Enhancing your local community Improved Educational Attainment Promote health and well being and protect the vulnerable Better infrastructure Great Universal Services Value for Money 3

They all have regular Performance Development Reviews and have had personal objectives agreed based on timely delivery for the 2015/16 financial year, on budget whilst getting work right first time to an appropriate standard to delight our customers. Housing Development Team Ian Johnson Matthew Berry Jonathan Rogers - Housing Development Manager - Housing Development Manager - Project Surveyor Monitoring Delivery We will monitor performance and delivery through: Completion of work programmes against clear Project Briefs. Adherence to projected contract programmes and cash flow forecasts. Setting and reviewing objectives with the team at 121 s and Performance Development Review s. Responses to Tenants Satisfaction Questionnaires. Key performance indicators are monitored using a monthly performance review Balanced Scorecard approach which involves targets and detailed analysis. Reporting performance at monthly Asset Management meetings, Extended Housing Management Team meetings. 4

5 Key Priorities for Our priorities for the financial year will be focused on:- Priorities A B C D E What we are planning to deliver in Deliver the ongoing Capital Maintenance Programme covering the planned renewal of building components and mechanical and electrical building services, based on the application of appropriate validation criteria in each case. Implement a rolling five-year programme of energy conservation measures including installation of (EWI) Wall Insulation & energy efficient heating systems including consideration of sustainable alternative energy sources for homes off-gas. Following a borough-wide consultation with our Tenant Participation team and customers; conduct an Estate centric review of the use and upkeep of Green Space in order to identify the potential opportunities to improve the environmental amenity and inform the direction of future landscape maintenance and improvement programmes carried out in subsequent years. Implement the new s / Plasticisation Contract to deliver a rolling 7 yr cyclical programme of painting and pre-decoration repairs and improvement. 7 Priorities K L What we are planning to deliver in Manage repairs led / ad-hoc programmes of work constituting investment in the improvement of the condition of the housing stock and may therefore be treated as an item of Capital expenditure. Implement the AMP (Asbestos Management Plan) to include a rolling programme of risk-assessment and risk mitigation in order that the Council s residents, visitors and contractors are not exposed to the harmful effects associated with the inhalation of mineral asbestos fibres at any time. Understand the condition of its Green Spaces.3. Develop comprehensive plans for the maintenance of its Green Space. 4. Consider plans for improvement of its Green Space.5. Plan and deliver any works to maximise community engagement.6.
