4 Mission EVE (Ente Vasco de la Energía) is the energy agency of the Basque Government. Its mission is: to propose energy strategies for the Basque Country, based on criteria of supply security, cost competitiveness, sustainability and technological development; and to take active part in developing these strategies and to contribute to delivering the related targets. To deliver these objectives, EVE provides a service to the Basque Government Department of Economic Development and Competitiveness in matters of energy and geological and mining resources and participates in projects, involving companies and public sector bodies. Furthermore, EVE raises public awareness of the criteria and values behind its strategies. 4

7 In the Basque Country, EnergiBasque forms part of the 3E2020 Strategy and provides input to the PCTI 2015 (Science, Technology & Innovation Plan) in terms of the key technological and business development areas of the energy sector to be delivered. 3E2020 Increase of energy efficiency activities in all sectors Increase in the use of renewable energy forms Consolidation of energy infrastructure (natural gas and electricity) Promotion of 8 priority research areas, and technological and industrial development in the field of energy PCTI 2015 Industry as the backbone of the Basque economy Investment in R&D and in technology as drivers of productivity and added value of Basque companies Environmental sustainability as the focus and driver of industrial and technological policies and opportunities EnergiBasque is a qualitative leap in terms of formulating a comprehensive strategy designed to position the Basque Country as a benchmark of knowledge and a leader in industrial development 7

8 6 areas were selected against criteria of their contribution to each energy focus, their market appeal and the existing situation in the Basque Country. A further 2 were also chosen on account of their synergy with the 3E2020 strategy. 10 bimep: Biscay Marine Energy Platform 10

11 Introduction The bimep (Biscay Marine Energy Platform) is an ocean infrastructure for the testing, demonstration, research into and operation of offshore Wave Energy Converters (WEC) on the open sea. In the short-medium term, bimep could be extended to provide services to offshore wind energy ( floating solutions). This infrastructure provides wave energy device manufacturers with ready-to-use facilities to validate their designs and to test their technical and economic feasibility. The Basque coast, and specifically the location of bimep off the coast of Armintza (Bizkaia), offers suitable wave conditions. Open-sea facilities help to reduce demonstration costs and technological risks and uncertainties Contribute to the challenge of lowering the cost of energy 11

12 Main Features Energy flux = 21 kw/m Sea surface = 5.2 km 2 Water depth = m Closest point to land = 1.7 km Total power = 20 MW 7 navigational marker buoys 1 oceanographic buoy (since February 2009) 4 berths (mooring areas) & subsea power cables, 13.2 kv / 5 MW 1 onshore substation with protection and measuring equipment for each berth: 20 MW transformer connected to 132 kv grid Monitoring and control system (SCADA) Research and Data Control Centre 12

13 Management Structure Biscay Marine Energy Platform, S.A. A company established in December 2011 to develop, install, operate and manage the bimep facilities. The development and construction of this infrastructure will amount to a total investment of 20 million. Basque Energy Agency (Regional Body) Biscay Marine Energy Platform, S.A. 80% 20% Spanish Energy Agency (National Body) bimep is due to become operational towards the end of 2013 once one of the most complicated technical stages (the supply and installation of subsea power lines and onshore cables) has been successfully concluded. The day-to-day running of the infrastructure will require the provision of specialised services, including: navigation safety services, and testing and research services. For this purpose, bimep plans to open different public tenders. 13

14 Route through bimep All previous relevant issues have been taken into consideration to optimise interaction with technology developers. Establishing a close dialogue between developers and bimep to define the scope of the testing programme. Information exchange, leading to: o an internal feasibility analysis, mainly focused on technology readiness; o an independent assessment of device design, construction, operational plans and contingency measures; and o a readiness review prior to installation. bimep will monitor marine operations during installation, testing and decommissioning according to developers plans and procedures. 14

15 bimep in operation: Service Portfolio (1) Build a comprehensive but flexible service portfolio to respond to the individual needs of technology developers and speed up the development of the marine energy sector as a whole. Testing, demonstration and research services. Some of the services will be provided before contract signature (e.g. detailed metocean and geophysical data or the internal feasibility analysis). Basic services will be charged on the basis of the device footprint, installed power and test programme duration Advanced services will be charged on the basis of the scope of activity agreed on with the developer in the contract. 15

18 Conclusions and final comments The Basque Government-EVE is committed to the development of marine energy (offshore wind, wave, etc.): 3E-2020 Energy Strategy, PCTI 2015, Energibasque,... bimep will play a key role in speeding up that development. bimep will provide useful knowledge that will contribute to reducing barriers, uncertainties and fears for future marine renewable energy projects. The consent process has provided extremely useful feedback to improve the project design. Concerns about environmental impact and navigational safety have driven the development of these documents: Environmental Monitoring and Surveillance Plan Protocol to Manage Navigational Risks Guidance Document on Safety Considerations Finally, an operational route has been defined. bimep will provide a comprehensive set of services aimed at speeding up the development of marine energy technologies. 18
