1 DIPARTIMENTO DI SCIENZE DEGLI ALIMENTI Second Conference of the Italian Association of Agricultural and Applied Economics BETWEEN CRISIS AND DEVELOPMENT : WHICH ROLE FOR THE BIO-ECONOMY? June 6 th - 7 th 2013 Dipartimento di Economia Via J.F. Kennedy, 6 Parma
2 The world economic crisis has changed the way in which policy makers look at food and agriculture as an engine for development. In this new paradigm, food and agricultural production are seen as having the capacity to help achieving several of the major dimensions of development, and specifically : accelerating GDP growth at early stages of development, reducing poverty and vulnerability, narrowing rural-urban income disparities, releasing scarce resources such as water and land for use by other sectors, and delivering a multiplicity of environmental services. Nonetheless, such new role of food and agriculture is often neglected in the public debate. At the same time, in developed countries, environment, energy, health and food safety are among the most important issues linked with the challenge of a sustainable development of the so called bio-economy. Agriculture production and food processing, distribution and consumption are core activities of the bio-economy, but the latter includes other important industries producing and/or exploiting natural resources, such as forestry, marine activities or several bio-based manufacturing industries. The challenge of a sustainable development of the overall bioeconomy claims for a careful analysis of the interdependencies between the bio-based industries as well as of their relationships with natural resources. The world economic crisis including commodity price spikes, global recession and the sovereign debt crisis - has changed the relationships between bio-based activities and economic development. To what extent, where and how the crisis has changed those relationships and what role bio-based activities can play in recovering and economic development are the overall objectives of the 2nd Conference of the AIEAA.
3 General Programme
4 Pre-Conference Background In the past two decades, consumers in western countries have shown an increasing attention to the relationship between food, health and the environment. The search for a balanced diet, that may help people maintaining good health conditions, as well as the search of high quality food, that may enrich the eating experience, going beyond the pure satisfaction of the nutritional needs, have become a paradigm in describing the behaviour of western consumers. But in recent years, the worldwide economic crisis seems to have changed some elements of the paradigm. Since many households are facing a tighter budget constraint and have a pessimistic view of their future, the price of food items is becoming again the key element of consumers choice. Thus, food companies that have strongly invested in food quality and safety, as well as countries, like Italy, that have made the Mediterranean diet and the quality of traditional food an internationally recognised brand, may have trouble in maintaining their positions in the market place. The pre-conference session will try to shed further light on the economic implications of the relationship between food quality and health, on the economic sustainability of high food quality and safety standards, on the viability of healthy and environmentally sustainable diets as well as on the role of public policies.
