3 GSM SIM CARD BACKGROUND, PROCUREMENT & ACTIVATION DETAILS: The Global Reach Wireless Throw Phone/Communicator is a cellular based technology. Similar to other cell based technologies such as cell phones, the Wireless Throw Phone/Communicator MUST be able to connect to a wireless service provider s or carrier s network in order to be operated and/or controlled. The first steps for allowing the Wireless Throw Phone/Communicator to connect to a wireless service carrier s network are to procured, activate and install a Global System for Mobile Communications (GSM) Subscriber Identity Module (SIM) Card. A Global System for Mobile Communications (GSM) Subscriber Identity Module (SIM) Card is a portable memory chip used in cellular based devices that operate on the Global System for Mobile Communications (GSM) network. A GSM SIM Card has a unique number printed on the microchip which allows the carrier to assign it an account holder and associate account details such as the service plan and telephone number. The two largest GSM network service providers in the U.S. are AT&T & T Mobile. Existing AT&T or T Mobile users are already equipped with an active GSM SIM Card that can be removed from their device (cell phone) and installed into the Wireless Throw Phone/Communicator to allow the device to be operated and/or controlled. Though existing GSM network users may remove their GSM SIM Card from a device (cell phone) and install it into the Wireless Throw Phone/Communicator, this practice is NOT recommended as the telephone assigned to the GSM SIM Card is already known by multiple individuals (users existing cell phone contacts). The telephone number assigned to the GSM SIM Card that is to be installed/used with the Wireless Throw Phone/Communicator should be kept private to prevent unauthorized individuals from placing calls or sending text messages to the device! In the event that the telephone number assigned to the GSM SIM Card installed into the Wireless Throw Phone/Communicator is compromised, please contact the GSM network service provider and request that a new telephone number be assigned. AT&T SIM Card Illustration T Mobile SIM Card Illustration IMPORTANT NOTE: CDMA WIRELESS NETWORK SERVICE PROVIDER SIM CARD COMPATABILITY SIM Cards from Code Division Multiple Access (CDMA) wireless network providers such as Verizon, Sprint, Nextel, and U.S. Cellular are NOT compatible with the Wireless Throw Phone/Communicator. A GSM SIM Card may be procured directly from a GSM network service provider or purchased a local retail store that sells pre paid GSM SIM Cards. Typically, when a SIM Card is procured directly from a GSM network service provider, the service provider will require an annual service contract to be entered. Also, the GSM service provider may ask for the International Mobile Equipment Identification (IMEI) # for the device that the SIM Card is to be installed. If asked this question, tell them that the SIM Card is to be installed into law enforcement equipment that does NOT have an IMEI #. Regardless as to the method used to procure and activate the GSM SIM Card it is important that ample minutes and unlimited/low text message rates are available which will allow your agency to utilize the Wireless Throw Phone/Communicator frequently and decrease the likelihood of having to pay additional fees for going over allotted minutes or text messages. IMPORTANT NOTE: SIM CARD SIZE COMPATABILITY The Wireless Throw Phone/Communicator is directly compatible with mini sized SIM Cards. An adapter (not included) is required to allow for micro or nano sized SIM Card to be installed into the device. 1

4 SIM CARD INSTALLATION: Installation Tools & Materials: (1) 1/16 Allen Wrench (required/provided) (1) Active GSM SIM Card (required/not provided) (1) Needle Nosed Pliers (required/not provided) (1) Flashlight (optional) "SIM Card Slot" Protective Cover 1. Check Wireless Throw Phone/Communicator s is powered off and is NOT connected to an external power supply. 2. Use the 1/16 Allen Wrench to remove the (2) screws used to attach the SIM Card Slot protective cover to the Wireless Throw Phone/Communicator (located on outer/right). 3. Once the protective cover has been removed, look inside the SIM Card Slot to locate the metal edges of the SIM Card Tray. NOTE: A flashlight may be used to help identify the edges of the SIM Card Tray. 4. Orientate the Active GSM SIM Card so the component s gold colored contacts facing upwards and beveled edge is facing away from the Wireless Throw Phone/Communicator (illustrated below). 5. After the SIM Card has been properly orientated, use a Needle Nosed Pliers to grip and gently insert the Active GSM SIM Card into the SIM Card Tray. (illustrated below). IMPORTANT NOTE: Avoid putting the pliers in direct contact with the SIM Card s gold colored contacts. 6. To confirm that the SIM Card has been installed properly and that the unit is operational power up the device and assign it to a Report Phone. NOTE: Refer to POWER UP & REPORT PHONE ASSIGNMENT section of this manual for details. 7. Replace the SIM Card Slot protective cover. 5 REMOTE MANAGEMENT/ DATA ACCESS OVERVIEW The Wireless Throw Phone/Communicator integrates proprietary Short Message System (SMS) software programming which allows an operator to remotely manage various device settings and functions by sending the device a text message containing a specific Command. Power On/Off Loudspeaker Adjust Telephone Handset/Loudspeaker Output Volume Adjust Microphone Sensitivity Generate Ring Tone to Indicate an Incoming Call The SMS software programming also allows an operator to send the Wireless Throw Phone/Communicator a text message Command to receive various device details such as: Current Battery Level Current Cellular Network Signal Strength Software Version When a text message containing a Command is received by the Wireless Throw Phone/Communicator and is successfully executed, the device will automatically send the cell phone assigned by the operator as the Report Phone a text message confirmation. IMPORTANT NOTE: REPORT PHONE ASSIGNMENT The first thing that an operator should do immediately after powering up the Wireless Throw Phone/ Communicator is assign a Report Phone to the device. This assignment is important as it tells the Wireless Throw Phone/Communicator which cell phone number it should report meaning what cell phone should be sent a text message when a command has been executed or provide device details to when requested by an operator. ANY cell phone with text messaging capability can be used to text message the Wireless Throw Phone/Communicator a Command or be assigned as the Report Phone. However, it is important to understand that the Wireless Throw Phone/Communicator will ONLY send text message confirmations or provide requested device details to the cell phone that has been assigned as the Report Phone. It is also important to understand that even when a Report Phone has NOT been assigned to the Wireless Throw Phone/Communicator, the device is still able to receive and execute a text message Command. However, when the Wireless Throw Phone/Communicator is operated without having a Report Phone assigned to it the operator will NOT be able to receive text message confirmations that a Command has been executed or be provided with requested device details. 3

6 POWER UP & "REPORT PHONE" ASSIGNMENT: After an active GSM SIM Card has been initially installed into the Wireless Throw Phone/Communicator, the operator should power up the device and assign it to a Report Phone. 1. Insert the Power Key into the Wireless Throw Phone/Communicator s ignition (located on outer, right/front). 2. Power up the unit by turning the Power Key all of the way to the left. NOTE: The green Power On LED (located on inner/right of faceplate) will turn on indicating that the unit is receiving power. 3. Wait approx. (1) minute for green Cellular Network Connection LED (located on inner/left of faceplate) to begin to flash (turn on and off). NOTE: The flashing of the Cellular Network Connection LED indicates that the unit has successfully connected to the cellular network and is now able to be operated. 4. Assign the Wireless Throw Phone/Communicator to a Report Phone by sending the device the following text Ignition message: Num1<single space><10 digit telephone number of cell phone to be assigned as Report Phone >. IMPORTANT NOTE: COMMAND CHARACTERS ARE CASE SENSITIVE IF IMPROPER CHARACTER CASING IS USED WHEN ISSUING A "COMMAND" THE DEVICE WILL RESPOND WITH A NO SUCH COMMAND TEXT MESSAGE (ILLUSTRATED BELOW). "NO SUCH COMMAND" Text Message Received because of improper character casing of "Command" text message. Improper character casing of "Command." The letter "n" needs to be capitalized; NOT lowercase. 4

7 POWER UP & "REPORT PHONE" ASSIGNMENT: (Continued) REPORT PHONE ASSIGNMENT EXAMPLE: 10 Digit Telephone Number of SIM Card Installed into Wireless Throw Phone/Communicator: Digit Telephone Number of Cell Phone to be Assigned as the Report Phone. : The following text message would be sent to the Wireless Throw Phone/Communicator ( ): Num When the Wireless Throw Phone/Communicator receives and executes this Command, the device will automatically send the cell phone ( ) a text message indicating that has been assigned as the Report Phone. Since the cell phone ( ) has been assigned as the Report Phone, it will now receive text message confirmations from the Wireless Throw Phone/Communicator whenever a Command has been executed or device details have been requested. Telephone Number of Wireless Throw Phone/Communicator ( ) Saved in Phone's Contact List for Quick Access/Location. Sending a Text Message "Command" to Device to Assign Cell Phone Telephone Number as the "Report Phone" Text Message "Command" Sending In Progress. 5. Remove Power Key from ignition and store in a safe place. Receipt of Text Message Confirmation Automatically Generated and Sent by Device Confirming That Cell Phone Telephone Number has been assigned as the "Report Phone." 5

8 DEFAULT SETTINGS & TEXT MESSAGE "COMMANDS": When initially powered up, the default settings of the Wireless Throw Phone/Communicator are loaded. Default Settings: Loudspeaker Status = Off Telephone Handset/Loudspeaker Volume Output = Level 1 Microphone Sensitivity = Level 3 The Loudspeaker Status, Telephone Handset/Loudspeaker Volume Output and Microphone Sensitivity settings may be changed/adjusted at ANY time by sending the Wireless Throw Phone/Communicator a text message Command. 10 DEFAULT SETTINGS & TEXT MESSAGE "COMMANDS" (CONTINUED): The operator may also choose to utilize to signal an incoming call to a subject over the Wireless Throw Phone/Communicator s Telephone Handset by text messaging the device the following Command. Ring Telephone Handset Command: Ring When a Ring Command has been issued, the Wireless Throw Phone/Communicator will produce a (4) ring tones and will send the Report Phone a text message confirmation that the device is ringing. COMMAND CONFIRMATION Example of "Report Phone" Preparing to Send "Ring Telephone Handset" (Ring) Command to Device. A subject may also issue a request to communicate with the operator by pressing the Wireless Throw Phone/Communicator s red Request Communications (located on inner/right of faceplate). To notify the operator of a subject s request to communicate, the Wireless Throw Phone/Communicator will send the Report Phone the "Hostage Taker Calling Begin Conversation" text message indicating that the Push to Call button has been pressed. Upon receipt of this text message, the operator may issue the Ring Command to signal an incoming call to the subject to facilitate the requested communications. "REQUEST COMMUNICATIONS" BUTTON 8 Example of "Report Phone" Sending "Ring Telephone Handset" (Ring) Command and Receiving Confirmation From Device. 11 DEFAULT SETTINGS & TEXT MESSAGE "COMMANDS" (CONTINUED): Various Wireless Throw Phone/Communicator details may be remotely accessed by sending the device a text message containing any of the following Commands. Data/Details from Device. *NOTE: Please see "Battery Charging & Maintenance" section of this manual for important battery information. **NOTE: When the Check Signal Strength Command (Signal) has been issued the text message reply from the device will contain a data string in the following format: AT+CSQ+CSQ: XX, OKEAD. The ONLY information in the data string that the operator should denote is the XX value which will be a number between 0 and 31. The XX value reflects the cellular signal strength. The higher the XX value the stronger the stronger the signal strength and vice versa. In order to effectively operate the Wireless Throw Phone/Communicator the XX value should be at least 13. 9

12 OPERATIONAL RECOMMENDATIONS, CONSIDERATIONS & GUIDANCE: Pre Deployment: Configure Device Settings to Best Suit Application: Though the Loudspeaker Status, Telephone Handset/Loudspeaker Volume Output and Microphone Sensitivity may changed/adjusted at any time, it strongly recommended that these settings be configured in manner that best suits the application prior to the deployment of the Wireless Throw Phone/Communicator. The inability to change/adjust these settings will provide the operator with an indication that the environment in which the Wireless Throw Phone/Communicator is located has poor cellular network coverage and that an alternative means of communications/intelligence gathering should be employed. If the operator is able to change/adjust these settings (providing indication that the environment will support the operations of the Wireless Throw Phone/Communicator), the operator should check the Battery Level of the device by issuing the Bat (Check Battery Level) Command. If the Battery Level is low ( 10.3V), the operator may want to consider charging the Wireless Throw Phone/Communicator s battery to extend the run time of the device. NOTE: A low Battery Level after the initial power up of the Wireless Throw Phone/Communicator indicates that the Battery Charging/Maintenance Procedures provided in the manually have NOT been properly followed. Pre Deployment: Personnel Role Assignment: When operating the Wireless Throw Phone/Communicator it is recommended that personnel be assigned the following roles: Primary Communicator: The individual responsible for communicating with the subject through Wireless Throw Phone/Communicator Remote Phone Operator: The individual responsible for sending and receiving text messages to and from the Wireless Throw Phone/Communicator Pre Deployment: Bluetooth Headset Use for Hands Free Communications: If a cell phone handset that supports Bluetooth wireless connectivity is going to be used to communicate through the Wireless Throw Phone/Communicator, the operator may want to consider utilizing a Bluetooth Headset (provided) as this will allow for hands free communications. Please refer to the operating manual packaged with the Bluetooth Headset for set up and operating procedures. 10

13 OPERATIONAL RECOMMENDATIONS, CONSIDERATIONS & GUIDANCE (CONTINUED): Pre Deployment: Crisis Negotiations Throw Phone/Communications System Integration: Since the Wireless Throw Phone/Communicator utilizes telecommunications infrastructure, the device may be used with other technologies that incorporate telecommunications infrastructure such as Crisis Negotiations Throw Phone/Communications Systems. The primary benefits of using a Crisis Negotiations Throw Phone/Communications System in conjunction with the Wireless Throw Phone/Communicator are that it allows for the communications to be accessed by multiple team staff and/or recorded. The way(s) in which the Wireless Throw Phone/Communicator may be integrated is dependent upon the feature set of Crisis Negotiations Throw Phone/Communications System to be used. Pre Deployment: Tether Cord for Retrieval/Help Restrict Subject Movement: Operators may want to consider attaching a length of durable tether cord to the Wireless Throw Phone/Communicator to allow the device to be retrieved during operations should re deployment be necessary as well has to help restrict the movement of a subject. Post Deployment: Introducing a Remotely Located 3rd Party Intermediary (TPI): Since the Wireless Throw Phone/Communicator utilizes telecommunications infrastructure, the device is capable of supporting a 3 Way Call to allow the operator to introduce a remotely located 3rd Party Intermediary (TPI) into the communications. In order to perform a 3 Way Call, the telephone device (cell phone or landline) used to communicate through the Wireless Throw Phone/Communicator MUST support this feature. NOTE: 3 Way Calling is a feature that is typically included standard with cell phone and landline service. 11

14 BATTERY CHARGING & MAINTENANCE: After operations the Wireless Throw Phone/Communicator s should be charged as follows: 1. Insert the Power Key into the Wireless Throw Phone/Communicator s ignition (located on outer, right/front). 2. Power off the unit by turning the Power Key all of the way to the right. NOTE: The Green LEDs located on the unit will turn off signaling that the device is NO longer receiving power/is operational. 3. Insert the pin end of the provided AC Power Charger into the Wireless Throw Phone/Communicator s CHARGE port (location???). 4. Insert the plug end of the AC Charger Adapter into a 120v electrical power outlet. NOTE: The bi colored LED located on the AC Power Charger will turn red signaling that the device s battery is charging. The bi colored LED will turn green when the charge cycle has been completed. 5. When the charge cycle is complete, disconnect the AC Power Charger from the wall outlet and device. "CHARGE" Port IMPORTANT NOTE: BATTERY LEVEL INFORMATION When fully charged Wireless Throw Phone/Communicator battery will measure at approx. 13.4V. A fully charged battery will allow the device to operate in stand by mode (device is powered up; but speakers, microphones and text messages are NOT being sent/generated) for approx. (7) to (8) hours. A fully charged battery will allow the device to operate in active mode (device is powered up AND speakers, microphones and text messages ARE being sent/generated) for approx. (2) to (4) hours. The length of time in which the device may be operated in active mode is dependent upon cellular network signal strength, speaker output volume levels and microphone sensitivity levels. More power is consumed when operating the device in an environment with low cellular network signal strength, high speaker output volume levels and high microphone sensitivity levels. Should the battery level measure at approx. 10.3V or less the device may NOT power up/functional properly. IMPORTANT NOTE: BATTERY MAINTENANCE The Wireless Throw Phone/Communicator s battery should be fully charged as per the procedures listed in this manual EACH time it has been operated OR if the device has NOT been operated for a period of (2) months. Performing the Battery Charging/Maintenance Procedures will help maximize the ability for the Device s battery to properly maintain a charge. 12
