1 The Board of Fire and Police Commission for Schaumburg, Illinois is now accepting applications for police officer with the Schaumburg Police Department. Applicants must successfully complete the 2016 Police Officer Eligibility List written exam, which will be administered on January 9, Please read these application requirements carefully, paying particular attention to deadlines and required documents. Starting Salary: $63,353 Population: 74,999 Sworn Police Officers: 116 POLICE OFFICER MINIMUM REQUIREMENTS CITIZENSHIP: Applicant must be a citizen of the United States at the time of filing formal application. AGE: Applicant shall be under 35 years of age, at the time of application and at such time as the final eligibility list is posted, unless exempt from such age limitation as provided in Section 5/ of the Fire and Police Commissioner s Act. Applicant, at such time as they file their application with this board, must be 21 years of age. Proof of birth date will be required at time of application. EDUCATION: Bachelor s Degree - At the time of written exam, applicant must have a Bachelor s Degree from an accredited college or university. Military experience and college credits are not accepted in lieu of this requirement. (Certified transcripts required. See Page 3 for details.) DRIVERS LICENSE: Applicant must possess a valid driver s license at the time of application. MISCELLANEOUS: Have a valid social security number. $50.00 non-refundable application fee. No felony convictions. Applicant must be of good moral character, of temperate habits, of sound health and must be physically able to perform the essential job functions of the position. Applicant must speak and understand English language sufficiently in order to discharge the duties of police officer for the Village of Schaumburg. Candidates who achieve a passing score and are eligible for veteran or law enforcement certification preference points shall make a claim in writing with proof thereof within ten (10) days after the date of the eligibility list or such claim shall be deemed waived. Candidates will be contacted in order on the list and will be required to submit to the exam process with the Board of Fire and Police Commission. Illinois certified candidates may be considered ahead of non-certified candidates, depending on department needs. Eligible candidates must successfully complete a physical aptitude test, written test, oral test (Interview) polygraph examination, psychological and medical examination (including drug screening) and a thorough background investigation. The components and sequence of testing may vary at the discretion of the Board. (Candidates are subject to removal from the eligibility list at any time during the exam process.) Applicants must know that as vacancies occur, eligible candidates will be required to be available to undergo the above listed tests on short notice. Do I need to be a Citizen of the United States? Yes. 8. I m not available on January 9, 2016 to take the exam. May I take the exam at another time? Unfortunately, no. The next exam for police officer will be administered when the 2016 Police Officer Eligibility List expires in I am no longer available on January 9, 2016 to take the exam. James Lamkin, Chief of Police The purpose of the following information is to provide you with enough information regarding the Schaumburg Police Department to enable you to make a decision as to whether you wish to test competitively for a position on the eligibility list. The Schaumburg Police Department is an excellent law enforcement agency with which to make your career. It has 116 sworn and 113 civilian personnel. Once hired, recruits are sent to a state certified training academy for a twelve (12) week Basic Training Course, unless already certified in Illinois and recently working as a certified police officer in another community. Sworn police officers of a municipal police department outside of Illinois who have completed a basic recruit training program in their home state with a similar curriculum as approved by the Illinois Law Enforcement Training and Standards Board (ILETSB) may have the attendance at an Illinois police academy waived. Full salary and benefits are paid during recruit training. Each recruit must successfully complete the course and pass the state certified test. Once certified by the State Training Board, the recruit begins a probationary period. JOB SUMMARY Under general supervision of a Sergeant, responsible for the protection of life and property; prevention of crime, apprehension of criminals, and the general enforcement of laws and ordinances in a designated area on an assigned shift or on special assignments; routine patrol; preliminary investigation, and traffic regulation duties which may be performed in motorized vehicles or on foot; involves an element of personal danger and the employee must be able to act without direct supervision and to exercise independent judgment in meeting emergencies; assignments may include work at the police department on special tasks, which call upon experience as a uniformed patrol officer; assignments are general and special instructions are received from a superior officer who revises work methods and results through reports, personal inspection and discussion. 4
6 JOB DUTIES Essential Functions: 1. Establish a bond between the Police Department and the community in an effort to reduce or remove the opportunity for crime. 2. Evaluate crime patterns and institute crime prevention programs related to specific crimes. 3. Understanding of criminal law as it pertains to arrest, search and seizure. 4. Have basic computer skills and ability to navigate within various village & police programs 5. Answer calls and complaints involving criminal and non-criminal activity. 6. Ascertain all facts available at the scene of a crime or accident. 7. Obtain statements from victims and witnesses. 8. Protect and gather evidence. 9. Prepare reports to be used in follow-up investigations. 10. Attend regular required and elective training classes in police methods, first aid, use of force and related subjects. 11. Effect traffic stops, Issue citations, execute warrants, make arrests and take prisoners to jail. 12. Assist attorneys in prosecuting felony and misdemeanor cases, testify in court. 13. Patrol Village streets, roads, and public places, either on foot,, or in an assigned vehicle either at large or in a designated area to preserve law and order, to prevent and discover the commission of crime or unsafe conditions, and to enforce motor vehicle and parking regulations on streets and roads. 14. While on patrol, maintains high visibility to deter violations. 15. Performs other tasks and duties as assigned. ENVIRONMENTAL FACTORS 1. Exposure to all and extreme weather conditions. 2. Exposure to varying light conditions: all and extreme lighting conditions, daylight and night light, with and without artificial light available, indoors and outdoors. 5
7 3. Exposure to fire, smoke, chemical leaks/spills: in close proximity, as necessary to provide emergency services. 4. Exposure to personal danger, including but not limited to: armed and/or dangerous persons/animals; persons and/or articles having contagious/communicable diseases; hazards associated with emergency driving, vehicular surveillance, traffic control and working in and around traffic; hazards associated with natural and man-made disasters, the use and operation of electrical or microwave powered equipment. PHYSICAL/MENTAL REQUIREMENTS Physical conditions needed to: 1. Effect arrests. 2. Subdue resisting individuals. 3. Run a short distance to persons requiring emergency assistance or apprehension. 4. Lift and carry equipment and persons. 5. Force entry into buildings. 6. Climb flights of stairs/ladders and maneuver over obstacles. 7. Walk, stand or sit for long periods of time (including driving). 8. Perform lifesaving procedures. 9. Effectively communicate, both verbally and in writing. 10. Proficiently operate all required equipment. 11. Perform required job tasks and functions. 12. Provide assistance to citizens and coworkers in physical distress. 13. Clean, maintain and make minor repairs (check fluid levels, etc.) to department vehicles and equipment. 14. Fire weapons on duty, maintain target practice skills, clean and inspect weapons. 15. Confront an armed suspect. 16. Drive motor vehicles under emergency and non-emergency conditions. Effective audiovisual discrimination and perception needed to: 6
8 17. Make observations. 18. Drive safely and simultaneously operate emergency lights, siren, and radio. 19. Speak clearly and concisely. 20. Hear and understand radio, telephone and normal range verbal communications. 21. Discern color differences. Ability needed to: 22. Understand, interpret and apply applicable federal and State statutes, local ordinances, court decisions and Police Department and Village rules and policies. 24. Work independently or as a team member, effectively within the guidelines of standard operating procedures, department Rules and Regulations and within the scope of authority for the position. 26. Bachelor s Degree in any field. 2. Successful completion of police examination and physical requirements. 3.
