1 CITY OF WAUPACA JOB DESCRIPTION Position Title: Department/Location: Reports To: Employees Supervised: Interrelationships: Police School Liaison Officer Police Sergeants, Lieutenant of Police and Chief of Police. None This employee has frequent contact with students, parents, school officials, teachers, community service agencies, department personnel, the public, City Attorney s office, District Attorney s office, community groups/organizations, other criminal justice agencies, and others having contact with the Police Department and schools. Position Summary: The Police School Liaison Officer serves as liaison between the schools, parents, community and the Police Department. When school is not is session this employee works as a Patrol Officer. Position Duties: Essential Job Functions: 1. Perform investigations and communicate with students to help them gain an understanding of the laws and to maintain order and solve problems in the schools: Examples of tasks include: individual and group meetings, explain laws, maintain records, make reports, mitigate in conflict situations, help maintain order, problem solve to find best solution, inform and educate to enforce regulations and affect desired behaviors, investigate police matters, counsel students/parents/school staffs and intervene in incidents on school property. 2. Prevent inappropriate behaviors through high visibility patrolling in and around schools. Examples of tasks include: observe for inappropriate/unlawful activities (tobacco use, alcohol use, theft, trespass, criminal damage to property, reckless use of vehicle, truancy, disorderly conduct, drug use/sale), issue citations, records, reports, counsel, maintain privacy as required by law, vary schedule, attend special events (e.g., football games), report to human services as required (e.g., child abuse) with follow-up reports, enter POLICESCHOOLLIAISONOFFICER 1

2 information into computer system and look up information in computer system. Identifies and responds as appropriate to gang and gang related activity. 3. Perform prevention through classroom education to prevent juvenile delinquent behaviors. Examples of tasks include: present and teach Counter Act skills, obtain funding and education materials, discuss the laws and discuss consequences. 4. Initiate or respond to parent contacts to keep them informed of contact with their children. Examples of tasks include: follow privacy requirements, make parents aware of problem when appropriate, meet with parents, problem solving, make suggestions and discuss prevention and improvement. 5. Make referrals to service agencies to assist students and their families in social and court related matters. Examples of tasks include: interview students, guide toward appropriate resources and provide information on available help to students and parents. 6. Assist schools with special events and activities so that order is maintained and to provide added interaction with students. Examples of tasks include: attend some sporting and other events, attend Individual Education Plan (IEP) meetings, attend Student At Risk (STAR) meetings, provide police presence, give input on laws and provide security. 7. Assist with departmental public relations. Examples of tasks include: meet with individuals or groups, provide information, answer questions and maintain involvement with civic groups. 8. With or without accommodations, a police officer must be able to: Get along well with others; have regular and predictable attendance; be available for work while at work; job as well as new jobs; give a full day s work for a full day's pay; be medically, physically, and mentally fit for duties; ensure the general safety of the public; capable or working the majority of time without the need for direct supervision; drive emergency vehicles under stressful conditions; qualify with firearms and other offensive and defensive weapons; use physical force to control and arrest law violators; exercise rational judgment; maintain the confidence and trust of peers, superiors, and general citizenry; and work independently of direct supervision. Other Duties: 1. Attend required meetings and participate actively in any work group or training assignments. 2. Maintain knowledge and skills in supervisory and law enforcement practices and procedures. 3. Provide assistance to other departments as requested. POLICESCHOOLLIAISONOFFICER 2

A police officers job involves: taking calls for service; patrolling to deter and detect crime; investigating complaints; citing and/or arresting law violators; following up on pending reports and cases; protecting persons and property; securing and protecting prisoners. 5. When not responding to calls for service, the officer is expected to use self-directed work time in an efficient manner by self-initiating work on those tasks identified by supervisory personnel as priorities for this job position. As necessary, the officer may be required to temporarily assume the duties, activities, and tasks of the first-line supervisor. 6. Perform additional duties as directed by the Chief of Police or designee. Qualifications: 1. Education: minimum of an Associate degree in Criminal Justice or 60 college credits, Wisconsin Law Enforcement Certification (or certifiable). Four year college degree desired, but not essential. Drivers license and ability to possess a firearm is required. 2. Experience: minimum of 3 years of police or related experience. Successful completion of Police School Liaison Officer training. Knowledge of city boundaries, local ordinances and WI statutes is required. Must be able to use a variety of computer software. Personal Attributes Required: Must gain thorough knowledge of Police Department and school operations, policies and procedures. Must be calm and able to respond and take control of situations where there is a high level of tension. Must demonstrate the ability to establish and maintain effective relationships by using appropriate reasoning and interpersonal skills. Must be well organized. Must be able to effectively schedule work and hours. Must be able to prioritize among different tasks. Must understand the need for teamwork, timeliness, and accuracy. Must be able to maintain self-control under stressful situations without exhibiting negative behaviors. Must be able to interact with others to accomplish tasks without arousing unwarranted hostility. Must be able to assume responsibility and work with a high level of independence. Must have a knowledge of good grammar, spelling, punctuation and basic math abilities. Essential Physical/ Mental Requirements: 1. Must be able to sit or walk for prolonged periods, with or without back support. 2. Must be able to perform heavy work, infrequently lifting more than 50 pounds without assistance. 4 3. Must be able to communicate effectively with students, the public and employees both in person and over the telephone to obtain and provide information and assistance. 4. Must be able to move throughout the city and school buildings/grounds. Must be able to sit in patrol vehicle for long periods of time and quickly perform optimum physical effort upon leaving vehicle. 5. Must be able to reach in all directions and bend/stoop to use equipment. 6. Must have dexterity and hand/eye coordination necessary to use radio, firearm, baton, computer, flashlight, pepper spray, handcuffs, camera, drug testing equipment, computer keyboard, radio communication system and other equipment. 7. Visual activity requires the ability to tolerate periods of close paperwork, distance vision, depth perception, distinguish colors and use computer screen. 8. Hearing activity requires the ability to participate in numerous conversations throughout the work day both in person and over the telephone. 9. Must be able to complete job duties in an environment where some background noise and frequent interruptions are the norms. 10. Must have the ability to maintain concentration and focus on multiple activities that are going on at the same time. 11. Must demonstrate ability to utilize basic math skills of addition, subtraction, multiplication and division. 12. Must be able to communicate effectively both orally and in writing, give instructions, follow instructions, and be able to comprehend written material or directions. 13. Must demonstrate good English language skills, including spelling, grammar and proofreading. CAUSE FOR REMOVAL An officer may be removed for cause with or without fault. Reasons for removal without fault include economic conditions that cause reductions in work force, the member s inability to attend regularly to work, and a failure to perform competently on any of the essential functions of the position. Consistent failure to perform competently on regular tasks is another of the major reasons for job removal without fault. Failure to support the mission, uphold the oath of office, behave in manner that supports the Police Officer s Code of Ethics, continually comply POLICESCHOOLLIAISONOFFICER 4

5 with preconditions of original employment, or display due regard for the civil liberties of any persons, as well as accruing atypical amounts of dysfunctional work time or requiring atypical amounts of supervisory counseling or remedial training will lead to removal with or with fault.
