3 SWORWIB HISTORY WITH INDUSTRY OUTREACH Developed regional sector initiatives in several industries in 2001 and created Educational Partnership with adult career technical schools and community colleges Partnered with Great Oaks to expand Project Search into other hospital workforce challenges resulting in the Health Professions Academy. SuperJobs Center served major hospitals with recruitment, screening and candidate referrals. SuperJobs Center and SWORWIB partnered with the Health Careers Collaborative using ITAs.

4 Health Career Collaborative Employer Driven and Employer Led Employers and Greater Cincinnati Health Council define current workforce needs Partner MOU to signify commitment to founding principles and goals Collaboration not competition in training & hiring Policy & process accommodations re: tuition, assessments, academic readiness, retention support, Focus on results and use of innovation to improve results (NCRC, nonprofit partners, blending funding)

8 What is TAACCCT? Federal Goal: The TAACCCT provides institutions of higher learning funds to expand and improve their ability to deliver education and career training programs that can be completed in 2 years or less, and that result in skills, degrees, and credentials that prepare program participants for employment in high-wage, high skill occupations and are suited for workers who are eligible for training under the TAA for Workers Program, chapter 2 of Title II of the Trade Act of TAACCCT Overarching Goals Accelerate progress for low-skilled and other workers; Improve retention and achievement rates to reduce time to completion; Build programs that meet industry needs, including developing career pathways; Strengthen online and technology-enabled learning.

9 Health Professions Pathways The H2P Consortium includes 9 community colleges, 5 partners, employers and community based and workforce agencies that are working collaboratively to galvanize a national movement to dramatically improve health professions training. The Consortium has three major goals: Provide trade-impacted, displaced, low-skilled workers and other students with adequate preparation, support and opportunities to complete postsecondary training in health professions that provide credentials aligned with job advancement; Expand and enhance the health care workforce with the competencies needed by industry; Build the capacity of community colleges to continuously assess student and employment outcomes and use this information to improve the quality of health professions programs.

10 National Imperatives & Trends: Healthcare Education and Employment Bureau of Labor Statistics estimates unmet demand of 300,000 associate degree graduates GNP for healthcare spiraling out of control Healthcare demands for service will continue to increase Supply of trained professionals will not meet demand at current pace Time to training is increasing: degree creep Community College retention/graduation statistics - < 25%

17 Best Practices: WIB/H2P Collaboration Anoka-Ramsey Community College Greater Minneapolis Contractual relationship between WIB and College for on-site WIB personnel to provide intake and assessments for H2P participants. Cincinnati State Technical and Community College Launched Pathway to Employment Center and co-located with WIB to provide direct integration of services, funded with combination of grant, College, city and county funds. Owens Community College Toledo, OH Lucas County WIB The Source provides ACT- National Career Readiness Certificate (NCRC), College certificates and training on-site at the WIB. Pine Technical College - Pine, MN Strong relationship with WIB Employment and Training Center on-site providing direct TANF services.

18 Showcase: Cincinnati State Pathway to Employment Center (PTEC) ACT WorkKeys Assessments, including National Career Readiness Certificate (NCRC). Nationally recognized, evidenced based portable credential. NCRC 274 certificates earned. Intrusive Academic Advising, Preadmission, program of study and employment support and services. 362 new students served. Prior Learning Assessments completed with participants. 64 students granted 582 credit hours, classes

19 Showcase: Cincinnati State Pathway to Employment Center (PTEC) PTEC actively participates in weekly WIB orientation to identify prospective participants. Actively engaged in dialogue with State and local TAA and Veteran representatives to identify participants. Intensive employment placement services, linking training/education to career goals. Assisting participants in developing critical thinking skills, employability skills, and overall job placement.

20 Role of Workforce Investment Boards (WIB s) All 9 Community Colleges are required to engage with their local and State WIB s. Assisting with identifying Target Populations: TAA Workers, Displaced Workers and Veterans Provide guidance and input on design of education pathways Source for Labor Market Information and Trends relevant to planning education pathways to employment Create opportunities to convene key industry and community stakeholders to improve pathways for employment

21 NAWB as a National Partner Serves on H2P National Advisory Council reviewing national health care core Provide connection between education/employment, and LMI in grant communities Coordinate Summit for WIB/Community College s to discuss lessons learned, in conjunction with the 2014 NAWB Annual Meeting
