4 Approval and deletion of ITU-T Recommendations A. By TSB Circular 98 of 12 March 2002, it was announced that the following new ITU-T Recommendation was approved, in accordance with the procedures outlined in ITU-T Recommendation A.8: ITU-T Recommendation X.692: Information technology ASN.1 Encoding rules: Specification of Encoding Control Notation (ECN) B. By TSB Circular 93 of 18 March 2002, it was announced that the following ITU-T Recommendations were deleted, in accordance with the procedures outlined in Resolution 1, Section 9, of the WTSA (Montreal, 2000): ITU-T Recommendation B.12: Use of the decibel and the neper in telecommunications ITU-T Recommendation G.100, Annex A ITU-T Recommendation P.30: Transmission performance of group audio terminals (GATs) The conditions governing the deletion of these ITU-T Recommendations were met and 27 Member States participating in the meeting of Study Group 12 (Dakar, from 22 to 26 October 2001) proposed to delete these ITU-T Recommendations. Thirteen Administrations of Member States responded to the consultation on 17 March 2002, and no objection to this deletion was received. Maritime Mobile Service China Communication of 22.IV.2002: The Administration of China announces that the new telephone number of MRCC Hongkong Marine Department is as follows: List of coast stations (List IV) (18th Edition 2002) Note from the BR The 18th Edition of the List of Coast Stations has been published and will be sent shortly to subscribers. By Publication Notice No of 7 March 2002, the ITU has addressed to the Administrations and recognized operating agencies (ROAs) the order form for this List. 5 Telegram Service Netherlands Communication of 2.V.2002: Reopening of the telegram service for Norway and Sweden Unitel, Alteveer, announces that it has reopened the international telegram service to and from the following countries: Norway (as from 1 January 2002) and Sweden (as from 1 May 2002). Unitel operates telegram service with these countries through local offices. Telegrams with the special service indications LX (De luxe form), LXDEUIL (De luxe form of condolence), FAXx (Facsimile delivery) and TLXx (Telex delivery) (ITU-T Recommendation F.1 A11, A , A84-89) are possible. All traffic will be routed via British Telecom (BT) in Coventry, United Kingdom, who will also handle Unitel s settlement of accounts using cascade method for telegram service. Normal delivery will take place by postal mail, usually the next day (except Sundays). 6 Chile (country code +56) Communication of 22.IV.2002*: Subsecretaría de Telecomunicaciones (SUBTEL), Santiago de Chile, announces the following area codes in the urban areas of the Chilean fixed telephone service: Fixed telephone service in urban areas For calls from any country outside Chile to fixed telephones in urban localities, it will be necessary to dial: area code + subscriber number (SN). The subscriber number is seven digits long in the primary area of Santiago and six digits long in the other primary areas. The length of the national (significant) number (N(S)N) may thus be eight or nine digits. The accounting for telex traffic to and from Latvia for period until end of May 2002 still will be done by Lattelekom. Starting from 1 st June 2002, all responsibilities of routing and accounting of international telex traffic to and from Latvia on behalf of Lattelekom will be taken over by Eesti Telefon. 11 Changes in the Administrations/ROAs and other entities or Organizations Romania Communication of 8.V.2002: Granting of recognized operating agency (ROA) status The Ministry of Communications and Information Technology, Bucuresti, announces that the following international telecommunication operators and service providers have been granted the status of recognized operating agency (ROA), in accordance with Article 6 of, and Nos and 1008 of the Annex to, the Constitution of ITU as contained in the Final Acts of the Additional Plenipotentiary Conference (Geneva, 1992). The responsibilities of the Administration of Turkey, as a member State of ITU, are assumed by Telecommunications Authority. The former Turkish Administration has been transformed into a joint-stock company called Türk Telekomünikasyon A.S., which has been granted the status of recognized operating agency (ROA), in accordance with Article 6 of, Nos and 1008 of the Annex to, the Constitution of ITU as contained in the Final Acts of the Additional Plenipotentiary Conference (Geneva, 1992). Türk Telekomünikasyon A.S. is the national and international operator and service provider. The company is the supplier of all telecommunication services in Turkey and operates all public telecommunication exchanges, a nationwide network of local and trunk telecommunication lines, all long distance national and international transmission facilities and leased data networks, national internet backbone and its international connections, analogue mobile telephone system (NMT), terrestrial and submarine cable systems, satellite communication systems, costal stations, cable TV system. 20 Note from the TSB LIST OF TELEGRAM DESTINATION INDICATORS ITU-T Recommendation F.32 (previously F.96) 1. By TSB Circular 179 of 16 October 1995, the TSB announced the approval of ITU-T Recommendation F.32 (10/95) (previously F.96), in accordance with Resolution 1, Section 8 of the WTSC (Helsinki, 1993), and by TSB Circular 104 of 23 March 1998, it announced the approval of ITU-T Recommendation F.1 (03/98) Operational provisions for the international public telegram service, the text of which was revised by ITU-T Study Group 2. Accordingly, the TSB prepared a List of Telegram Destination Indicators allocated to countries/geographical areas or networks (first two letters) and assigned to telegraph offices of destination (third and fourth letters), in accordance with ITU-T Recommendation F.32 (10/95). This List also contains special origin indicators and indicators to be used in the preamble line of Government telegrams to designate international organizations pursuant to paragraph A218 of ITU-T Recommendation F.1 (03/98). 2. The new List, published as Annex to ITU Operational Bulletin No. 764 of 15 May 2002, replaces that published as Annex to ITU Operational Bulletin No. 692 of 15 May It incorporates the 34 Amendments published in ITU Operational Bulletins from No. 693 of 1.VI.1999 to No. 764 of 15.V In addition, Administrations/ROAs are reminded that the List of Telex Network Identification Codes (TNIC) referred to in paragraph 7.3 of ITU-T Recommendation F.32 (10/95) is published separately as Annex to the ITU Operational Bulletin and is regularly updated by amendments. One of the main objectives of ITU-T Recommendation F.32 (10/95) is to encourage Administrations/ROAs to reduce the number of destination indicators allocated to their telegram networks. In recent years, many Administrations/ROAs have adopted a single destination indicator (--XX) for all destinations, or have assigned only a very limited number of destination indicators to their networks. The TSB wishes to draw the particular attention of Administrations/ROAs to Section 6 of ITU-T Recommendation F.32 (10/95), which states that The office codes (i.e. the third and fourth letters in a destination indicator) allocated for each network code should be kept to a minimum number in each network. and that Where the destination network is capable of carrying out the national routing without an office code (e.g. by analysing the address part of the telegram as well as the pilot line), a single office code (XX) is preferred.. 3. In the interests of keeping the List up-to-date, Administrations/ROAs are requested to check the accuracy of the information it contains and to inform the TSB as soon as possible of any changes which should be made for its updating (TSB fax No , or tsbmail@itu.int, or tsbtson@itu.int).
