Moell, Administrator Statewide Contracts for Travel Agency Services There have been several changes in the travel industry recently that directly impact State agencies and their budgets and it is imperative that the information be distributed as quickly as possible. NEW TRAVEL AGENCY CONTRACTS The Purchasing Division has negotiated sixteen travel agency service contracts for use statewide. These contracts were awarded to multiple vendors in an effort to provide State agencies alternatives best suited to meet their needs. Under these agreements, the State agrees to use only these awarded travel agency service providers. The awarded vendors are contracted at varying service fees; not only can a State agency select a travel agency based upon level of service, but consideration can also be given as to what the cost per transaction to the State will be. Attached to this memorandum you will find the list of travel agencies and their associated service fees. Please refer to the Travel Information for State Employees link on the Purchasing Division s website at for additional service fee information, travel information and periodic updates to the travel agency listing and travel policy. State agencies that choose not to use a contracted travel agency and book their out of state airfare directly with the airlines must report their travel information to Campus Travel Management. This is a very simple process, which can be done via a link provided on the Purchasing Division s website identified as procedures for reporting travel data or by going to The information you will be asked to submit can be found on your airline ticket or, if traveling ticket-less, on your electronic confirmation. This is an important requirement, as the contracted travel agencies report all State of Nevada air travel to Campus Travel Management, who provides data consolidation and analysis, which is used in the development of Request for Proposals and negotiation of better travel rates. State agencies that book out of state air travel direct, and do not report their data, could potentially cost the State thousands of dollars in reduced buying power. 2 SOUTHWEST AIRLINES The State s current contract with Southwest Airlines, which expires December 31, 2002, has been extended through March 31, 2003, to allow adequate time for an RFP to be issued for the Reno/Las Vegas air travel segment. Effective January 1, 2003, the fare per travel segment on Southwest Airlines will increase from $44.00 to $55.00, thereby making a round trip Reno/Las Vegas ticket $110.00, exclusive of any federal tax, airport tax or security fees. AIRLINE INDUSTRY CHANGES Another travel industry change for the out of state traveler, which may affect State budgets, is the non-refundable ticket issue. Until recently, the value of an unused non-refundable ticket could be credited toward the purchase of another ticket, less the applicable reissue fee, for up to a year. Effective immediately, non-refundable fares must be used for the specifically ticketed flight and will have no value once the flight has departed. Approximately two weeks ago, passengers with non-refundable tickets who missed their specified flight were allowed to stand by for alternative flights, as long as the standby was on the same day. That changed when US Airways announced that standbys would be prohibited, irrespective of the day. American and Continental have since announced an alternative $100 fee compromise, and this alternative is expected to become the industry standard. While US Airways has declared there will be no exceptions to their no-standby policy, American and Continental have stated that passengers using a flight within two hours of the original may not be charged. Nearly all major US carriers have announced a $20.00 fee to passengers requesting a paper ticket when an electronic ticket is available. State travelers should also check with airlines for their specific baggage rules, as the amount and severity of the penalty varies for luggage exceeding the maximum size, but can be as much as $ We recommend the services of a professional travel agent who, for a small fee, will protect you from the hidden charges and restrictions of air travel suppliers.
