9 Preface The Tanzania Commission for Universities (TCU) through its mandate as spelt out in the Universities Act, Cap. 346 of the Laws of Tanzania in collaboration with the National Council for Technical Education (NACTE), National Examinations Council of Tanzania (NECTA), the Higher Education Students s Board (HESLB) and higher education institutions have improved the Central s System (CAS) which has been in operation since 2010/2011 academic year. Through the system, applicants to higher education institutions are able to lodge applications online and be selected to programmes of their choice centrally. The processing is based on the minimum programme entry and other requirements of each institution in the country including admission capacity and other parameters. The decision on the actual admission of applicants is then made by the individual institutions through their Governing Boards and Senates. The Guidebook (Guidebook) is meant to provide the applicants with basic information on matters related to the entire process of admissions through the Central System. The Guidebook indicates the programmes offered in each higher education institution as approved by TCU or NACTE. In addition, it indicates the minimum entry requirements, institutional capacity, fee structure for each programme, maximum loanable amount for programmes of national priority and other relevant information (For more information on s the applicant is advised to refer to the Guidelines and Criteria for Issuance of Student s and Grants for 2013/2014 academic year issued by the Higher Education Students s Board). The Guidebook provides a stepbystep procedure on how to apply through CAS using the Internet or SMS. Applicants are therefore, strongly advised to read the s Guidebook before they start lodging their applications. Introduction The Tanzania Commission for Universities (TCU) in collaboration with the National Council for Technical Education (NACTE) has prepared this s Guidebook as a tool to simplify the admission process in the country. The s into higher education institutions can be processed through two systems, namely, Central System (CAS) and direct applications to institutions. Through the Central System applications can be lodged either through the Internet or the mobile phone SMS application. The process is interactive in such a way that the applicant can easily and conveniently follow the instructions given by the system in the course of lodging an application. In addition, the Guidebook has the following information: Important dates to be adhered to during the application process; List of participating institutions in the CAS; codes for each institution; entry requirements for each programme; Application fees and procedures for payment; Maximum loanable amount for priority programmes (For more information on s refer to Issuance of s Guidelines and Criteria for academic year 2013/2014 issued by HESLB); Categories of applicants eligible to use the Central System; Procedure for application through Internet and SMS; Other services offered by the Central System. 2. Important dates In order for the applications to be considered and processed without due stress, applicants are advised to observe and adhere to the dates indicated in Table 1. Failure to adhere to these dates may result into rejection of applications. In any case, no admission will be processed beyond the set deadlines. 2

The application through CAS will involve: a) Form Six applicants who completed form four from the year 1988 onwards; b) Applicants with Diploma in teacher education who completed in 1988 to 2013; c) Applicants with Full Technician Certificates (FTC) who completed in 1988 to 2013; d) Applicants who completed their Ordinary Diploma in technical education (NTA Level 6) in 1988 to 2013; e) All applicants with other diplomas (nonnta level 6) from Tanzanian institutions recognized by TCU/NACTE; f) All applicants with diplomas from outside Tanzania which have been recognized by TCU/NACTE. g) Applicants with foreign certificates who completed their advanced level certificates between 1988 and h) Applicants with Recognition of Prior Learning (RPL) qualifications who completed their RPL examination in Applicants should Note the following i) All applicants will apply through the Central s System which is available on TCU and NACTE websites: and ii) Applicants will be required to choose 35 programme choices with maximum of two programme choices from one institution basing on programme requirements given in the s Guidebook for Higher Education Institutions available on TCU and NACTE websites. iii) All applicants are advised to follow the stages for registration and application carefully to avoid any inconveniences. 3

12 s Guidebook for Higher Education Institutions in Tanzania 3.2 Mode of payment Category A: The payments for the following applicants will be done through NBC bank: i) Form six applicants, ii) Applicants with Foreign Olevel and/or Alevel certificates, iii) Applicants with RPL qualifications. Application fee for category A Tanzanians will be required to pay a nonrefundable application fee of TSHS.50,000/ payable through NBC branches country wide, NonTanzanians will be required to pay US$60 through CAS Account at any NBC bank countrywide (TCUCAS Acc. No ), and NonTanzanians residing outside Tanzania will be required to pay US$60 through CAS account number (TCUCAS Acc.No ). The swift code: NLCBTZTX. b) Clarification on the payment process for category A. i) After paying a nonrefundable fee of TSH. 50,000/, Tanzanian applicants will be given scratch cards (Application Vouchers) by the respective NBC Branch where the payment has been made that they will use to register through CAS. ii) After paying a nonrefundable fee of US$60, Non Tanzanians residing inside and outside Tanzania should EITHER submit physically proof of payment to TCU OR send through admission@tcu.go.tz; dad@tcu.go.tz or Fax Number: to enable TCU to send them Voucher Numbers. They must also attach their valid personal s or mobile numbers for communication purpose. Category B: will involve the following: i) Applicants with NTA level 6 qualifications, ii) iii) iv) Applicants with Diploma in Teacher Education, Applicants with FTC qualifications, Applicants with other diploma qualifications. This category will be required to pay an application fee through MPesa by following the steps below: 1. dial *150# 2. Select 4. (payments) 4

Press 1 to Confirm or 2 to decline Application fee for category B All Applicants who possess proof of payment of either NACTE Examination s or NACTE Quality Assurance s for three years of study will apply PRO BONO (without payment). All other applicants will be required to pay application fee through MPESA as stipulated below: 1. Those who paid NACTE Quality Assurance fee of TSH. 15,000 per year during their studies will pay the remaining balance to make a total of TSH. 50,000/=, implying that those who paid for two years will have to pay TSH. 20,000/=, and those who paid only one year will have to pay TSH. 35,000/= only. 2. All other applicants who do not possess the proof of payment for NACTE Quality Assurance fees SHALL be required to pay full amount of TSH. 50,000/=. NOTE: 1. Applicants are advised to read carefully the admission requirements of each programme they anticipate to apply in the guidebook before finalizing application process in order to avoid problems that may arise due to failure to follow appropriate instructions. 2. Holders of Advanced Certificate of Secondary Examination who do not have at least two E in their A level results and at least three credits (three C ) in form four results, and Diploma holders who do not have at least a GPA of 2.7 or average of B or Credit they are advised not to apply as they do not meet the minimum requirements to be enrolled in any degree programme offered by higher learning institutions. 3. Applicants with foreign certificates will be required to submit their certificates to National Examination Council of Tanzania (NECTA) for equivalence. To download equivalence form visit: Before lodging applications, applicants with foreign certificates are required to submit to TCU the following documents for verification purpose: i. Certified copy (copies) of equivalence letter obtained from NECTA; ii. Certified copy(copies)of secondary school certificate obtained outside Tanzania or different from NECTA education system; 5

Applicants are advised to keep in safe place their cards and confirmation number for MPESA payment for future reference and payment verification. 5. Applicants are advised to use the revised edition of the s Guidebook which is available on TCU and NACTE websites: and 4. Types of higher education delivery modes Applicants should note that there are two modes of higher education delivery, namely, Conventional or Regular mode and Open and Distance Learning (ODL). Conventional mode of programme delivery is classroombased while ODL is a mode where there are no regular classes. Students under the ODL mode conduct their study using selfinstruction materials and structured facetoface interaction with their lecturers or instructors. Applicants should thus bear in mind that all programmes offered by the Open University of Tanzania (OUT) are delivered through ODL mode. There are no regular classes or continuous Interaction with lecturers/ instructors at the Open University of Tanzania. Likewise, some programmes offered by Kampala International University Dar es Salaam Constituent College (KIUDCC) are also through the ODL mode. 5. CAS Institutions The Government directed from 2010/2011 academic year onwards that higher education institutions should admit students through the Central System. Institutions not participating in CAS will continue to process the admissions through their institutions and upload the selected applicants into the system for TCU and NACTE approval. Table 2 shows the list of participating institutions in CAS in 2013/2014 academic year. Institutions which will participate in CAS after the publication of this guide book will be included provided they are approved by TCU and NACTE. Applicants seeking admission into institutions not listed in Table 2 should apply directly to the respective institutions. Scholarships through the Tanzania Government The Government of Tanzania offers Scholarships on behalf of the Governments of Mozambique for undergraduate studies through bilateral agreements. The scholarships are for studies tenable in institutions in the respective countries. 7. entry requirements for into Higher Education Institutions The minimum entry requirements set by TCU and NACTE to join HEIs are as follows: a) For F.6 applicants the minimum entry qualification is two principal passes in ALevel with a total of 2.0 points and three credits at O Level. b) For the applicants with RPL qualification the minimum qualification is B grade. c) For the Diploma applicants the minimum entry qualification is at least Four O level passes (D s and above) or NVA level III with less than four O level passes or equivalent foreign qualifications as established by either NECTA or VETA; AND (i) Ordinary Diploma (NTA Level 6) with at least GPA of 2.7; or (ii) Full Technician Certificate (FTC) with at least points average of 2.7 (where A=5, B=4,C=3 and D=2 points); or (iii) Diploma in Teacher Education with an average of C grade; or (iv) Health related awards such as Clinical Medicine and others with average of B grade; or (v) Credit class diploma for classified diplomas and certificates in terms of distinctions, credit or pass or (vi) Lower Second Class diploma for classified nonnta diplomas; or (vii) Average of B grade or lower second class in recognized preentry programme offered by technical institutions accredited by NACTE for both A level and Diploma holders with lower than minimum entry requirements. 8. Students Those intending to finance their studies through student loans should be aware that the Government has set priority programmes for which applicants can expect to get loans. The Guidebook indicates the priority and nonpriority programmes and possible loan amount for priority programmes in order to help applicants prepare themselves in finding alternative sources of financing their studies. Applicants are advised to carefully go through the criteria for one to qualify for student loans as spelt out by the Higher Education Students s Board before selecting programmes and submitting their applications. This information can be obtained from the Board s website Students should also pursue other financing options rather than relying wholly on the HESLB. 11

20 9. How to apply s Guidebook for Higher Education Institutions in Tanzania Applications shall be done through Internet or SMS. Applicants should not submit their applications to TCU or NACTE by , fax, or deliver them in person. NB: applicants should ensure that they have paid the application fee through prescribed procedures before starting application. 9.1 Application through Internet Holders of Tanzanian certificates applying through the Internet should go through the following steps: i) Open the TCU website ( ii) Click CAS on the top menu of the TCU website to open the Central System iii) The TCU Central System will open, the home page containing two links Home and Registration iv) Click Home if you are an existing user (already registered) and need to login in your account: a. Enter your User Name (Form Four Index number and year of completion. Example: S0123/4567/2012) as it was provided by the system. NB: For holders of foreign certificates the username will be the one displayed by the system after registration b. Enter Password. The one you created during registration. v) For a new user, Click on Registration. A window with information about registration will open. a. Select your appropriate category (, Holders of Foreign Certificate(s) or NTAL6/Diploma Teachers/FTC/ Equivalent qualification) 1. Holders of form VI certificates 1. Click Form 6 button, a window for registration form will open. 2. Fill in all the required fields 3. Then Click Register you will receive a message confirming that, You have successfully registered, Your Username is Form Four index number and the year of completion, (e.g. S0001/1111/2014) and your password will be the one you have created during registration. 4. Click OK button. You will be directed to the login page. 5. In the login page enter your Username (that will automatically be displayed when you have successfully registered) and password that you created during registration. 6. Click Login. Remove button will be used to remove program from list. b. If the number of selected programmes in 7 (a) above is less than the minimum number required the message to notify you add more program will be displayed. c. Step Six/Ten: Program Selection y) To select Institute, On Institution Name (Select Institution) click drop down arrow to get Institution list. Then select the Institute of your choice for the first choice. z) To select programme, On Program (Select program) click drop down arrow to get the list of programme available for you to selected and select one. (After selection the system will show program capacity and how many applicants already apply on the right hand side of your selection. aa) Repeat the above two steps (xxv and xxvi) for the other selections. You can always go back and change your selection before you save selection. bb) Click save selection to proceed a. If the number of selected programmes in above is less than the minimum number required the message to notify you add more program will be displayed. b. During application process you will be receiving different notifications, so please read the notifications carefully before you continue; otherwise you will never complete your registration process. c. Click Confirm application when finished. a message will appear indicating that you have successfully submitted your program selection details. You will be notified when selection performed. d. Go to message mode b. Type the word TCU and Send to c. Select 2 to Register (for new applicants) d. Select 1 and press Send e. Enter your form VI index number and the year you sat for ACSEE (example:s0123/4567/2013) and press Send f. Enter your form IV index number and the year you sat for CSEE (example:s0123/4567/2013) and press Send g. Enter your voucher number and press Send h. You will receive a message and your password, You have successfully registered, and your password is xxxxxxxxxxxxxxx i. Type the word TCU and Send to j. Select 1 to Apply k. Enter your valid password received in h above l. Enter programme codes of your choice leave ONE SPACE after each code and press Send. NOTE: 1. You MUST enter not less than three programme codes and not more than five programme codes. 2. You can NOT select more than two programme from the same institution 3. You can NOT repeat selecting the same programme in the same institution m. You will receive a message, You have successfully applied Other services offered by SMS application i. Go to message mode ii. Type the word TCU and Send to iii. Select 1 iv. Select 1 to view selected programme v. Select 2 to change programme vi. Select 3 to check selection status vii. Enter your valid password. 10. Required documents Applicants holding certificates issued by the National Examination Council of Tanzania and holders of NTA Level 6 Certificates are not required to submit any documents when lodging an application. 18

27 s Guidebook for Higher Education Institutions in Tanzania 10.1 How to select programmes Since it is an applicant s decision to select preferred programmes in the preference order he/she likes, applicants are strongly advised to list their programme selections in their order of preference, starting with their highest preference programme and ending with the lowest preference programme. Each programme has been assigned a code; therefore, applicants are required to know the codes of the programmes they wish to pursue. Before lodging an application, the applicant should first go through Table 3 and record the code of each programme he/she would wish to join Conditions on programme selection When selecting programmes applicants are required to observe that they: Can select up to five programmes from different institutions Cannot select less than three programmes from different institutions Cannot select more than two programmes from one institution Conditions on programme change The conditions for programme change are that applicants: Can add, delete or change the order of their preference before the closing deadline Can only change their preferences through the Internet or mobile phone SMS messages, NB: Applicants cannot change their preferences through s, letters or fax to TCU or through institutions they have applied for admission. 11. The Selection Process Possession of the required entry qualifications does not guarantee admission into the institution of the applicant s choice. If the applicant is not selected for the first preference, he/she will be considered equally with all other applicants for his/her second preference, and so on until his/her 5 th preference. 12. Successful applicants Successful applicants will be notified upon completion of the selection process. 19
