1 TAUGHT MASTER OF ARTS IN REVENUE LAW AND ADMINISTRATION (M.A RLA) A Collaborative Initiative of the University of Dar es Salaam School of Law (Formerly Faculty of Law), the Institute of Tax Administration of the Tanzania Revenue Authority and the University of Munster in Germany Introduction This unique programme is an outcome of dialogue and corporation between the University of Dar es Salaam School of Law (formerly Faculty of Law), the Institute of Tax Administration (ITA) of the Tanzania Revenue Authority and the University of Munster in Germany. With the collaboration of University of Munster, this programme is offered by the University of Dar es Salaam and hosted by the Institute of Tax Administration. The Programme Master of Arts in Revenue Law and Administration is a multi disciplinary programme, the first of its kind not only in Tanzania but also in Sub Saharan Africa. It seeks to remedy the dire national and regional need for experts in Central Government, Local Government, tax administration, private practice, judiciary, and the academia in issues of revenue policy, law and administration. It focuses on produce graduates with broad and in-depth knowledge of tax laws, tax policy and administration, customs policy and management as well as issues of trade and related aspects of trade law. Thus, the programme offers a unique opportunity to learn revenue law and administration from three world class institutions with experience in revenue law and administration.

2 The Institutions University of Dar es Salaam School of Law The University of Dar es Salaam through its University of Dar es Salaam School of Law (Formerly Faculty of Law) has 50 years experience in teaching, research and consultancy in legal scholarship and practice. It has the leading professors and academics in revenue law and related disciplines. Institute of Tax Administration The Institute of Tax Administration (ITA), has history in training, research and consultancy that dates back to the times of the defunct EAC. Currently ITA exists as an integral part of the Tanzania Revenue Authority (ISO 9001:2008 Certified) and a NACTE accredited higher learning institution. Thus, ITA is uniquely positioned to facilitate learning in customs, taxation and related fields. Muenster University Muenster University has over 100 years experience in teaching and research in customs Law and Policy in Germany. It is a founding member of the International Network of Universities (INCU) formed under the auspices of the World Organization. It is the third largest university in Germany with 15 faculties. With the resources in research, education, development and capacity building activities the University of Munster brings with it a wealth of expertise and experience to the programme. Programme Structure The Programme is a one year course (full time mode) and two years (part time mode) that allows for specialization in either taxation or customs as indicated in the table below.

LW 704: Laws on Tax Administration Entry Requirements For admission to the taught Master of Arts in Revenue Law and Administration, the applicant shall be a holder of: a) A bachelor s degree or equivalent qualification in taxation, accounting, economics, law or any business related discipline, AND He/she must be a holder of a Postgraduate Diploma in (PDGT) offered by the Institute of Tax Administration or equivalent qualification offered by any other accredited institution. OR b) A bachelor s degree or equivalent qualification in taxation, accounting, economics, law or any business related discipline without a post graduate diploma in taxation (or equivalent qualification) may be admitted provided that he/she scored at least a lower second at undergraduate.
