2 RECOMMENDATION It is recommended the City Council authorize the City Manager, or his designee, to execute an agreement with Verizon via State of California Master Services Agreement (CALNET 3), and authorize the Purchasing Manager to issue a purchase order to Verizon for competitively bid telecommunication and network services through June 30, 2016, with two (2) optional one-year terms. BACKGROUND/ANALYSIS As early as 2013, the City has participated in the State of California's negotiated contract, California Integrated Information Network 2 (CALNET 2), with Verizon to receive significantly reduced rates for the City's telecommunication and network services. The CALNET 2 Master Service Agreement (MSA) allows for all California government agencies to enroll onto this agreement and capitalize on the competitively discounted rates. The City currently uses this agreement for DS3 data circuit services to connect mobile broadband devices to the Police Data Center. As of January 29, 2014, the CALNET 2 agreement expired. However, the contractual terms of this agreement allows for an 18-month grace period after the expiration date for its customers to continually receive the same competitive telecommunication service rates and additional time to establish a new agreement via CALNET 3. Early this year, the State of California, Department of Technology Services awarded a competitively bid contract (CALNET 3) to Verizon for telecommunication services that Includes discounted rates competitively lower than the previous agreement, CALNET 2. The agreement recently awarded to Verizon is once again available to all California governmental agencies and offers benefits such as, Dedicated Transport, Virtual Private Network (VPN), Converged VoIP, Standalone VoIP, SIP Trunking, Audio Conferencing, and Toll Free Domestic and International Calling. The Information Services Department (ISO) would like to utilize this agreement to capitalize on competitively discounted rates for telecommunication and network, once again. Last fiscal year (FY ) the costs of Verizon DS3 services was $56,516. To anticipate the current fiscal year's (FY ) cost, ISO had budgeted $54,051 to cover further discounted services by the new CALNET 3 agreement. As a result, it is respectfully requested the City Council authorize the City Manager, or his designee, to execute an agreement with Verizon via State of California Master Services Agreement (CALNET 3), and authorize the Purchasing Manager to issue a purchase order to Verizon for competitively bid telecommunication and network services. 2

3 FISCAL IMPACT To anticipate the current fiscal year's (FY ) costs for telecommunication services, as well as necessary service upgrades, ISO had budgeted $54,051 in the ISO Wireless Fund, Data Communication account ( ) for the CALNET 3 agreement. No additional funding is requested during the current fiscal year. The term of subject agreement will expire June 30, 2018, and includes two (2) optional one-year terms. Fiscal years subsequent to the current fiscal year will be budgeted through the annual budget process during each perspective year. ALTERNATIVES Alternative 1: Authorize the City Manager, or his designee, to execute an agreement with Verizon via State of California Master Services Agreement (CALNET 3), and authorize the Purchasing Manager to issue a purchase order to Verizon for competitively bid telecommunication and network services through June 30, 2018, with two (2) optional one-year terms - CALNET 3 will ensure the City continually receives deeply discounted telecommunication services rates. Alternative 2: City Council may consider any other alternative not proposed by staff.
