1 AGENDA ITEM: IV (A) Florida Polytechnic University Strategic Planning Committee August 26, 2013 Subject: ITN for Redundant High Speed Communications (Part I) Proposed Committee Action To approve the award of the ITN for High Speed Communications to Bright House Networks for services related to: 1. Redundant High Speed Internet and Data Communications, 2. Cable Television Services, and 3. Telecommunication Services, authorize staff to negotiate the final agreement and, once negotiated, to authorize Chair Gidel to sign the contract. Background Information An Invitation to Negotiate (ITN) was issued inviting organizations to submit proposals to provide high speed communications services to the University. The Process May 3 rd, 2013: working with University of Florida Purchasing, FPU issued an ITN for the following systems and related services: 1. High Speed Internet (Redundant High Speed Fiber Optic connections for internet services with capacity up to 10 Gbs each). 2. Telecommunication Services (Direct Lines, Hosted Telephone Services, and Telephone trunk lines for up to 1000 DIDs. Leverage both SIP and Hosted PBX.) 3. Television Services (Basic and High Definition) 4. Off Campus Equipment Location (Colocation Data Center services for off campus backups and storage services.) June 19 th, 2013: Responses were received from the following vendors: Sprint Verizon Windstream Peak 10 Inland Fiber & Data Bright House Networks Data Site Orlando Snappy Internet and Telecom A selection committee (Dr. Darkazalli, Gina DeIulio, Rick Maxey, Josh Bresler, and Jay Morton) was appointed by COO Ava Parker to review the submissions and make a recommendation for a vendor(s) to provide the requested services. The Selection Agenda Item IV A - ITN - Part I 1

2 Committee had access to consultants Bryan Mehaffey and Charlie Moran during the process. The Selection Committee: 1. Reviewed all proposals using the selection criteria. 2. Ranked the proposals. 3. Invited the top three high speed communications vendors to make presentations of their proposals to the Selection Committee and consultants. 4. Evaluated the proposals to make a recommendation on their vendor of choice for each of the enumerated services. As a result of this process, the Selection Committee is making a recommendation to the Board that the contract for: (1) high speed internet services, (2) Telecommunications Services, and (3) High/Standard Definition Television Services be awarded to Bright House Networks. Therefore; the Selection Committee evaluated the proposals for Off Campus Equipment Location services, and the Selection Committee s recommendation for award of the contract for those services will be presented in a separate agenda item. A one to two page executive summary of the vendor s proposal, including brief descriptions of the company s expertise procuring a contract the size and scope described in the ITN, and how the vendor plans to address the University s requirements. Contact name(s) and title(s) of the individual(s) responsible for the company s proposal and negotiation during this ITN process. Please include the Organizational chart beginning with your account management team through CEO of your company. A listing of the company projects/customers similar in size and scope to the services described in the ITN, both current and past customers. This list must include the name, address, telephone, and address of the client contract administrator. If applicable, please list examples of services rendered in the State of Florida, particularly within institutions of higher learning. Tab 5 Explain your company s approach and the methodology to be applied in obtaining the overall goals of this ITN. Provide a thorough explanation of products, methods, staffing, oversight, safety training, background checks, quality review, and other aspects of a successful implementation project. Tab 6 Tab 7 Please describe any financial considerations and flexibility of the vendor (Creative pricing (e.g. multiyear contract discount, process improvements, incentives for early payment) HIGH SPEED INTERNET SERVICES Describe in detail the backbone and per-link bandwidth of the proposed solution and how redundancy is achieved. HIGH DEFINITION TELEVISION SERVICES Please describe your proposed channel line up to include at a minimum the following: ESPN, ESPN2, Sun Sports, ESPNU, Fox Sports, and ESPN News, CNN, Fox News, MSNBC, CNBC, History, A & E, and Discovery, ABC, CBS, NBC, the Florida Channel, Weather Channel, PBS, and Fox Tab 18 Please describe your proposed delivery method of providing the signal throughout campus and the scalability and cost effectiveness of proposed approach Tab 19 Tab 20 Tab 21 Please provide your Service Level Agreement (SLA) and describe five longest times in the last twelve months it took to restore service to the level contracted for.
