2 Some facts Data centres consume today 2% of global electricity (expected to double soon) Combined electricity demand of ICT globally is 623bn kwh (would rank 5th among countries) Greenpeace (2011) No common measurement methodology of environmental footprint of ICT-sector Data centres form important part of citiesecosystem (cities account for 70% of global energy consumption and CO2 emissions) Cloud: game changing technology

6 EU initiative: ICT-footprint Promote adoption of a common methodological framework for measuring ICT-footprint Ensure availability of relevant standards in cooperation with international standard/consensus organisations (e.g. ITU, ETSI, IEC, GHG-Protocol) Pilot testing of standards by industry

7 Objective under EU research: resource efficient data centres (1) Addressing system level technologies and associated services that will improve energy and environmental performance of data centres Expected impact: Quantifiable & significant improvement of resource efficiency (PUE, CUE, WUE..) (networks of) data centres powered at 80% or above by renewable energy sources (demos) New market opportunities (renewables etc)

10 Ongoing EU-projects on sustainable data centres GAMES ( Methodology & toolset for holistic design & operations monitoring trading-off QoS, performance, virtual & physical resource allocation, and overall resource efficiency FIT4GREEN ( Dynamically tuning computing resources to the workload (tuning-off unused servers and automatically, restarting when load increases etc) ALL4GREEN ( Energy savings to full ecosystem in which data centres operate through collaboration between all entities in this ecosystem with the common goal of saving energy and reducing emissions (case-study: Clouds) CoolEmAll ( Advanced simulation, visualisation and decision support tools along with blueprints of computing building blocks for modular data centre environments to minimise the energy consumption & CO2 emissions

13 Cutting through jungle of standards Cutting through jungle of technical standards so that users enjoy interoperability, data portability and reversibility is one of strategy aims Necessary standards to be identified by 2013 Commission will work with ENISA & other relevant bodies to assist development of EU-wide voluntary certification schemes and establish a list by 2014

14 Safe & fair contract terms & conditions Development of model contract terms to cover issues not covered by Common European Sales Law such as: data preservation after termination of contract data disclosure and integrity data location and transfer ownership of the data direct and indirect liability change of service by cloud providers and subcontracting

15 Establish European Cloud Partnership Aims at driving first steps towards better public procurement of cloud services in Europe, based on common definitions of requirements and possibly eventually going as far as joint procurement across borders
