5 1. APPLICATION Three-phase static watt-hour meters of LS30 type are destined for a direct measurement of active energy in 3-phase 4-wire power networks. They are two-tariff watt-hour meters externally steered by a control clock. The housing enables to place on the terminal cover a legal seal and the seal of the power plant. These watt-hour meters are adapted to the wall assembly. They fulfil requirements of the EN international standards (and GOST 30207). The result of the energy consumption is presented on a 7-position (6+1) electro-mechanical counting mechanism driven by a step motor. In the two-tariff version, the watt-hour meter is equipped with two electro-mechanical counting mechanisms. An important feature of LS30 series watt-hour meters is the fact that they also measure the energy during a reverse flow. This reverse flow is signalled by means of a red LED diode, and the measured consumption is added to the previous watt-hour meter state. In the standard equipment there is a pulsing diode with a defined imp/kwh time-constant. The optional equipment of the LS30 watt-hour meter consists of: - transoptor transmitter of pulses ( the number of generated pulses is proportional to the flowing active energy) - transoptor input for the tariff control ( by means of an external control clock) 2. WATT-HOUR METER SET The set consists of: - LS30 watt-hour meter 1 pc. - user s manual 1 pc. - warranty card 1 pc. When unpacking the watt-hour meter, please check the delivery completeness and whether the type and version code on the data plate correspond to the order. 3. WATT-HOUR METER DESIGN The construction of the two-tariff watt-hour meter is presented below. The watt-hour meter housing is made of lexan and ensures the servicing safety in the II protection degree. It consists of the base (1), terminal box (2), shield (3), terminal box shield (4). The shield is fixed to the base by means of two internal catches and two screws (5) enabling the sealing by the manufacturer or the verification mark application. The shield of the terminal box is fixed to the terminal case by means of two screws (6) adapted to be sealed by the power plant. At the bottom part of the base, under the shield of the terminal case, there are holes which, together with the upper hanger (7), define the fixing points of the watt-hour meter to the cubicle or the niche destined to place the watt-hour meter. The shield has a transparent window enabling the readout of the counter indications. Under the watt-hour meter shield, two electro-mechanical counting mechanisms (8) and (9), green LED diodes (10) and (12) for the visualisation of the energy flow in HT tariff (High Tariff) and LT tariff (Low Tariff), infra-red LED diode (11) destined for the calibration and the red diode of the energy reverse flow (13) are situated. In the single-tariff version, the watt-hour meter does not have the counting mechanism (9) and the LED diode (12). 5

7 4. INSTALLATION 4.1 Basic requirements, operational safety Symbols located in this user s manual mean:! WARNING! Warning of potential, hazardous situations. Especially important. One must be familiar with this before connecting the watthour meter. The non-observance of notices marked by these symbols can occasion severe injuries of the personnel and the damage of the device.? CAUTION! Designates a general useful note. If you observe it, handling of watt-hour meter is made easier. One must take note of this, when the watt-hour meter is working inconsistently to the expectations. Possible consequences if disregarded! In the security scope the watt-hour meter the requirements of the international EN standard. Remarks concerning the operator safety: 1. General l The watt-hour meter is destined to be fixed on a wall. l Non-authorized removal of the required housing, inappropriate use, incorrect installation or operation creates the risk of injury to personnel or damage to equipment. For more detailed information please study the user s manual. l All operations concerning transport, installation, and commissioning as well as maintenance must be carried out by qualified, skilled personnel and national regulations for the prevention of accidents must be observed. l According to this basic safety information, qualified, skilled personnel are persons who are familiar with the installation, assembly, commissioning, and operation of the product and who have qualifications necessary for their occupation. 2. Transport, storage Please observe the notes on transport, storage and appropriate handling. Observe the climatic conditions given in Technical Data. 3. Installation l The watt-hour meter must be installed according to the regulation and instructions given in this user s manual. l Ensure proper handling and avoid mechanical stress. l Do not bend any components and do not change any insulation distances. l Do not touch any electronic components and contacts. l Electronic Instruments may contain electrostatically sensitive components, which can easily be damaged by inappropriate handling. l Do not damage or destroy any electrical components since this might endanger your health! 7

8 4. Electrical connection l Before switching the watt-hour meter on, one must check the correctness of connection to the network. l In case of the protection terminal connection with a separate lead one must remember to connect it before the connection of the watt-hour meter to the mains. l When working on live instruments or devices, the applicable national regulations for the prevention of accidents must be observed. l The electrical installation must be carried out according to the appropriate regulations (cable cross-sections, fuses, PE connection). Additional information can be obtained from the user s manual. l The documentation contains information about installation in compliance with EMC (shielding, grounding, filters and cables). These notes must be observed for all CE-marked products. l The manufacturer of the installation or installed devices is responsible for the compliance with the required limit values demanded by the EMC legislation. 5. Operation l Installations including LS30 watt-hour meters must be equipped with protection devices according to the corresponding standard and regulations for prevention of accidents. l After the watt-hour meter has been disconnected from the supply voltage, live components and power connections must not be touched immediately because capacitors can be charged. l The housing must be closed during operation. 6. Maintenance and servicing l Please observe the manufacturer s documentation. l Read all product-specific safety and application notes in this user s manual. l Before taking the watt-hour meter housing out, one must turn the supply off. l The removal of the watt-hour meter housing during the warranty contract period causes its cancellation External dimensions and fixing way! LS30 watt-hour meters are intended to be assembled on a wall. Housing dimensions: 328 x 176 x 65 mm. The terminal box is equipped with screwed terminals with 9.4 mm of internal dimension (up to 120 A a.c.), and 7.0 mm ( up to 60 A a.c.) for the connection to the power network, and auxiliary terminals enabling the connection of auxiliary lines through a 2.5 mm wire.! Overall dimensions of the watt-hour meter are presented below, on fig. 2. 8

MAINTENANCE AND WARRANTY The LS30 watt-hour meter does not require any periodical maintenance. In case of some incorrect operations: 1. In the period of 12 months since the date of purchase: One should take the watt-hour meter down from the installation and return it to the Manufacturer Quality Control Dept. If the unit has been used in compliance with the instructions, the Manufacturer warrants to repair it free of charge. 2. After the warranty period: One should turn over the watt-hour meter to repair it in a certified service workshop. The disassembling of the housing causes the cancellation of the granted warranty. Spare parts are available for the period of five years from the date of purchase.
