1 UKRO Horizon 2020 Condensed Key Enabling Technologies and Industrial Leadership What are Key Enabling Technologies (KETs) in Horizon 2020? Within Horizon 2020 s second pillar, Leadership in Enabling and Industrial Technologies (LEIT), funding is provided to support the development of technologies underpinning innovation with a strong focus on developing European industrial capabilities in Key Enabling Technologies (KETs). There is a strong focus on strengthening Europe s industrial capacities and business perspectives, as well as on industry participation, although opportunities for collaboration with universities will exist. KETs in the following fields have been identified: Micro- and nano-electronics Photonics Nanotechnologies Advanced materials Biotechnology Advanced manufacturing and processing Cross-cutting KETs will also be supported. Activities will be based on research and innovation agendas defined by the private sector and the research community. What will be funded? Micro- and nano-electronics The focus in this area is likely to be on the grand technological challenges in information processing and communications based on memory and logic devices, circuits and architectures for advanced CMOS technologies. It will also be on the exploration of new alternative information processing devices and microarchitectures for existing or new functions. The objective is to sustain the historical integrated circuit scaling cadence and reduction of cost/function into future decades. Photonics Key areas likely to be covered under this KET will for example be application driven core photonic technology developments for a new generation of photonic devices. 1

2 Nanotechnologies and advanced materials Nanotechnologies and advanced materials are likely to include contributions to cross-cutting KETs, KETs for multiple applications and those addressing specific societal challenges. Also likely to be addressed are issues of safety, outreach, structuring, business models and other innovation issues. There are six likely priority areas: Bridging the gap between nanotechnology research and markets Nanotechnology and advanced materials as enablers of application in health Nanotechnloogy and advanced materials for low carbon energy technologies and energy efficiency Tapping into the cross-sector potential of nanotechnologies and advanced materials to drive competitiveness and sustainability Safety of nanotechnolgy-based applications and support for the development of regulation Addressing generic needs in support of governance, standards, models and structuring in nanotechnology, advanced materials and production Biotechnology The overall objective of this KET is to apply biotechnology research to the development of competitive, sustainable and innovative industrial products and processes. There are likely to be three main priority areas. These are: Cutting-edge biotechnologies as future innovation drivers Biotechnology-based industrial processes driving competitiveness and sustainability Innovative and competitive platform technologies Industrial Leadership Public Private Partnerships A number of contractual Public Private Partnerships (PPPs) will also support the KETs, with call topics within the LEIT Work Programme but also in other parts of Horizon 2020, such as that on Future and Emerging Technologies. It is expected that PPPs leverage industry contributions and focus on a shift from cost-based competitive advantage to advantage based on high added value in manufacturing and processing industries. Amongst the PPPs that are to be implemented at least in part under the LEIT Work Programme are the following: Factories for the Future Energy Efficient Buildings Sustainable Process Industries Future Internet/5G Robotics Photonics High Performance Computing 2

3 Factories of the Future (FoF) FoF aims to improve competitiveness through resource and energy efficiency and flexibility of production and customisation of products. Likely areas covered here could for example include the efficient use of materials, energy efficiency in manufacturing processes and smart factory development, and innovative product design. Topics may include specific targets such as the reduction in CO2 emission of 20% or 30% for the production of a given product, improvements in time to market, or industrial-scale demonstration. Sustainable Process Industries (SPIRE) SPIRE is focused on resource efficiency in industry and has the specific aims of: reducing fossil energy intensity of up to 30% of current levels by 2030; reducing by 20% non-renewable primary raw material intensity compared to 2030 levels; and reducing greenhouse gas emissions by 20% below 199 levels by 2020, with further reductions up to 40% by 2030 and at least 80% by Proposals are expected to include appropriate business models, including transfer mechanisms for subsequent market implementation. Likely priority areas include the development of novel materials and catalysts to convert CO2 into renewable energy carriers; improved downstream processing of mixtures in process industries; new adaptable catalytic reactor methodologies for process intensification; and recovery technologies for metal and other minerals. Energy Efficient Buildings (EEB) The general goal of the EEB PPP is to contribute to EU goals for energy efficiency and greenhouse gas emissions, and to enhance competitiveness in the building sector. Projects will cover a wide range of stages of technological readiness, and specific topics targeting SME participation are included. The participation of public authorities may be an asset for some projects, as public authorities own a large part of the building stock at European level. Likely priority areas include: advanced sustainable materials for building components, efficient construction processes and materials, new design tools for refurbishment and monitoring of energy use in buildings. Future Internet/5G Discussions are currently on-going on the creation of a new PPP focusing on ICT Infrastructures and Communication Networks. Topics likely to further the development of future networks include smart optical and wireless networks and network re-design for increased flexibility and softwareprogrammability. Robotics The main objective of the Robotics PPP is to boost current European robotics research, development and innovation. Projects in this area are likely to be driven by the needs identified in the Roadmap established by the private partner in the PPP, and may, for example, include those seeking the advancement of key technologies relevant for industrial or service robotics in healthcare or transport markets. 3

4 Photonics The planned Photonics PPP aims to increase the competitiveness of the European photonics industry through more innovation and reducing the time-to-market for new products. Project topics in this area are diverse and are likely to include biophotonics, laser-based manufacturing, optical communication and Photonic Integrated Circuits amongst others. High Performance Computing Preparations of a PPP on High Performance Computing (HPC) are geared towards contributing to the implementation of the European Commission s strategy for HPC, with a view to ensuring European leadership in the development and use of HPC systems, software, applications and services. Consequently, projects in this area likely to centre around the development of the next generation of HPC, the provision of access to supercomputing facilities and fostering HPC applications. Funding, eligibility and project details Funding is likely to be available largely for Collaborative Projects, which specify both a Technology Readiness Level (TRL) starting point and target; different stages of each project will be funded at either 70% or 100% depending on the TRL. Funding for Co-ordination and Support Actions and ERANET actions may also be proposed. Likely call timings The first calls under Horizon 2020 are expected to be launched on 11 December Not necessarily all calls for all areas will be launched on this date, and as work programmes are expected to cover 2014 and 2015 certain calls will be launched in 2014 and others in Relevant EU policy areas and developments In 2010 the Commission adopted the Communication An Integrated Industrial Policy for the Globalisation Era, a flagship initiative of the Europe 2020 strategy. The Communication set out a strategy aiming to boost growth and jobs by maintaining and supporting a strong, diversified and competitive industrial base in Europe, and highlights the urgent development of Europe s research strengths in the form of the Key Enabling Technologies. Two further Communications have been instrumental in the formation of the KETs strategy: A European strategy for Key Enabling Technologies - a bridge to growth and jobs, and A Stronger European Industry for Growth and Economic Recovery. Also relevant to this area are the Commission Communications: A European Strategy for Micro-and Nanoelectronics, Components and Systems, the Second Regulatory Review on Nanomaterials, and the Final Assessment of the Research PPPs in the European Economic Recovery Plan. 4
