2 The SET-Plan The SET-Plan (Strategic Energy Technology Plan) 1 adopted in November the technology pillar of the EU's energy and climate change policy. Objective: lower the cost and improve performances of low carbon technologies, and accelerate their market uptake to meet the 2020 and 2050 energy policy objectives. Vision of a Europe with world leadership in a diverse portfolio of clean, efficient and low carbon technologies as a motor for growth and jobs. Strategy: a research and innovation and supply chain approach focused on industrial applications; increased cooperation of all stakeholders (industry, research, Member States, EC) 1 [COM/2007/723], [COM/2009/519]

6 Innovation Creation European Energy Research Alliance (EERA) Objective: to accelerate the development of new energy technologies by pooling and integrating research activities and resources through Joint Programmes (JPs). Alliance of European energy research centres Well-established governance: Secretariat, Executive Committee, Chairman 13 JPs launched in : PV, Wind, Geothermal Energy, Smart Grids, Bioenergy, CCS, Materials for Nuclear, CSP, Ocean Energy, Energy Storage, AMPEA, FCH, Smart Cities More than 150 research institutes and universities involved in the JPs, representing more than 2000 person years EPUE European Platform of Universities Engaged in Energy Research, EUA observer in EERA

7 Innovation Development & Demonstration Six European Industrial Initiatives (EIIs): EIIs objective: to address the demonstration/market rollout bottleneck in the large- innovation chain of low carbon energy technologies via the realisation of scale technology development and demonstration projects. European Wind Initiative Solar Europe Initiative Bioenergy Europe Initiative European Electricity Grid Initiative European CO2 capture, transport and storage Initiative Sustainable fission Initiative (Gen IV) One Joint Technology Initiative (JTI): Fuel Cells and Hydrogen One European Innovation Partnership (EIP): Smart Cities and Communities Nuclear fusion: ITER (International), F4E (Fusion community)

8 EII Role The 6 EIIs (Wind, Solar, Bioenergy, Electricity Grids, CCS, Nuclear Fission) Structure and Governance: European Commission, Member States and Industry, steered by the SET-Plan Steering Group The EII teams are now operational Technology Roadmaps developed for Implementation Plans elaborated Smart Cities and Communities Launch in June 2011 within the SET-Plan 10 July COM(2012)4701 develops further the Initiative into a European Innovation Partnership (EIP)

9 EII On-going Developments EII teams' on-going work Mapping of on-going EU/MS projects coordinated by SETIS KPIs developed to monitor implementation of the roadmaps Definition of joint actions (EC and Member States) to be implemented in 2012 and beyond The FP7 work programmes (2010, 2011, 2012) largely directed toward the EIIs' Implementation Plans. Work Programme 2013 will be a bridge to the forthcoming EU Research and Innovation Programme Horizon 2020

10 Materials Roadmaps The EU has recognised the role of materials as a Key Enabling Technology (KET) to enable the transition to a knowledge-based and low-carbon resource-efficient economy The Materials Roadmap is complementary to the SET-Plan Technology Roadmaps Focus on materials R&D, I for low carbon energy technologies for the next 10 years with market implementation horizons for both 2020/2030 and 2050 In development - a strategy paper that will address the implementation of the roadmap

11 Education and Training Initiative The availability of appropriately skilled workforce is crucial for the implementation of the SET-Plan Key questions: Future demand (competences, number of people, educational level)? Instruments/On-going activities on EU and member state level? Gaps, bottlenecks? What has to be done to provide the people needed? 13 Working groups under the guidance of a core group have been drafting assessment reports policy paper/roadmap identifying main actions on European and national level to be published first half of 2013.
