4 Background Since 1998, the Gujarat state government has recruited Vidhyasahayak for primary schools Since to more than 1,21,245 teaching assistants have been recruited Entire process of preparation of merit list was manual which took lot of time, errors both intentional (corruption) and unintentional Numerous court cases leading to further delay and wastage of time, efforts and money Candidates applied to all or many Districts, Duplication of candidates, these candidates contacting those in the waiting lists and asking for money for resigning The entire recruitment process took not less than 8 to 10 months and sometimes even the recruitment of next year would be delayed as previous year process was not completed 4
5 Objective / Aims To recruit the required number of teachers in short period of time To eliminate the short comings of earlier processes and make recruitment process more transparent, efficient as well as reduction in time To increase the efficiency by reducing time and cost of service delivery To improve the quality as well as quantum of output To develop a system which is transparent, corruption free and ensure that intentional errors are eliminated To initiate a sustainable approach for future recruitments. Show casing a scheme as a best practice for other programs to follow 5
6 Strategies adopted 1. Centralized recruitment Issue one single advertisement at the state level All candidates come to state level from different districts as per the position of the candidates in the merit list Do away with the possibility of many candidates getting selected for more than one districts 2. Use of ICT, and Transparency To adopt the strategy of using the IT to the maximum to ensure transparency, speed, and reduce the intentional errors and completely eliminate the unintentional and human error 6
7 Innovative methods used 1. Using the existing data available with other agencies Data like Name, Date of Birth, Gender, Category (SC/ST/OBC/General), subjects taken by him and marks obtained in different subjects. Eliminated the requirement of verification of this information if the same was to be supplied by the candidate. Reduced the time and efforts on part of the candidate in filling the application form Reduced the administrations time and efforts hugely The candidates was also given an option to change any information if it was incorrect according to him. The Software had Provision to keep log of such changes, so as to verify only these cases. To our pleasant surprise no candidate changed any information. 7
8 Innovative methods used 2. Web display of Merit List The information displayed was the position of a candidate in the merit list, his Name, Date of Birth, Category, Marks obtained in various examination and also his marks in total merit. The candidate or any other person could not only see the position and information pertaining to himself but could also see the position and information pertaining to any other candidate. One could take objection regarding any information regarding himself or somebody else However, required to deposit rs 1000 if objection pertain to some one else, to avoid frivolous objections This amount refundable if objection was found to be correct However again to our delight, no objection was filed/taken either by any candidate for himself or by anyone against any other candidate. 8
9 Innovative methods used 3. Allocation of District Call to Gandhingar in batches of candidates A huge online LCD screen displayed the current position of vacancies available in each category in each district. As the candidates kept on selecting the districts, the vacancies in those districts and in respective categories were reduced instantaneously. This ensure that no manipulation take place in the allotment of districts. 9

11 Positive Outcomes / Changes resulting from the Project / Initiative Saving of time and efforts Recruitment process for teachers was completed in 30 days only, previously it takes more than 6-12 months Transparency Elimination of Corruption No court cases \ No complains \ No grievances. 11
12 Sustainability The project is guaranteed of sustainability State Government has advised all other Departments and Government organization to adopt this process Many Government Departments and Organizations have already contacted us and studied the process and are in the process of implementing it in their recruitments 12

15 Objectives of Gunotsav 1. To provide awareness of quality education amongst the teachers & Community 2. Education oriented Evaluation & Grading of Schools & Teachers. 3. To improve the quality of education in the daily classroom activity. 4. To Prepare a action plan for administration by taking in the view of Existing School activities and basic Infrastructure. 5. To Enhance quality of education in primary schools. 15
16 Gunotsav 2010 Program Gunotsav Program in two phase 1. First Phase School Self evaluation done by 33,922 primary schools (32331 last year) (32331 last year) govt. primary schools 901 Ashram Shala and 447 granted schools School Self evaluation details have been uploaded on the website Std. 2 to 8 (Std. 3 to 7) self evaluation Gujarati (Reading Writing), Maths, Environment, Social Science and English (Reading and Writing evaluation) 16
17 Gunotsav 2010 Program 2. Second Phase 3000 schools have been evaluated by Hon.Ministers, IAS, IPS, IFS officers, Class I & II officers To cover 25% schools (8850 total) of every Block Provision to evaluate three schools by all officers in three days All Officers also assisted by One liaison officer from education department All officers are accompanied by their department s or district /Taluka s Class-3 (1 to 2) officers while evaluating school 17

22 Application features Online data entry of all forms of Gunotsav. Tracking of pending schools for assessment. The software provides facility to enter assessment data of all schools. It includes reports such as pending data on part of school (BRC,CRC wise), data pending on part of officer (CRC, BRC wise), allocation of CRC,BRC, Schools made to officer, Analysis of Gunpatrak and mulyankan patrak. 22
23 Modules This Application contains 3 Modules: Administrator Reports viewing module for Minister, District level officer, DPEO Entry Level User (Minister, Chairman, State Officer, District Level Officer, DPEO, BRC,CRC and principals) 23
24 Hosting specification Gunotsav.org is hosted on windows platform Windows Servers with highly availability and huge bandwidth Hosting space allocated minimum 15GB Database Space allocated minimum 15 GB Daily backups of database 24 hours monitoring of data Immediate resolving any issues All servers are secured using proper security standards 24
