WG s Research Brief Explore & respond to the Welsh Assembly Sustainability Committee s Flood Inquiry recommendation (Feb 2010): The Committee recommends that the Welsh Government, working with colleagues in the Environment Agency, and Local Authorities provides the necessary resources to establish a Welsh Flood Forum, along the lines of the Scottish model. Investigate: Support provision to flood affected communities in Wales How support meets needs Potential to develop support to better meet needs

The Project Team The researchers Andrew Darnton, Jake Elster Jones (AD Research & Analysis) Dr Catherine Butler, Dr Lorraine Whitmarsh (Cardiff University) The expert advisory group Dr Tracey Coates (Kingston University) Dr Hugh Deeming (Northumbria University) Mary Dhonau (Consultant) Prof John Handmer (Melbourne University / RMIT) Prof Graham Haughton (Manchester University)

The Study Design 1. Expert advisory group 2. Literature review 3. Stakeholder and community interviews 4. Behaviours workshop what is support for? 5. Stakeholder workshop how can support best be developed and delivered?

Study Participants WG Policy Teams Environment Agency Wales Environment/Sustainability Agencies Local Authorities Flood Forum Directors Emergency Planning / Services Local Resilience Fora Internal Drainage Boards Flood-Affected Community Group Leaders

The Challenge What makes a difference to flood impacts & outcomes: Nature of the flood risk and incident Underlying factors - socioeconomic and demographic Psychological & social factors Individual & collective actions Individual and community capacities and resilience Flood management and non-flood focused actions by agencies and others (incl. support provision) Policy and governance, including co-ordination and collaboration Flooding as a sustainability challenge: Flood impacts & needs are unpredictable, dynamic & often contested Specific circumstances & context make a difference Psychological factors and behaviours are complex Responsibility and agency is dispersed (no one can address it alone) Start from where we are at (eg. build on existing resources)

Multilayered model of influences on flood impacts National level EAW Locality / Local Authority level Comm. dev. support Community Actions Culture, norms Capacities Resilience Infrastructure Individual / Family Resilience Welsh Government Local Authority Capacities Vulnerability Attitudes, understanding, culture, knowledge Actions Insurance industry Voluntary orgs Community orgs LRF Land managers Comm. dev. support National campaigns Frameworks (CCA, 2004; FWMA, 2010) Framings Practical flood management Work with communities Flood Policies Funding Framings Policies Frameworks (FCERM Strategy) Planning & Development

Taking a whole system approach x5. Understanding factors & behaviours x6. Learning, change & improvement x7. Joining up

Delivery Model for Flood Support Framework Welsh Government The Support Framework (inc. themes; success measures) embedding FSSW best practice Development Officers advocacy & networking recovery Delivery Partners Communities

What could success look like? All parties develop & own own success measures; WG retain overall accountability Measure on multiple levels: organisations; communities; households Example process measures could inc.: - Greater integration between partners: stages in flood cycle; levels - Embedding of themes, framings and capacity in WG and stakeholder orgs - Building networks across flood-affected communities - Capacity of Framework to learn and evolve Examples outcome measures could inc.: - Reduced flood impacts (scale; severity; duration) - Provision of specialist support to affected individuals and communities: nos. supported; satisfaction; improvement in flooding outcomes - Increased community resilience (proxies inc. networks; capacities; inclusion plus better outcomes next time) - Shift in responsibility towards individuals (actions; perceptions; discourses)
