2 WG s Research Brief Explore & respond to the Welsh Assembly Sustainability Committee s Flood Inquiry recommendation (Feb 2010): The Committee recommends that the Welsh Government, working with colleagues in the Environment Agency, and Local Authorities provides the necessary resources to establish a Welsh Flood Forum, along the lines of the Scottish model. Investigate: Support provision to flood affected communities in Wales How support meets needs Potential to develop support to better meet needs

6 The Challenge What makes a difference to flood impacts & outcomes: Nature of the flood risk and incident Underlying factors - socioeconomic and demographic Psychological & social factors Individual & collective actions Individual and community capacities and resilience Flood management and non-flood focused actions by agencies and others (incl. support provision) Policy and governance, including co-ordination and collaboration Flooding as a sustainability challenge: Flood impacts & needs are unpredictable, dynamic & often contested Specific circumstances & context make a difference Psychological factors and behaviours are complex Responsibility and agency is dispersed (no one can address it alone) Start from where we are at (eg. build on existing resources)

All parties develop & own own success measures; WG retain overall accountability Measure on multiple levels: organisations; communities; households Example process measures could inc.: - Greater integration between partners: stages in flood cycle; levels - Embedding of themes, framings and capacity in WG and stakeholder orgs - Building networks across flood-affected communities - Capacity of Framework to learn and evolve Examples outcome measures could inc.: - Reduced flood impacts (scale; severity; duration) - Provision of specialist support to affected individuals and communities: nos. supported; satisfaction; improvement in flooding outcomes - Increased community resilience (proxies inc. networks; capacities; inclusion plus better outcomes next time) - Shift in responsibility towards individuals (actions; perceptions; discourses)
