Job Summary The Prevention Priorities Business Unit is seeking to fill one Regular, Full-time (1.0 FTE), Prevention Specialist position for the Tobacco Prevention and Control Program. This is an advanced professional classification located in the Tacoma-Pierce County Health Department (TPCHD). Under the general direction of a manager, the Prevention Specialist will: Carry out population-based prevention strategies; based on known theories and successful field-tested experiences that promote the attitudes, behaviors and conditions among defined populations that enhance their health and safety. Focus specifically on Tobacco Prevention and Control activities and strategies that promote the reduction of smoking among youth and adults, prevention/initiation of smoking, and reducing second hand smoke exposure, i.e., in homes and automobiles. Participate in the Tobacco Prevention and Control work group and the Cross Cultural Collaborative of Pierce County. Promote and establish comprehensive cessation services in the county. Identify populations that have higher smoking prevalence rates and/or are harder to reach and develop strategies that will address their unique needs and challenges. Assess capacity within population groups to address issues around tobacco prevention and control. Promote policy development that nurtures and supports tobacco prevention and control efforts in the work place and public venues. Exercise discretion and independent judgment in the performance of duties, that reflects sound ethical and professional standards and enhances the operation of the Prevention Priorities Program Essential functions of the job include: Prevention Research and Analysis, Marketing and Communications, and Campaign Management and Evaluation. Prevention Research & Analysis Researches effective theories and successful experiences in altering attitudes, behaviors and conditions that help prevent the initiation and sustained use of tobacco products. Researches and analyzes literature documenting work which has had a significant impact on environmental, social, and cultural conditions and norms related to tobacco use. Compiles relevant literature and findings related to tobacco prevention and control and translates into a practical application for consideration. Utilizes computer technology to aid in document gathering, compilation and analysis. 2 community and/or department implications affecting and/or changing psychosocial behaviors and norms of public health concern. Utilizes knowledge of the principles and practices of marketing analysis and research, and advertising sources to identify potential prevention strategies, which would result in effective tobacco prevention campaigns. Marketing & Communications Utilizes knowledge of behavior change theories to design, develop and implement effective population-based tobacco prevention and control campaigns, e.g., utilizes the Community Development Model, etc. Works effectively within a work group setting to develop community sustained prevention strategies for healthier communities. Works with communities and agencies to mutually understand and build upon the communities key health issues, strengths and capacities in order to effect community-based solutions, especially as it relates to reducing the impact of tobacco use in their communities. Carries out population-based prevention strategies effectively which are dictated by known theories and successful experiences in altering attitudes, behaviors and conditions which threaten the health and safety of defined populations. Disseminates education materials through various mediums in order to gain the publics' concurrence, understanding, and cooperation. Serves as consultant for media coverage, public service announcements, community information meetings, public forums and special events for public health campaigns. Prepares news releases for distribution; receives and responds to media inquiries for public health campaigns. Interacts with a socio-economic and culturally diverse population of citizens, community-based agencies, media personnel, and departmental staff to facilitate the development of effective public health campaigns. Campaign Management & Evaluation Makes recommendations regarding feasibility and effectiveness of marketing and advertising resources. Works with Prevention Priorities management in advising and managing program budget, or portions thereof. Works with support staff to complete and process appropriate forms and documentation for fiscal requests, e.g., supply requisitions, petty cash reimbursements, travel authorization and reimbursement forms, continuing education forms, etc. May contract elements of a public health campaign requiring the preparation, solicitation, review of proposals, and recommendation for contracted services. This work will significantly impact environmental, social, and cultural conditions and norms of public health concern. 3 communities and agencies to mutually understand and build upon the communities, key health issues, strengthens and capacities in order to effect community-based solutions. This is a summary of the duties and responsibilities of this position. It is not meant to be all inclusive of tasks and responsibilities commonly found within the job classification, thus, other related activities or tasks may be assigned during the course of employment. Knowledge, Skills and Abilities Knowledge of behavior change theories and community-level interventions needed for the development and implementation of population-based tobacco prevention and control strategies and initiatives. Knowledge of the principles and practices of marketing analysis and research, and the effectiveness of advertising sources. Knowledge of mass communication principles, practices, and techniques, e.g., television, radio, newspapers, public presentations, graphics, photography, etc. Knowledge of educational principles, practices, and techniques. Knowledge of social issues, conditions and trends affecting public health, specifically in regards to tobacco prevention and control efforts. Skill in communicating orally and in writing using tact and diplomacy to gain concurrence and cooperation. Skill in planning and organizing work activities to meet established objectives. Skill in analyzing, recording, and assessing data, i.e., statistical data, marketing & educational strategies, etc. Ability to establish and maintain effective working relationships with a diverse population of citizens, media personnel, community-based agencies, and departmental staff. Ability to work independently with minimal supervision and as part of a multi-disciplinary team. Ability to adapt style, manner of presentations, and format to the requirements of the medium in which the material is to appear. Ability to design and implement effective marketing plans for public health activities. Ability to coordinate effective mass communication activities. Possession of a valid driver s license and an acceptable driver s abstract is required prior to employment. Ability to successfully pass a background investigation. Education and Experience A Master s Degree in Public Health, Education, Communications, Social Marketing or closely related field, or the equivalent combination of education, training, and experience, and two years of relevant professional-level experience which adequately illustrates the attainment of knowledge, skills, abilities and other requirements of the job listed. 4 Working Conditions & Physical Requirements Generally indoors within a controlled environment. Frequent travel required to consult with staff and community members, attend meetings, conferences, and seminars, etc. As a condition of employment, employees may be required to utilize their private vehicles in the performance of their duties, but will be reimbursed for mileage. This is a professionally exempt position under the Fair Labor Standards Act which may require working beyond the normally scheduled work week, modifying existing work schedules, or flexing hours to meet with community-based organizations, attend departmental functions, etc. Ability to communicate well enough to effectively accomplish the essential functions of the job. Vision enough to read and review detailed written reports, correspondence, etc. Selection Process Applicants that appear to be the most qualified based on an evaluation of application material and practical testing (if applicable), will be referred to the hiring authority for further evaluation and consideration. The selection process is not complete until a nine-month at-will employment period is served, during which time the person must demonstrate successful performance on the job. 5 Benefits Based on Full-Time Regular Employment Status Vacation Leave 12 days per year. Increases 1 day per year to a maximum of 30 days. Sick Leave 12 days per year. Holidays 10 regular holidays per year, plus one floating holiday if employed by Feb. 12th and one additional floating holiday if employed by June 30th. And, ½-day additional for Christmas & New Year s Eve in applicable years. Bereavement Leave Up to 4 paid days; contact Human Resources for eligibility. Life Insurance Department pays for term life coverage equal to annual salary, up to $50,000. Supplemental coverage for employee, spouse and dependents is available. Health Insurance Eligible for coverage at the first of the month following date of hire for Regular and Project positions. Dental Coverage Eligible for coverage at the first of the month following 9 months of Regular and Project positions. Long-term Disability Enrollment is voluntary and is available at group rates. Begins 1st day of month following approval of enrollment form. Retirement For employees in a Regular or Appointive status, or Temporary status of more than 180 days, the Department pays 7.56% and employee pays 6.44% of gross salary into The City of Tacoma Retirement System. Union Some classifications are subject to Union membership.
