This procedure sets out the requirements for health and safety training to meet the needs of the Force and is aimed at all members of staff. 2. Risk Assessments / Health and Safety Considerations 2.1. Under the Health and Safety at Work Act and associated legislation every employer has a legal duty to provide adequate health and safety training for staff. Police staff and officers have a duty to attend such training. 3. Procedure 3.1. Each District and Department will identify and document its health and safety training needs. They must ensure that employees attend the following Constabulary health and safety training courses including the prescribed refresher intervals Note: Courses can be run at any location required and adapted to meet individual needs. Courses require a minimum of 6 delegates, unless there is an urgent requirement for training Please contact Training Admin at Netley to book your training Health and Safety Induction Course Please note PCSOs and Student Officers are to receive a separate 3 hour induction course Staff to attend - All staff as part of the induction training course, which will include a mandatory e-learning package Duration - 2 hours Course content a. This course will form part of the induction course for all new starters and is to provide a brief introduction on the following information:
2 i) Introducing the Constabulary s Health and Safety Policy and who is responsible for health and safety in the organisation ii) iii) iv) A brief induction to the Health and Safety at Work Act including employer and employee responsibilities and the concept of risk assessment Advice and guidance on the safe use of display screens and their associated risks and how to avoid them Advice and guidance on safe manual handling techniques including a practical demonstration v) Advice and guidance on fire safety and evacuation procedures. b. The above training will be supplemented by individual full courses as set out below and as part of specialist District/Department health and safety courses Senior Management Team Health and Safety Course Staff to attend - Chief Constable, Deputy Chief Constable, Assistant Chief Constables, Police and Crime Commissioner and Directors Duration Half day Refresher training Every three years The aim is to provide senior officers and managers with an understanding of their health and safety responsibilities and identifying how a positive approach to health and safety will benefit the organisation covering the following topics: a. Review of the Health and Safety at Work Act including employer and employee responsibilities b. Criminal and Civil law c. Powers of Health and Safety Enforcement Officers, offences and fines and the hidden costs of
3 accidents d. Management of Health and Safety at Work Regulations and HSG65 Successful Health and Safety Management. e. Reporting of Injuries, Dangerous Disease and Occurrence Regulations, the legal requirement to report accidents and the force policy accident investigation, prevention and causation and costs of accidents. f. The role of the health and safety adviser and the Occupational health team in relation to the constabulary. (If available Safety Adviser or Occupational Health Practitioner to present). g. Guidance on the HSE document Striking the Balance Health and Safety Training for Managers & Supervisors Course Staff to attend - All line managers and supervisors who have responsibility for Health and Safety in their role. NOTE: Managers attending this course must attend the risk assessment course prior to attending the line managers and supervisors course Duration - one day Refresher training - every three years Course content a. The aim is to provide line managers and supervisors with general health and safety awareness and focus on management responsibilities and risk assessment, covering the following topics: Day 1 i) Identifying the benefits of a positive and proactive approach to health and safety law including criminal, civil and negligence.
4 ii) iii) iv) Roles and responsibilities of the individual, employer, health and safety adviser and the Health and Safety Executive. Understanding of health and safety structure of the Force including procedures, policies and risk assessments. Understanding the Safety Representatives role. v) Presentation by Occupational Health on Understanding the role of Occupational Health. vi) vii) viii) ix) Accident investigation, RIDDOR and the cost of accidents, injuries and ill health. Managing contractors. Fire, first aid and emergency planning. Asbestos. x) Legionella. xi) Control of substances hazardous to health Risk Assessment Training Course Staff to attend - All employees who have been delegated responsibility for carrying out risk assessments including operational risk assessments, including all Sergeants and Inspectors, District Personnel Managers, staff responsible for planning operations, Facilities Managers and staff attending the Line Managers and Supervisors Course Note: At least two employees per Station/Department Duration - Half day Refresher training - Every three years. The course is designed to help staff understand how to conduct risk assessments in both operational and non-operational
5 environments, covering the following topics: Course content a. A good understanding of the Management of Health and Safety at Work Regulations and Manual Handling Operations Regulations b. Understanding the concept of Hazard and Risk c. How to reduce risks to the lowest particle level d. Practical session on completing a risk assessment e. How to carry out a manual handling risk assessment f. How to carry out a Dynamic risk assessment Note: Only persons who have received the above training should carry out risk assessments Fire Warden Training Course Staff to attend - All employees who are designated as fire wardens. These members of staff will be required to present a fire awareness package annually to all staff in their area of responsibility Duration - Half day Refresher training - Every three years Course content a. Understanding what is required in the event of an emergency evacuation and how to use fire extinguishers. This will also include training to deliver the fire awareness training package to all staff in the fire warden s area of responsibility Fire warden criteria a. The following criteria is provided to give a guide as to the numbers and types of staff who should be classed as fire wardens and undergo fire warden
6 training: i) Numbers of staff should be based on two members of staff per floor or per large department. Several small departments could be linked together, provided they are not at either ends of a large building. The second member of staff should be available to provide cover during holidays and sickness ii) Staff that should be considered for the roll of fire warden should be based in the office, building or department during its main operational hours. If only one or two members of staff are in an office, out of the offices main operational times, cover by a fire warden would not be necessary. However, consideration would need to be given to providing cover to offices which have a large occupation on a round the clock basis, such as control rooms Asbestos Awareness Course Staff to attend - All staff who have responsibility for carrying out maintenance work on the Constabulary s property or procurement of maintenance/construction contracts including the installation and maintenance of IT systems. Also line managers who are responsible for organising building raids and searches, caretakers, Crops Officers, POLSA and FSU Duration - 2 hours Refresher training - Every three years or if an employee has breached the Constabulary Asbestos procedure Course content a. The course will cover the following topics: i) General understanding of the Control of Asbestos at Work regulations ii) iii) The health risks Exposure levels
7 iv) Types of asbestos and where it is found v) Force policy vi) vii) What to do if you discover asbestos How to deal with asbestos safely Manual Handling Training Course Staff to attend - All employees who have to carry out manual handling operations, including support staff. Please note police officers will receive manual handling training as part of their officer safety training so they should not attend this course Duration hours Refresher training - Every three years or on return to work if they have received a back injury as part of a work place accident Course content a. The course will cover the following topics: i) General guidance on the Manual Handling Operations Regulation ii) iii) iv) Manual Handling Risk Assessments How the back works and health issues relating to manual handling How to reduce manual handling and manual handling equipment v) Practical exercise on safe lifting and handling, which will cover specific work place manual handling situations Frontline Police Officer Health and Safety Training Course Dynamic Risk Assessment Training Course Staff to undertake this training - All frontline Police Officers and staff
8 Duration 20 minutes Refresher training Annually Course content a. The course will run as an e-learning package, which is mandatory for all frontline police officers. The course will cover the dynamic risk assessments Fire Extinguisher Training Course Staff to attend - Any staff who need to use fire extinguishers as part of their role Duration - 1 hour Refresher training - Every three years Course content a. The course will provide training in how to use fire extinguishers using a fire simulation unit Fire Evacuation Chair Training Course Staff to attend - Any member of staff who is required to assist disabled members of staff during an evacuation of the building. Please note that they cannot be fire wardens. They also need to be physically fit and able Duration - 1 hour Refresher training - Every three years Course content a. This course will provide training in how to use the fire evacuation chair (EVAC chair). Only staff who have been given this training can use EVAC chairs.
9 3.12. Confined Spaces Training Staff to attend all staff who are required to enter confined spaces such as Marine Unit, Search Teams, FSU, Crops Officers, Dogs and Search Teams, all frontline police officers and staff Duration 2 hours, every three years All frontline police officers and staff will undertake an elearning awareness course every three years which explains confined spaces and the Force procedure for work in confined spaces Course content a. This course will give staff an awareness of what a confined space is, the risk associated with it, the control measures required to work safely in such an area and the Force procedure for managing confined spaces Crime Scene Investigators Site Safety Training Staff to attend - All Crime Scene Investigators Duration Half a day every three years Course content a. This course will cover general safety awareness for CSIs, working at height, asbestos awareness, manual handling, biohazards, fire incidences, body handling and confined spaces Covert Teams Safety Awareness Course Staff to attend - All staff undertaking covert operations and surveillance Course duration - 2 hours every three years Course content - safe working at height awareness, bio hazards, confined spaces and dynamic risk assessment.

Dogs & Search Teams Staff to attend - All dogs and search team staff Course duration - 1 hour every 3 years Course content - body handling, ladder safety and working at height safety and confined space awareness, asbestos, bio hazards Emergency First Aid Training Staff to attend a. All warranted officers, including CID and Specials b. Probationers c. Scientific Services d. Vehicle Examiners e. Communications Technicians f. Driving Instructors g. Station Enquiry Officers h. Police Staff Investigators i. PCSOs Course duration Initial 9 hours course with a 4 hour annual refresher programme a. Course content -This will enable them to perform basic life support skills in an emergency e.g. Cardio Pulmonary Resuscitation (CPR), First Aid for the unconscious casualty and First Aid for the wounded or bleeding. It will include the following: i) State the aims and definitions of First Aid. ii) iii) Manage a First Aid Scene Assess a casualty
11 iv) Perform adult, child and infant basic life support v) Manage a choking casualty (including child and infant) vi) vii) viii) ix) Place a casualty into the recovery position Report casualty information Manage a casualty in shock Manage a casualty with chest pain x) Manage a casualty who has fainted xi) xii) xiii) Manage a casualty who is bleeding Manage a casualty who is convulsing Manage the control of infection Note: All of the above roles on starting with the Force or new to that role will undergo an Initial 9 hours course Qualified First Aiders Course Staff to attend a. First Aid Trainer/Frontline and Initial Trainers b. Public Order Trainers c. Personal Safety Trainers d. Firearms Trainers to D13 level e. Armourer HQ f. Workshop staff (2 at each site) g. Dogs/Search Instructors (2)
12 h. Custody Sergeants/Detention Officers i. Marine Unit Officers Duration of course: 3 days Course content: a. HSE regulations. b. Incident management. c. Resuscitation. d. Control of bleeding. e. Signs, symptoms and treatment of shock. f. Management of an unconscious casualty. g. Contents of a first aid box. h. Purchasing of first aid supplies. i. Transport of casualties. j. Recognitions of illness. k. Treatment of burns and scalds. l. Eye irrigation. m. Poisons. n. Simple record keeping. o. Have an understanding of the respiratory system, circulatory system and the nervous system Qualified First Aiders Requalification Course Staff to attend: a. All qualified first aiders
13 Duration: 2 days every three years Course content includes: a. Understand the respiratory and circulatory system. b. Identify and treat asphyxia. c. Learn methods of resuscitation, the treatment of an unconscious casualty and the recovery position. d. Assess blood loss and the treatment of illnesses: i.e. chest injuries, head injuries, cardiac conditions, epilepsy and diabetes. e. Correct use of bandages, slings and dressings. f. Hygiene Aids and Hepatitis precautions. g. Fractures and their treatment. h. Poisons recognise the signs and symptoms and treat. i. The causes and treatments of burns. j. Eye injuries. 4. Roles and Responsibilities 4.1. It is the responsibility of District Commanders and heads of department to carry out a training needs analysis annually based on the above, to determine which staff need to be trained. 5. Administration 5.1. All health and safety courses including aims and objectives are listed on the Training department. Once the needs analysis has been completed, names of staff that require training should be forwarded to Training Administration Department at Netley, who will organise the courses. 6. Monitoring and Evaluation 6.1. This procedure will be monitored by the Force Corporate health and safety adviser to ensure compliance with current health and safety legislation.
14 7. Review 7.1. This procedure will be reviewed every three years or if legislation requirements change or new or amended model risk assessments are produced. 8.
