1 Project Document Indonesian National Training Workshop on Development of Science Parks and Technology Business Incubators Jakarta November
2 I BACKGROUND Innovation occupies a very important place in our society. On the one hand innovation is considered as a critical factor in enhancing economic growth and competitiveness; and on the other hand innovation is considered as a crucial element for social cohesion, equality and poverty alleviation. Therefore, UNESCO has adopted the definition of innovation proposed by the OECD that innovation is the implementation of a new or significantly improved product (good or service), or process, a new marketing method, or a new organizational method in business practices, workplace organization or external relations (OECD, 2005), yet at the same time also take into consideration the importance of grassroots innovation. The latter of which is potentially an important source of innovation that can respond to unmet needs in a large portion of the population in developing countries. Therefore, UNESCO encourages both firm-based and grassroots innovation. Below are three main actions that UNESCO engages in the promotion of a culture of innovation: (i) facilitating the development of innovation systems; (ii) supporting firm based innovation and (iii) promoting grass-roots innovation. To support firm-based innovation activities, in 1993, UNESCO launched the University- Industry Science Partnership (UNISPAR) Programme. The objective of the programme is to create a synergy between research in university and productive sector. Since 2002, the Programme focuses more on supporting science parks and technology business incubators by organizing capacity building activities, providing technical assistance, establishing pilot projects, fostering regional and international networks and supporting the development of regional and international centers. The main objective of UNESCO s involvement is to develop national capacity in creating, nurturing and managing knowledge-based SMEs through the development of science parks and technology business incubators. To reach this objective, UNESCO has been conducting capacity building activities at national, regional and international levels, providing technical assistance to national governments, establishing pilot projects and supporting the creation of category 2 centres for the development of science parks and technology incubators under the auspices of UNESCO The awareness on contribution of science, technology and innovation (STI) on economic development is not new among policy makers in Indonesia. In the 70 s, the Government envisioned the industrial development, especially as part of its effort to shift from predominantly agriculture to industrialized country, a Science Based Industrial Park is planned to be developed as a part of the Science Based City in Serpong, located 30 km for Central of Jakarta. Recently, the Indonesian Government launched Master Plan of Indonesian Economic Development (known as MP3EI), in which technology contribution is acknowledged as one of major staretgy. However, a lot of works have to done in both sides of the coin: technology and economic development. Based on this common interest between UNESCO and the Indonesian Government, in 2008, under the request of the Government of Indonesia, UNESCO and the World Technopolis Association (WTA) team of experts conducted a technical assistance to establish a Broad Business Plan to develop science and technology parks in Indonesia. During the field mission, in February 2009, the team has had an opportunity to visit four potential sites where Indonesia can develop science parks: PUSPITEK, LIPI Research Centre in Cibinong, University President in Cikarang and Solo Technopark. The team of expert judged that PUSPITEK has a potential to be developed as real science park that could be use a pilot project of UNESCO and WTA in the Asia-Pacific region. The second mission was conducted one year letter to establish an action plan to transform PUSPITEK into a national science and technology park. 2
3 This training workshop, entitled Indonesian National Training Workshop on Science Parks and Technology Business Incubator Governance, is conducted as a continuation of this cooperation. This activity is conducting thank to generous grant from the Korean International Cooperation Agency (KOICA) and the World Technopolis Association. The project is implemented in close cooperation with the Coordinating Ministry for Economic Affairs, AIBI, Swiss-German University, and Ministry of Research and Technology in Indonesia. II OBJECTIVES The training workshop is looking at the all elements that are crucial in the conceptualization, planning, establishment and management science park and technology business incubator. The specific objectives of training workshop are as follows: 1. upgrading the capacity of the participants to adapt his management to be coherence with innovation economy; 2. sharing the valuable information and experience in development of science park and technology business incubator; 3. reinforcing the existing network of technology business incubator in Indonesia, including sharing of common advanced experiences for development of science park and technology business incubator. The workshop will consist of five different parts as follows: lectures by experts, participant presentations, working group discussion, panel discussion on networking on science park development and conclusion (for details please see part VIII of this document). 3
4 III INSTRUCTORS Prof. Deog-Seong Oh Dr. Yoslan Nur Jangkung Rahardjo Wisnu Sardjono Prof. Deog-Seong Oh is currently a professor of College of Engineering at Chungnam National University, Daejeon, Republic of Korea and Secretary General of World Technopolis Association (WTA), which consists of 80 member cities in 40 countries (December 2011). He has also involved in WTA as a Chairman of the Academic Committee since 1997 and has been acting the role of General Secretary Since WTA is currently doing the cooperative projects-capacity building and technical assistance-on Science City governance with UNESCO since He is a member of the UNESCO High Panel on Science for Development (HPSD). Dr Yoslan Nur is UNESCO Programme Specialist and working in the Division of Science Policy and Capacity Building. Dr Nur is responsible for several activities, including promoting culture of innovation, popularization of science; promoting South-South cooperation in science, technology and innovation (STI) and STI information support system. Within the framework of the promotion of culture of innovation, he has been conducting many activities in assisting UNESCO s member States in facilitating the creation of knowledge-based SMEs through the development of science parks and technology business incubators, including capacity building activities, technical assistance, creation of pilot projects and establishment of regional center. Fremantle WA, Australia Director of Bandung Technopark PUSPIPTEK, Ristek IV PARTICIPANTS The principal target participants of the workshop are managers of science park and technology business incubator, as well as the government officers who are dealing with knowledge-based economic development, researchers and scientist. Participants should have adequate scientific and administrative experiences in order to benefit from this customized training workshop. It is expected that participants will share their practical knowledge and their vision. The number of participants will be around 40 people, list of potential participants attached. V VENUE, DATE AND DURATION The Workshop will be convened in Jakarta on November A visit to Puspiptek, Ristek will be held by experts one day after the workshop. 4
5 VI LANGUAGE The working language will English. No simultaneous translation will be provided in other languages. Thus, invited workshop participants should have a good command of English language in order to benefit from the course. VII WORKSHOP PLAN A. Opening Ceremony a. Ambassador of the Republic of Korea to Indonesia The objective of the opening ceremony is to hear the policies and actions taken by each institution in promoting science, technology and innovation. B. Introductory Lecture by instructors Course contents and objectives: 1. Historical background of science and technology park. The objective is to give the participants a general view about development of high-tech cluster around the world. 2. Principle of science and technology park. The objective is to develop a basic understanding about notion of science park. The course should develop a capacity of participants to make a distinction between different type of high-tech clusters: incubator, science park, technology park, research park, science and technology park, technopolis, science city, regional innovation system, etc. 3. An overview about policy instruments to support the development of science park and technology business incubator; 4. Practice of science park and technology business incubator. The instructors will explain the basic infrastructures, services and business environment that science parks should provide to the tenants. They will also show three example of successful science park namely Daeodok Innopolis in Korea and technology business incubators in Australia and in Indonesia. 5. Critical factors for high-tech cluster development. To reach these objectives the following courses will be given: 1. General introduction about knowledge based economy and promoting science parks and technology business incubators Prof. Deog-Seong Oh (60 minutes); 2. Principal and practices of technology business incubator governance by Mr Phillip Kemp (60 minutes) 3. Policy instruments to support the development of science park and technology business incubators by Dr Yoslan Nur (60 minutes); 4. Korean experience in the development of technopark, case study Daedok Innopolis by Prof. Deog Seong Oh (60 minutes); 5. Worldwide, particularly Australian, experience in developing and managing technology business incubators Mr Phillip Kemp (60 minutes) 6. Presentation by Indonesian experts about experience in development of science park and technology business incubator in Indonesia. 5
6 C. Participants presentations Eight selected participants will give a short presentation of his country experience in development of science and technology park. For participants who come from country which don t have science and technology park yet could give a presentation on S&T innovation in their countries, including the plan of science parks development if any. D. Working Group Discussion The objective of the working group discussion is to develop a mutual understanding between participants and experts about issues of science parks and technology business incubators development in Indonesia and try to find out possible solutions to the problems. The experts will prepare several standard questions concerning promoting science park and technology business incubator in Indonesia will be discussed by the participants. E. Panel or Roundtable Discussion - Brief presentation on issues of development of science and technology park in Indonesia by Dr Yoslan Nur. - Question and answer on any subject related the development of science park and technology business incubator. - It will be the last opportunity for the workshop participants to clarify their understanding about lectures, case studies and working grouop discussion.
