1 ENERGY EFFICIENCY EXTENSION OF GRANTS TO ENERGY SAVING AND EFFICIENCY PROGRAMMES Una manera de hacer Europa ( A way to build Europe ) In September 2015, the Monitoring and Control Committee of the National Energy Efficiency Fund approved additional funding of 207 million for the launch of new lines of grants by the Ministry of Industry, Energy and Tourism for energy saving and efficiency programmes, as well as the expansion of the budget for existing grants for municipal street lighting and actions in industry, primarily associated with SMEs. The new lines of grants will be aimed at optimising energy efficiency both across the water cycle and on rail systems. These will sit alongside the line of grants launched in 2015, with budget of 82 million, to promote the energy-efficient renovation of buildings. These programmes, which provide direct assistance and support funding for energy saving and efficiency projects, fall firmly within the framework of the National Energy Efficiency Action Plan and allow Spain to meet its energy saving objectives derived from Energy Efficiency Directive 2012/27/EU, whilst also providing a significant boost to investment and employment. These programmes will be funded by the National Energy Efficiency Fund and may also be co-financed by the European Regional Development Fund (ERDF), within the framework of the Operational Programme for Sustainable Growth The IDAE is in the process of being designated as the Intermediate Body for the management of these funds. The programmes financed with the funds allocated for 2014 and 2015 will enable equivalent savings of 320 ktoe per year (3,720 GWh per year), which equates to the annual energy consumption of around 400,000 families. The budget has been increased due to the high volume of grant applications received, highlighting the need to ensure the continuity of this model of promoting energy saving and efficiency. 1

2 Municipal street lighting The initial 36 million budget set aside for municipal street lighting grants has now been increased by a further 29 million. The scheme provides interest free loans for street lighting renovation projects intended to bring street lighting facilities in line with the energy efficiency criteria set out in the Regulation on Energy Efficiency of Street Lighting. Industry The initial budget of 49 has been increased by an additional 66 million. This scheme promotes actions to reduce final energy consumption and CO 2 emissions through the execution of energy saving and efficiency projects in the industrial sector (both in terms of improving technology in equipment and processes, and implementing energy management systems) by covering up to 30% of the eligible cost. Transport Sector This programme will remain in force and continue to operate with a budget of 8 million. Its objective is to incentivise the creation of sustainable workplace travel plans, improvements to road transport fleet management and the organisation of efficient driving courses for professionals. Building sector The current programme, known as PAREER-CRECE, has an allocated budget of 200 million and its objective is to promote actions on any type of building to improve the energy efficiency of building façades or their heating and cooling and lighting installations, as well as the replacement of conventional power with thermal solar, biomass, aerothermal, hydrothermal or geothermal power for heating, air-conditioning and sanitary hot water systems. Energy-efficient renovation actions can range from 30,000 to 4 million. 2

3 This scheme, which is the only one of its kind to include both monetary contributions and loans, is compatible with the housing renovation grants awarded by the Ministry of Public Works and Transport through the Autonomous Communities. The Fund's Monitoring and Control Committee has also decided to approve a new line of grants for the energy-efficient renovation of buildings. This new scheme will have a budget of 82 million, which will mainly focus on comprehensive actions on buildings owned by leasing, operators or energy service companies (ESCOs) or buildings or complexes of buildings for residential or other uses that may not be covered by the current PAREER CRECE programme. Water cycle The objective of this newly approved scheme, which has been allocated a budget of 12 million, is to reduce energy consumption in the water cycle process, with a particular emphasis on desalination. Rail sector With a 13 million budget, the objective of this new scheme is to improve energy efficiency in the rail sector through the adoption of train braking energy recovery systems; energy efficiency improvements in station buildings and on outdoor lighting installations on tunnels, galleries, platforms and parking facilities; the introduction of more energy efficient technologies on signalling and barriers, etc. The beneficiaries of the scheme will include public and private companies which own rail infrastructures, facilities and rolling stock, including those of the metropolitan rail network. 4 NEW COMMUNICATION CAMPAIGN TO PROMOTE ENERGY EFFICIENCY Through the IDAE (Institute for Energy Diversification and Saving), the Ministry of Industry, Energy and Tourism (MINETUR) has launched a public communication campaign to promote energy savings and raise awareness of the lines of action and grants available for energy saving actions in different sectors. On this occasion, the IDAE has reached an agreement with actor Antonio Resines, who currently serves as President of the Spanish Film Academy, to be the visible face of the campaign, providing a fresh and dynamic approach. The campaign consists of three central pillars with one shared objective: Energy Saving and Efficiency. The messages have been developed around three central pillars: Energy-efficient renovation of existing households. Efficient driving. Energy labels and energy performance certification of buildings. These three themes have a common message shared by all the New Lines of Action and Grants that the Ministry of Industry, Energy and Tourism have developed to support Energy Saving and Efficiency in The campaign appeared throughout July in the main national media channels, with slots on TV, radio, cinema and online, as well as with items in the printed press and other media. The web portal contains all the necessary information for members of the public who wish to find out more. 4

5 NEW EDITION OF THE PRACTICAL ENERGY GUIDE The Institute for Energy Diversification and Saving (IDAE) has launched a new and improved digital edition of the Practical Energy Guide, which can be accessed via or at the specific domain This is an effective educational tool that provides members of the public with important information on all forms of Energy Saving and Efficiency. With information on a range of topics, from energy consumption in Spanish households (heating, lighting, domestic hot water, cooking, cooling, etc.), to tips on how to save energy through efficient driving to guidelines on how to save electricity and reflect it on the bill. The new Practical Energy Guide is a reference manual for everything you need to know about Energy Saving and Efficiency. Adopting the tips included in the guide can provide benefits not only in the form of family savings for users, but also for the country's economy and the environment. Examples and detailed explanations of these benefits are included in the Practical Energy Guide. 5

6 RENEWABLE ENERGY ANALYSIS OF THE POTENTIAL AND OPPORTUNITIES OF SOLAR THERMAL ENERGY INTEGRATION INTO DISTRICT NETWORKS. CONCENTRATED SOLAR ENERGY IN A HEATING & COOLING NETWORK IN JAÉN. The Spanish Institute for Diversification and Saving of Energy (IDAE) conducted a technical and economic feasibility study of the integration of concentrated solar energy into thermal applications, in particular into district heating & cooling networks. This report is a continuation of the previous study carried out by IDAE: The potential and opportunities analysis of the integration of thermal energy into heating & cooling networks. Large district heating networks in Barcelona. During the last few years, solar concentrated technology has been significantly developed due to an increase in solar power plants. Despite this development, currently in Spain there are few solar concentrated systems for thermal applications, which mainly supply heating into industrial processes or air conditioning in buildings. The use of these technologies in thermal applications represents great potential for development in our country, where the availability of direct solar irradiation is very high in some regions. The objective of this study is to spread the use of concentrated solar energy knowledge into thermal applications in general, and in particular test its viability and promote its integration into district heating & cooling networks (DHC). It has been chosen a DHC network located in the south of Spain (the province of Jaén) where the available solar direct irradiation conditions are favourable. The results obtained conclude that the integration of solar concentrated systems into SDH networks is a viable and attractive solution. Furthermore its technical and economic competitiveness has also been proven. 6

7 INTERNATIONAL COOPERATION IDAE s TWINNIG PROJECT WITH JORDAN COMES TO THE END Under the Patronage of His Excellency Dr. Ibrahim Saif, Minister of Energy and Mineral Resources of the Hashemite Kingdom of Jordan and His Excellency Mr. Andrea Matteo Fontana, Ambassador of the European Union Delegation to the Hashemite Kingdom of Jordan, the closing ceremony of the European Union Twinning Project Institution Building for the National Electric Power Company (NEPCO) in Jordan took place the 14 th December at the premises of NEPCO. The project with a budget of Euros is funded by the EU and has been implemented by the Government of Spain in a period of 27 months. Spain). The Spanish Twinning partners are: IDAE and Red Eléctrica de España. Red Eléctrica de España is the Transmission System Operator of Spain (equivalent of NEPCO in Along the last two years engineers from Spain have come to Jordan to meet with the engineers of NEPCO. More than 50 Spanish engineers, mainly from Red Eléctrica de España and IDAE visited Jordan to share the best of the European and Spanish experience in electric power with the Jordanians to solve the serious problems that Jordan is facing regarding its energy supply. Also engineers of NEPCO had the opportunity to visit some of the most important electrical installations in Europe, mainly in Spain, regarding renewable energy sources, control centres, etc getting ideas for Jordan. The project's objective has been to improve the performance, operation and maintenance of the transmission network to meet the current challenges of demand and supply, while developing the national electricity market. In addition to that, it aims to strengthen the institutional and operative capacity of NEPCO, with regards to renewable energy integration into transmission lines load management, electricity system strategic planning and management, effective use of simulators and neighbourhood interconnected capacity. The integrated approach is focusing on capacity building and international quality standards of equipment, operation and best practice based by EU-Member States. 7

8 The Jordanian Contracting Authority is the Ministry of Planning and International Cooperation of Jordan, MoPIC, through its Program Administration Office (PAO). PAO is in charge of the coordination of all the activities and the administrative management of the Support to the Action Plan Programme. The PAO has been the responsible institution for the management of this twinning project. 8
