1 1 WILLIAM CAMERON ENGINE COMPANY FIREFIGHTER-EMT JOB DESCRIPTION Job Overview Firefighter-EMTs respond to calls from the general public and government officials for emergency services including fire extinguishment, vehicle rescue, rescue, hazmat mitigation, and basic life support within the company s first-due area and in support of other area fire and ambulance companies, including ALS units, under mutual aid conditions. WCEC Firefighter-EMTs often work with persons performing similar duties as volunteers. WCEC Firefighter-EMTs perform routine and specialized maintenance of equipment and facilities, record keeping, pre-planning, and public service tasks as assigned. Additionally, Firefighter-EMTs are expected to engage in regular standards-based training, skill-development, and educational activities, including physical training and conditioning. WCEC firefighter-emts may be called upon to assist in training volunteer personnel. WCEC Firefighter-EMTs work under the command and supervision of both career and volunteer officers and administrative staff. Immediate Supervisor During assigned shifts, Firefighter-EMTs follow the direction of the Sergeant assigned to the shift or other assigned officer as operational circumstances may require. Firefighter-EMTs shall report all issues or concerns to the assigned Sergeant or the Career Assistant Chief. Directly Supervises May serve as a fire, rescue, or truck company officer as assigned or as operational circumstances require. Minimum Qualifications at Time of Employment or Advancement and Throughout Time of Employment in this Position. Documented equivalent experience and training may be substituted for various specific training classes as deemed appropriate. High School diploma or GED Pennsylvania EMT certification; National Certification Preferred CPR/AED certification Annual Blood-borne Pathogen training Valid applicable Pennsylvania driver s license including DOT provided three-year driving record Pennsylvania Emergency Vehicle Operation Course certificate (EVOC) Hazmat Level II (Operations) certification; Nationally Recognized Certification preferred National Incident Management System (NIMS) o ICS-100

2 2 o ICS-200 o ICS-700 o ICS-800 Current Pennsylvania Firefighter I certification or documented equivalent fire service experience and training; Firefighter II certification preferred; Nationally Recognized Certification preferred Pennsylvania Pump I & II Pennsylvania Basic Vehicle Rescue Technician certification; Nationally Recognized Certification preferred Pass required criminal and child abuse background checks and drug abuse testing. Pass WCEC-administered cognitive ability test. Pass WCEC-administered physical skills and agility tests. Pass a WCEC-administered EMS skills test. Note: The employee is required to maintain all certifications/documentations current as established by guidelines and law. Minimum Experience at Time of Employment or Advancement At least two continuous years experience as a Firefighter within the last three years. Preference will be given to those with at five or more years of experience and those previously employed as a firefighter. At least two continuous years experience as an EMT within the last three years. Preference will be given to those with five or more years of experience and those previously employed as an EMT. At least two years since certification as a Vehicle Rescue Technician. Preference will be given to those with five or more years of vehicle rescue experience. Required Knowledge, Abilities, and Skills Firefighter-EMT shall be familiar with and understand the laws, ordinances and codes affecting the work of Firefighter-EMTs; signs and treatments for injuries and illness as described in the Pennsylvania BLS Protocols; basic apparatus and equipment mechanics, maintenance and operations; emergency rescue procedures and practices involving fire, chemical, or other threats; firefighting principles, techniques, and principles of hydraulics applied to fire suppression; modern fire prevention and suppression methods, fire behavior, and basic chemistry; basic English grammar, spelling, punctuation and composition; basic mathematic and mechanical relationships; appropriate safety precautions and procedures. Firefighter-EMT shall have the ability to react quickly and calmly to fight fires and perform emergency medical techniques and procedures; respond quickly to changing situations under emergency pressures; perform rescues; operate, maintain, inspect and repair vehicles, apparatus, equipment, communication systems; clean and maintain fire station and grounds; assist in conducting fire inspections and school exit drills; teach classes and participate in public education demonstrations and activities; pass periodic Department re-

3 3 certifications; write comprehensive reports and maintain accurate records; establish and maintain effective relationships with those contacted in the course of work, volunteers and co-workers; learn local conditions, locations and regulations; operate computers; understand and follow oral and written directions promptly and accurately. Detailed Essential Job Duties and Responsibilities Duties of the Firefighter-EMT may include, but are not limited to, the following: Responds to medical emergencies; performs primary and secondary physical assessment of ill or injured persons; treat patients in accordance with Pennsylvania BLS Protocols and WCEC policy; operate radio-telephone equipment and communicates medical information to base hospital medical personnel and others; compile necessary reports and records; respond to and perform skilled tasks at the scenes of emergency calls and non-emergency calls; may serve as a preceptor for emergency medical technician trainees. Responds to alarms and assists in the suppression of structural, residential, commercial, industrial, chemical, petroleum, vehicle, and wild land fires; perform fire control activities and utilize strategies in the areas of victim rescue, entry, exposure tactics, ventilation, fire containment and extinguishment, and salvage work; lay and connect hose, hold nozzles and direct water streams; rise and climb ladders; ventilate burning structures; make forcible entries and evacuate occupancies. Operates a variety of apparatus, equipment, tools, devices, and vehicles including lifting, hoisting, spreading, and pulling equipment, foam and additive proportioners, fuel and oil pumps, building heating and cooling systems, cutting, boring and sawing tools, lighting, lifting and air moving equipment, appliances, elevators, fire protection and escape systems, radio equipment and meters, all types of portable fire extinguishers, pike poles, hand lines, smoke ejectors, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment. Conducts periodic inspections of condition and readiness of equipment; clean, wash, and service equipment, inspect, test, and maintain equipment and pump motors including nozzles, appliances, fittings, hydrants, fire extinguishers, hand and power tools, ropes, emergency lighting equipment, generators, rescue and first aid and related equipment. Responds to miscellaneous emergencies; including rescues, hazardous materials, flooding, and natural disasters, respond to non-emergency situations including false fire alarms, elderly assists, vehicle and residential lockouts, and other nonemergency situations. Drives and operate vehicles, apparatus, and equipment in

4 4 accordance with WCEC policy and training authorizations. Performs cleaning, salvage, and overhaul work following fires, prepare apparatus and equipment for further alarms. Participates in periodic testing of pumps, ladders, and other apparatus and equipment. Participates in fire training activities; attend continuing and advanced training sessions, which include fire fighting techniques, emergency medical care, and the proper use of all equipment and related tools. Assists in the investigation of fires; collect and preserve evidence; secure fire scene. Participates in physical training activities; aerobic and/or weight lifting routines. Assists in securing sites by directing traffic, clearing public, clearing landing zones for helicopter landing; setting up lighting and related activities. Responds to the orders and directives of incident commanders/superiors and carries out assignments per applicable practices, protocols, and guidelines established by Company policy. Assists in the maintenance of the Company s buildings and grounds; maintain inventories of apparatus, equipment, and supplies; recommend purchase of firefighting equipment, physical fitness apparatus, and station appliances, and other related equipment. Performs a variety of clerical duties including serving as station officer, maintaining property records and documentation on all job related activities, functions, apparatus, and equipment; prepare reports, forms, recommendations, and other required administrative procedures. Maintain confidentiality related to all patient information including HIPAA; maintains confidentiality related to business and other issues related to WCEC operations. In accord with Company policy, responds to complaints and requests for information from the public; engage in public information activities; conduct station tours. Perform other duties as assigned by WCEC Operational and Administrative Officers. Working Conditions Firefighting is hazardous work and those performing fire suppression,

5 5 rescue, and routine station work can be seriously injured or killed in the performance of their duties. The work of Firefighter-EMTs is physically and emotionally exhausting and often must be performed at odd hours with little or no sleep. Firefighter-EMTs must be prepared to perform required tasks wearing protective equipment (PPE) including self-contained breathing apparatus (SCBA). Work is performed in areas that are hot, wet, slippery, icy, cold, cramped, etc. Firefighters often work on and around heavy equipment that may be in motion and which subject riders and operators to vibrations for extended periods. Firefighters must often maneuver and work on ladders, sometimes at extreme heights, often using tools in awkward positions. Fire suppression activities are often carried out under extreme heat under conditions of poor visibility. Firefighters-EMTs may be exposed to toxic substances though inhalation, injection, ingestion, or absorption, and work in environments considered immediately dangerous to life and health (IDLH). When performing EMT duties, Firefighter-EMTs are at greater than average risk of physical injury resulting from need to move patients, requiring standing, kneeling, bending, and lifting, in various circumstances. Firefigher-EMTs often work in hazardous situations and are sometimes exposed to infectious pathogens such as AIDS and Hepatitis-B and toxic substances or environments. Firefighter-EMTs may be exposed to violence from intoxicated patients or patients experiencing psychological problems. The work of Firefighter-EMTs is physically and emotionally stressful and Firefighter-EMTs are at much greater risk than average of developing Post-Traumatic-Stress-Disorder or related psychological disorders. A Firefighter-EMT must report to duty properly rested and prepared to perform the required duties for the entire shift with the possibility of not having any rest time. Time and Site Requirements (Full Time) This is a full-time, non-exempt position; schedules typically follow a 24 hr on-duty/72 hour off-duty schedule on a regular rotating basis. Attendance at work is a requirement of this position and any absences must be reported according to WCEC procedures.
