1 Fluor Government Group is seeking candidates for the Afghanistan Life Support Services proposal. All work is contingent upon contract award. Responsibilities and duties include, but are not limited, to the following: Performs as a fully trained member of a firefighting crew engaged in the protection of life and property. Responds to alarms, combats fire, and rescues personnel requiring the full performance of firefighting tasks involving structures, equipment, facilities, crashed and burning aircraft, fuel, hazardous materials, Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE), Weapons of Mass Destruction (WMD) and brush fires. Responds on and off site to incidents and emergencies involving injury and illnesses, and frequently encounters situations that are life threatening. The following breakdown of responsibilities includes the estimated percentage of time personnel can expect to expend towards each of the areas of responsibility. 1. General firefighting and EMT services: 40% The firefighter serves as a fully trained member of a firefighting crew engaged in a full range of emergency services response to include: structural, aircraft, wild land, brush firefighting, emergency medical response, hazardous material, CBRNE, WMD monitoring/control and containment, technical rescue, confine space/high angle rescue/water rescue and public education campaigns etc. The position requires performing in various capacities (depending upon the installation) to include but not limited to that of hose operator, ladder man, rescue man, hydrant man and other places associated with

2 emergency services response. The firefighter operates several types of portable and fixed equipment to include deluge guns, nozzles, fans, axes, hoses, generators, atmospheric monitoring meters and several pieces of related equipment. Firefighters operate communications equipment to include UHF and intercom devices. Firefighters wear several forms of protective clothing from structural and ARFF turn-out gear to Level A/B & C chemical splash and vapor protective suits designed to shield firefighters from harmful chemical effects. Survey the hazardous material/cbrne, WMD incident to identify the materials and containers involved, and to identify and verify the presence and concentrations of hazardous material through the use of specialized monitoring equipment. Predict the likely behavior of released materials and their containers when multiple materials are involved. Assisting in establishing Hot, Warm and Cold Zones at a CBRNE, WMD and Hazardous Material site. Set up the Decontamination Corridor. Approach the point of release to plug, patch, or otherwise stop the release of a hazardous substance. Apply diluting sprays or neutralizing agent. Construct dams, underflow, dikes, or filter fence and boom deployment. Trained and proficient in toxic or dangerous materials containment and subsequent decontamination procedures. At a Hazardous Material, CBRNE, WMD incident, perform the duties of an assigned position within the local Incident Management System with special emphasis placed on firefighters maintaining constant awareness of firefighting practices and techniques associated with combating fires to include but not limited to fixed and rotary wing, missiles, highly explosive rocket propellants, aircraft, and associated aircraft fuels that are assigned assets critical to mission success. These assets pose several extra hazards to firefighting personnel such as confined spaces, large fuel quantities, and volatile cargo. In addition to the firefighting duties and responsibilities, positions at this level follow protocols in providing basic life support. The firefighter performs emergency procedures that are noninvasive. In performing these procedures, the firefighter: performs initial and on-going focused patient assessment and physical examination; Determines priority of patient care based on assessment findings; Takes records, and monitors patients baseline vital signs including temperature, blood pressure, and pulse. Manages respiratory and cardiac emergencies to include performing cardiopulmonary resuscitation (CPR), or automatic external defibrillation (AED). Controls external bleeding with direct pressure, and treats shock if indicated with pneumatic anti-shock garments; Splints and immobilizes fractures and dislocations for transport; Attempts to ascertain whether the patient has preexisting medical problems, and obtains a comprehensive drug history from the patient that includes the names, strength, and dosage of drugs taken by the patient; Assists patients in taking emergency medications for certain complaints; e.g., Nitroglycerin tablets for chest pain, Epinephrine auto-injections for allergic reactions, or Albuterol inhalers for asthma patients, under the direction of standing orders or a physician; Establishes communication with the receiving facility, providing all patient information including estimated time of arrival; Employs a variety of established emergency medical techniques, methods, and equipment to stabilize the patient for transport as soon as possible to the receiving facility; Assists in completing fire reports, EMS reports, log books, maintenance requests, purchase requests, presentations, response statistics and other division required documentation. Performs station maintenance, housekeeping and landscape details daily. 2. Operation of Equipment: 30% The firefighter drives and operates a full range of firefighting equipment to include structural 1500 gallon per minute fire engines, 3000 gallon water tender/engine, 3000 gallon aircraft rescue firefighting truck, 100 foot

3 Aerial truck, all terrain brush vehicle, large technical rescue truck and several trailers of specialize equipment. Drives and positions vehicle to best serve firefighting crews at any type of emergency incident. Determines proper water flows for fire situations encountered. use many types of portable equipment to include hoses, couplings, radios, turrets, deck guns. Additionally, firefighters are expected to: Monitor gauges, flow devices, engine indicators and initial personnel accountability. Stay prepared to provide any support to firefighting crew inside hazardous areas. Maintain constant awareness of safe driving and backing techniques while operating all equipment. Perform apparatus and equipment inspections routinely reporting any equipment deficiencies or failures to supervisor. Inspect operational readiness of fire apparatus, medic units, and various types of equipment. Performs maintenance and testing of fire extinguishing systems and portable extinguishers. 3. Training: 20% Firefighters participate in an extensive on-going training program designed and modified routinely to prepare firefighter personnel for all areas of emergency response. Firefighters train daily to re-enforce special areas of critical danger such as hazardous material response and technical rescue. Firefighter personnel must maintain constant awareness of technology changes and improvements to state of the art equipment. Firefighters design and practices pre-incident plans for all types of facilities and emergencies. Firefighters conduct classes for firefighter personnel on areas directed by supervisor or where individual firefighter may have special knowledge on a topic being addressed. Participate and conduct public education campaigns designed to elicit public awareness in fire safety. Speak to special interest groups or school groups on tours in fire stations or other locations assigned. 4. Act as Lead Firefighter: 10% Firefighters will occasionally acts as lead firefighter in charge of crew and apparatus. Firefighters will perform as communication operator on a rotational basis in the absence of regular dispatch personnel. Firefighters will participate in division self-help projects and installation activities that may not be directly related to the fire & emergency services division. Performs other duties as assigned. Qualifications: Personnel must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Must possess and maintain a valid state motor vehicle operator license of the appropriate classification or kind. Incumbent must be certified as a Firefighter I, Firefighter II, Airport Firefighter, Hazardous Materials Awareness, Hazardous Materials Operations, Hazardous Materials Technician, Apparatus Driver/Operator Aerial, Apparatus Driver/Operator ARFF, and Apparatus Driver/Operator Pumper levels. Employee must maintain current Basic Life Support for the Healthcare Provider (CPR and AED) card and valid National Registry Emergency Medical Technician - Basic license. Must pass Contractor provided pre-appointment physical and subsequent periodic medical examinations IAW NFPA 1582: Standard on Comprehensive Occupational Medical Program for Fire Departments to determine fitness for continued performance of the duties of the position. Must participate in a Fitness and Wellness Program, IAW NFPA 1583 Standard on Health-Related Fitness Programs The work of this position requires a SECRET Security clearance. The incumbent of this position will work rotating shifts between fire stations, to provide cross staffing and meet staffing requirements. Incumbent is subject to recall.

The incumbent of this position must sign DA Form 5019-R as a condition of employment and shall be subject to periodic and random urinalysis drug testing as required by AR Detection of drug usage through confirmed positive urinalysis test results may result in failure to meet the conditions necessary for continued employment in this position.
