MISSION BACKGROUND Twenty years of protracted conflict and consecutive climactic shocks, such as repeated seasonal rain failures and droughts, have left the Somali population highly food insecure and insecure due to wide displacement and an overall volatile environment. Within the Horn of Africa, Somalia was the worst affected by the 2011 drought; the worst the region has experienced in 60 years. The south centrally located regions of Jubas, Bay, Bakool and Lower Shabelle were declared famine status between July and September Today, one in three Somalis are in urgent need of humanitarian assistance, especially in the south-central region, where one in every three children is malnourished 2. Fortunately, thanks to the ongoing delivery of aid under extremely difficult conditions and the exceptional harvest at the beginning of 2012, famine conditions are no longer present in Somalia. The humanitarian situation, however, is still critical. Mortality and malnutrition rates in Somalia have improved, but remain among the highest in the world 3. Somalia s human development indicators relating to shelter and other housing matters are very poor and UN-Habitat maintains that they disguise significant disparities along regional, class and urban-rural divides 4. Baidoa, Somalia, is home to an estimated IDP population of 20,000 households living within its boundaries. IDP settlements within the town are overseen by 4 umbrella leaders and multiple camp leaders. A number of rapid assessments have been done however very little is known of the area. Objectives And Results The overall objective of the assessment is, to contribute to coordination and planning in the IDP settlements of Baidoa, Somalia. The specific objective of the assessment mission is, to provide access to key information about IDP needs and current situation to relevant clusters, their members and agencies active in Baidoa, Somalia. The results of the assessment are: 1. To collect key household data from IDP households in the Baidoa to inform future programming and/or relocation/returns 2. To map current settlement assets to help identify gaps C. INSTITUTIONAL FRAMEWORK Within the framework of the project funded by the European Commission Humanitarian Aid Department: Mapping and Information Management for Effective Humanitarian Programming in South Central Somalia, REACH has committed to conducting interagency assessments in at least 11 IDP settlements in south central Somalia. Assessment site location and tool development are closely coordinated in partnership with OCHA and relevant clusters. REACH supports the humanitarian community to promote predicable capacity to conduct rapid field-level assessments as well as better adaptation of satellite and interactive mapping technologies in its activities. This is achieved through a number of country level deployments during emergencies and the strengthening of the cluster s information management at global level. Dedicated REACH teams are available to be rapidly deployed to the field in the aftermath of emergencies in order to facilitate interagency assessments and mapping activities on behalf of the shelter cluster. Resulting information products are used to enable better planning and coordination by the cluster, and are widely disseminated. 1 NRC 2012 Horn of Africa. 3 Page 3 of 6 D. TARGET GROUP(S) SELECTION The Assessment will target IDPs in Baidoa. Particular attention will be paid to IDP land relationship, period, length and nature of displacement as well as education, WASH and other key household-level data. E. METHODOLOGY E.1. Assessment approach Interagency participation The assessment will be carried out in consultation with relevant clusters and working with staff from agencies active in Baidoa. Staff from most of the agencies active in Somalia will be trained by REACH staff and be involved in data collection for the duration of the exercise. Data Triangulation REMOTE SENSING SECONDARY DATA PRIMARY DATA Fig.2 - Data Triangulation E.2. Data Collection Methods & Tools Secondary Data: collected from external source, it will help to provide an overview of available data on Baidoa and provide indication on which data should be collected from the field. Secondary data will be collected from relevant clusters and other aid actors operating in Baidoa. Secondary Data will be used for a comprehensive desk review which will provide an overview about information gaps. It will be further used for validating remote sensing and data collected by enumerators in the field. Target Areas of Secondary Data: Baidoa, Somalia
4 Page 4 of 6 Remote Sensing: provided by UNOSAT, it goes from high resolution satellite image through comparison over time of IDPs settlements evolution. High Resolution Satellite images of the targeted area will be purchased and used for comparing field data collection results and secondary data. When available and relevant, several satellite images of a specific location will be acquired in order to track back significant changes in terms of IDP shelter coverage and expansion/reduction. Target Areas: Baidoa Output(s): Reference maps, satellite analysis of shelter locations/density over the time Primary Data Collection: focused on collecting thematic data from the field through questionnaires, direct observations and GPS readings. It will also provide additional elements for further satellite analysis. Primary Data Collection will focus on the key data that is needed to fill the information gaps. Relevant data collection tools will be designed based on the Secondary Data Review as well as cluster members feedbacks and comments. Tools for field data collection include: Household questionnaires, direct observation questionnaires and a settlement asset mapping tool. The assessment tools will be loaded onto mobile phones and an associated geo-database will be created with the data. Target Areas: Baidoa, Somalia Outputs: data collection tools, assessment database, final assessment report and fact sheet E.3. Assessment Process Secondary Data Review: The Secondary Data review (SDR) will be drafted by REACH. Relevant documents will be gathered both in Geneva and Nairobi through common sources and through relevant clusters and its members. Remote Sensing: the Area of Interest (AoI) and the type of analysis needed will be proposed by REACH. The requests for Remote Sensing analysis will be then formulated by REACH Assessment Coordinator who will link directly to UNOSAT. Satellite images procurement and analysis will be done by UNOSAT in Geneva, REACH GIS unit will be in charge to subsequently visualize and map analysis results/findings. Primary Data Collection: Three primary data collection tools; (1) a household survey questionnaire; (2) direct observation and (3) a settlement asset survey, will be drafted by the REACH team based on previous REACH assessments, Global Shelter Clusters indicators and previous assessments in Somalia. Once approved, the primary data collection will be carried out in all accessible targeted areas. All data will be collected using mobile phones and uploaded daily at the field level by the REACH assessment team for analyses to produce the fact sheet and maps. At the end of the assessment, the database will be made available to all relevant aid actors through the cluster coordinators. F. FIELD ASSESSMENT IMPLEMENTATION F.1. Primary data collection Data collection teams will be recruited from among the staff of agencies currently active in Baidoa. REACH assessment teams will be in charge of the enumerator trainings, daily briefing and de-briefing as well as data verification and consolidation.
5 Page 5 of 6 F.2. Training A four day training will be held in both Mogadishu and Baidoa for team leaders and enumerators. The Mogadishu training will be delivered by the REACH Assessment Specialist to Team Leaders only. A second, training will be delivered by the REACH Assessment Officer to enumerators and team leaders in the field. The trainings will be participatory with enumerators sharing their input on tools and techniques. Training methods include: knowledge based learning, skills based learning and awareness generation. The training is broken down into four main sections (1) project overview and objectives, (2) methodologies (3) tools, and (4) technologies. To ensure the assessments relevance, a briefing with enumerators will be held at the end of each day. Based on observations, tools and techniques may be adjusted to fit the local context. F.3. Assessment & Methodology The assessment will run for 9 days employing 30 enumerators; 5 team leaders and 25 data collectors. Enumerators will be broken into 5 teams of 1 team leader and 5 data collectors Team leaders will be responsible for all distribution/collection of mobile phones, sign-in sheets and transport to and from the field. Team leaders will be selected and overseen by the REACH assessment team. The assessment will employ a 95% confidence level and 5% confidence interval. The assessment teams will work to sample IDP HHs throughout Baidoa town. Households will be randomly sampled from each district using a common randomized household walk methodology with enumerators skipping every five houses. Enumerators: team leaders and data collectors will receive a stipend of USD/day, respectively. F.4. Data entry & Analysis The assessment will make use of the online shelter cluster platform. Data entry and analysis will be done at the end of each assessment day by the REACH assessment team. All data will be uploaded directly from the mobile phones through a secure router onto the online database. Analysis will then be done at the field and Nairobi levels. Assessment data will be guaranteed through daily assessment briefings and nightly samplings.
