BACKGROUND More than four years into the armed conflict in the Syrian Arab Republic, 13.5 million persons are in need of humanitarian assistance inside Syria, including 6.5 million internally displaced (IDPs). In addition over 4.2 million Syrians have taken refuge in the five neighboring countries: Turkey (2.1 million), Lebanon (1.1 million), Jordan (630,000), Iraq (250,000) and Egypt (130,000). The crisis has expanded into most parts of the country, and civilians across Syria are bearing the brunt of the on-going violence with rising numbers of people killed, injured, displaced or otherwise affected in their living conditions. Aid workers face dangerous and difficult situation. Conflict lines are constantly shifting. In 2015, OCHA estimates that almost half a million people remain besieged in Syria and there are at least 4.8 million people in hard-to-reach locations who do not receive regular aid distributions. For each of these locations, access must be negotiated on an ad hoc basis. The adoption in July 2014 of the UN Security Council Resolution renewed on 17 December 2014 for twelve months (UNSCR 2191)- allowing the UN/IOM to deliver humanitarian goods cross-border has open a new window of opportunity to reach populations in need of assistance and currently not covered by the operations from Damascus. At the same time, the advances made by ISIL in Iraq and Syria have increased the severity of the crisis, restricting humanitarian access to some areas, while adding complex regional dynamics to the Syria crisis. In parallel to UN s Whole of Syria (Wos) Approach, IOM has launched its internal strategic Whole of Syria planning and programming process in September IOM s strategy aims to allow the organization to utilize either regular pogramming and cross-line (from Damascus) or cross-border (from neighbouring countries) to be able to respond to sudden displacement and unmet urgent humanitarian needs. Syria emergency operations are unique in that remote management has been the predominant form of operation and is likely to continue for the duration of the conflict. IOM and other UN agencies work in a full remote management mode when it comes to cross-border operations as their staff are not authorized to cross from Turkey and Jordan into Syria thereby using implementing partners (non-governmental organizations). From Damascus, IOM works on partial remote management mode, working with Syrian organizations who conduct assessment and deliver goods, but with IOM staff often able to join local partners during distributions. 1
2 IOM teams engaged in operations inside Syria have started to develop remote management tools together with local partners but there is a need to review existing tools and strategies to ensure one coherent and robust remote management and monitoring framework exists to guide IOM s teams and partners in Syria. 2. OBJECTIVE 2. OBJECTIVE The overall objective of this consultancy is to develop a holistic management and monitoring and evaluation (M&E) system 1 for the IOM WoS Approach. The final product should improve the capacity of the Organization to monitor projects implementation in Syria, both in areas where IOM WoS staff have full access as well as in areas where IOM WoS staff have no access, and therefore work with implementing partners. The framework will be designed taking into account active areas of operations of IOM inside Syria and including practical tools and training modules to enhance the capacity of IOM WoS staff. After the consultancy, IOM staff including M&E focal points and Implementing Partners (Non-Governmental Organizations) should be able to integrate remote management and monitoring systems within their areas of operations and accurately monitor project implementation and progress. 3. TASKS TASKS In order to develop the IOM WoS remote management and M&E System, the consultancy will entail performing the following tasks: 1) Desk Review A sample of projects currently under implementation will serve as a reference for the development of the remote management and M&E system. IOM will ensure the desk review encompasses all key sectors of assistance of IOM within Syria (NFI and shelter, early-recovery, protection). In addition, the desk review will also look at existing global best practices and specific monitoring tools developed by the WoS UN system (non- IOM) and/or other International NGOs (INGOs), humanitarian partners (including donors), development agencies and others who have experience in conducting crossborder and/or cross-line operations on the ground or implementing third party monitoring. 2) Key Informant Interviews In coordination with IOM, the consultant will select the Key Informants to be interviewed. Those will include, but not limited to, IOM WoS team staff, sectoral experts, missions staff, and selected NGO partners based in Jordan, Turkey and Syria who are involved in project implementation, data collection and monitoring. In addition, IOM will facilitate: i) meetings with donors based in the region to discuss their 1 IOM uses the terminology M&E system to encompass the full package of materials monitoring framework, tools and protocols that would be required to deliver and monitor the assistance. 2
3 expectations on data collection methods and verification systems as required; and ii) meetings with key INGOs involved in cross-border operations and iii) other relevant organizations with experience in conducting cross-border and/or cross-line operations on the ground or implementing third party monitoring, also to discuss data collection methods and verification systems. 3) WoS remote management and M&E System Development One operational monitoring system which includes the framework, related monitoring tools, and SoPs/ guidelines will be developed for IOM s Whole of Syria operations staff and for IPs in charge of collecting and analyzing data. The framework should particularly look at the following sectors: Shelter and NFIs, Protection, and Early Recovery/Livelihoods. Furthermore, one section should also include specific indicators related to the monitoring of IPs and staff in remote management context. IOM WoS Information Management Officer will support the integration of newly created tools into IOM s WoS existing information management system. IOM SCC team and the sectoral experts will support with the development of the indicators. In addition, the WoS Clusters and Global Cluster indicators should be used as references. 4) Capacity Building/Trainings for IOM-M&E Staff and NGO partners Based on the identified needs, capacity building/trainings on IOM s new remote management and monitoring framework will be designed. Modules should include the PowerPoint presentations, handouts and training plan as well as the assessment tools. Modules will focus on project monitoring and results-based management for IOM-M&E Staff and NGO implementing partners working in a full or partial remote management mode. Consultant should be able to deliver the training based on the agreed-upon modules. IOM estimates the training to be 2-3 days to deliver. 5) Wrap-Up Session and final report A wrap-up Session will be held with IOM WoS team, and the steering committee to present findings and recommendations. All feedback from IOM during the wrap-up session will be incorporated into the final report. A final report, including practical recommendations, will be prepared and submitted to IOM. Final Report should include an Executive Summary and a PPT presentation. 4. MANAGEMENT AND GOVERNANCE ARRANGEMENTS S. MANAENT AND GVERNANCE ARRANGEMENTS IOM will set up a steering/reference group to oversee the overall process and review its different steps. The group will be composed by IOM Syria Crisis Coordination (SCC) 2 key team members, HQ/OIG members as required, sectoral experts and one M&E focal point from each hub (Jordan, Syria and Turkey), responsible, among the other tasks, for assisting the Consultant in setting up meetings within the respective Mission and NGO partners as well as ensuring the timely flow of information requested by the Consultant. The Consultant will meet with IOM SCC team, and M&E focal point from each selected hub of Jordan, Syria and Turkey, as well as key IOM staff as deemed necessary by IOM SCC 2 This includes both refugees and IDPs operations. IDPs operations are under the umbrella of the Whole of Syria Approach 3
4 team to pinpoint the scope of the assessment, identify the information required to achieve the results foreseen in the consultancy. IOM SCC/WoS team designates Ms. Geraldine Ansart, IOM SCC as general point of contact (GPoC) to coordinate with the Consultant throughout the duration of the consultancy. The GPoC will be responsible, among the others, for approving the work plan and ensuring the timely flow of information. 5. DELIVERABLES 5. DELIVERABL i) Inception Report: Once selected, the consultant will have 10 working days to submit a workplan/inception report comprehensive of detailed activities, timetable, inputs and resources required for its implementation for approval. Interview questionnaires and protocols should be shared and approved by the IOM GPoC. ii) Summary report of the desk review and key informant interviews concerning the IOM Whole of Syria programmes. iii) One remote management and M&E system for IOM s Whole of Syria (WoS) operations, which includes an M&E framework, new and/or revised/consolidated data collection tools, templates and protocols (SOPs/ narrative guidelines), for IOM s current sectors of assistance for WoS. iv) Training delivered (including training materials developed) targeting IOM staff and M&E focal points on IOM s new remote management and monitoring framework, including log frames design, data collection and means of verification. v) A final report that encompasses all the above listed deliverables, as well as a presentation of the methodology used, challenges encountered and possible recommendations. 6. TIMEFRAME AND CONSULTANT PROFILE Given the focus on the current emergency response, the RMMF will be undertaken over three months from 1 November 2015 to 31 January The consultancy will require travel to Jordan, Lebanon, Turkey and possibly Geneva. Experience with the Syria crisis response and/or Middle East region will be an asset. Here is the rough timeframe for the consultancy (this is an indicative work plan, interested consultants should provide more detailed proposed work plan): Month 1 Month 2 Inception report, initial report of desk review and interviews, Draft monitoring framework provided following desk review and interviews Final draft of monitoring system provided and training modules for training 4
