PROJECT SUMMARY The Cash Assistance and Recovery Support Project (CARSP) implemented by ACTED and Adeso aims to reduce community vulnerability to chronic food insecurity in Lower juba, Mudug, Sanaag and Bari regions of Somalia The project successfully targeted an estimated 11,600 households distributed by region as follows; Lower Juba - 3,600, Sanaag - 2,500, Mudug - 2,000 and Bay - 3,600. The project was funded by USAID/Food for Peace Program. To address the community livelihood recovery situation and efforts in in Lower juba, Mudug, Sanaag and Bay regions of Somalia, humanitarian assistance was needed. The Cash Assistance and Recovery Support Project (CARSP) was implemented by ACTED and Adeso as a lifesaving response through unconditional cash transfers, livelihood skills training and provision of livelihood inputs to vulnerable community households to support increased access to food and non food items in the context of recovery from famine and drought in the north east and South Central Somalia. The project reached the most vulnerable community members with unconditional cash transfers. In addition, the farmers and agro-pastoralists were supported with farm tools, storage equipment and seeds suitable for use in their respective agro-ecological zones while the pastoralists were supported with milking equipment, special feed for their livestock, mineral supplements and forage. The vulnerability criteria used to select the target beneficiaries included households identified as having a poor average food consumption score Index (CSI) and households identified as having employed negative coping mechanisms in the last 7 days. The project deliberately targeted women headed households, elderly, disabled or child headed (structurally vulnerable) households and emphasized interventions specific to women as an integral part of the project strategy since previous experience had proven that targeting

2 women assisted the entire household and particularly children more than targeting men. The project intervention strategy was three pronged. First, it employed the Inclusive Community Based Targeting (ICBT) methodology which engages the targeted community to ensure fair representation and public auditing of the beneficiary selection process. ICBT has been used by Adeso and ACTED including other humanitarian agencies in the Somalia context extensively and successfully in previous interventions. The ICBT process includes community mobilization, community-based selection of beneficiaries, public verification and validation of the beneficiary list and establishing a Village Relief Committee (VRC) to ensure full community participation. Second, the project design and delivery process was sensitive to the needs of the most vulnerable groups in terms of access, gender inclusion and safety and security thus ensured the VRC is created through open nomination and selection by community members, ensuring representation of all sectors and interest groups. Third, Adeso and ACTED have an established beneficiary response mechanism to get feedback from the disadvantaged groups, such as children, women, people with disabilities, and the elderly. The monthly monitoring process included collection and disaggregation of beneficiary numbers by age, sex and disability, to monitor whether the expected proportion of each target group was included among those accessing support. PURPOSE AND SCOPE OF THE ASSIGNMENT The project monitoring and evaluation reports have demonstrated that the intervention has had different outcomes on targeted beneficiaries and on the local economy. Some of the key outcomes at the household level include; increase in household spending, changes in food consumption patterns and expenditure on food, changes in coping strategies, changes in household income and debt levels, and reduced beneficiary migration. This final evaluation of the project will provide an opportunity to determine whether livelihood support provided a viable and effective means of addressing recovery efforts, chronic widespread household food insecurity in an extremely volatile context of South Central and North Eastern Somalia. The outcomes and findings of the assessment will be useful to measure the impact of the cash based response and skills development in the project areas and to help in developing future programmes. The assessment will also help in providing insights into livelihood opportunities programming strengthened in the course of the intervention and help ACTED and Adeso refine the ICBT (Inclusive Community Based Targeting) criteria employed in this project. The CARSP final evaluation will also help determine the outcomes realized on project area market invigoration and establish whether the project s intervention increased or reduced the capacity of the market to absorb new commodities and services. Specifically, the evaluation will focus on food security indicators that have been measured throughout the intervention period with a view to establish market systems for agricultural products and the absorption capacity for various skills, particularly the level of market integration and access. The final evaluation on the markets and outcome results to be undertaken will include: 2

3 An analysis of the current situation, market opportunities, gaps, vulnerabilities and challenges to be addressed in regards to the benchmarks and targets set during the project inception. An analysis of the current market capacity in relation to its level during the project baseline focusing on agriculture and skills trainings provided including but not limited to an analysis of end of project - community purchasing patterns, transportation and distribution networks, seed and tool systems, market absorption capacity of vocational skills and other livelihood products. An assessment of the current (end of project) market drivers and their role in creating enabling conditions for the different livelihood groups, covering contextual factors, identifying the gaps to be addressed; and determining if the market drivers are different or have changed from those realized at the project baseline. An analysis of the current value chains that have economic potential in both domestic and international markets taking into account any differences or changes realized form value chain systems during the baseline. Recommendations for the next phase programmatic approaches to address the immediate priorities with regards to strengthening and expanding livelihood opportunities and systems. OBJECTIVE OF THE ASSIGNMENT To assess the outcomes including any impacts of the CARSP project interventions. To assess the efficiency and effectiveness of the whole project processes to which needs assessment, response analysis, intervention strategies, research, accountability, monitoring and evaluation were met considering level of appropriateness. To analyze and assess the impacts of the unconditional cash intervention, skills training and livelihood inputs provision in project areas and document differences in existing practices in relation to rural - urban areas and the differences in accessibility as well as review of emerging trends. To analyze and document lessons learnt and best practices in the CARSP project, the practices in the project areas and among beneficiaries in relation to targeting criteria, seasonality, security, gender relations, copying strategies and impact of program on local credit systems. 3

4 The specific areas of focus and overall evaluation questions includes; Focus area and evaluation questions Description Relevance 1. What was the overall theory of change for the project? Has it been effective in bringing about lasting change? Were there any gaps? Was the project design relevant and implementation justified and in what ways? 2. What has been the most effective methodologies and approaches the project used to bring about changes to people s lives? What has worked and what has not? What lessons have been learned? Whom have they been shared with? 3. Are those changes relevant to people s needs? Effectiveness and Efficiency 1. Has the programme performed against its targets? Which targets were met and which ones were not and why? 2. How effective have the project s management, monitoring, learning, and financial systems been? Introspection/synopsis of the agreed results framework over the lifespan of the project, and any agreed changes to it. It goes further to assess the theory of change vis a vis key indicators and targets to assess magnitude of positive or negative change. Factors that contributed to the status quo of the results framework are thus assessed to support findings. Based on the key programming elements of the programme, explore methods and facets that yielded results and changed people s lives. Through a synopsis of the critical path of the programme, which intuitively explores critical success elements. Based on the log frame and compares specific indicator targets vis a vis set targets at output level. As a consequence of the outputs, certain outcomes occur. Outcomes are higher level results and the baseline will help provide status quo data for certain outcomes as applicable. Both positive and negative consequences of the project will explored Reflection and comparison of the status quo of beneficiaries prior and after the intervention given the prevailing circumstances. If there have been changes in their circumstances, in what has the project been able to adapt. This is based on the log frame and compares specific indicator targets vis a vis set targets at output level. This gauges the extent to which systems embedded to support the project have performed i.e. how the systems have allowed the project to succeed. This is meant to assess the extent to which the various models of operation of the organizations support or constrain effective program implementation. 4

5 3. How has the type of project helped or hindered the delivery of lasting change? This explores the options available at organizational level either through policy or chance to curtail costs, and build efficiencies e.g. policies on bulk procurements, tendering etc. Has the project been cost-effective? Impact 1. What are the lasting positive and negative changes produced by the project, intended and unintended? 2. What actual difference has the project made to the consortium development process? Consortium Management 1. How have the relationship between partners throughout the relationship chain helped or hindered the delivery of change? To assess the project s achievements according to the log frame and provide evidence to what extent expected objectives and results have been attained. Provide an opinion on the sustainability and quality of the actions carried out over the project period to address gaps identified in the project proposal as well as in the internal routine monitoring. This explores the nature and relations of the consortium, functionality of management committees in Nairobi and field level (VRCs), interaction platforms with a systems and performance management lens Sustainability 1. Are the changes likely to be sustainable in the long term? 2. Have there been changes to policies, practice, attitudes of decision and policy makers to benefit the project s target groups? Cross cutting themes 1. The extent to which gender has been successfully mainstreamed in the programme To explore the extent to which systems have been put in place and services will continue to be used by beneficiaries e.g. setting of community level structures with fund raising strategies i.e. IGA grants etc. This will reflect on any major policy changes initiated as a result of the influence of the project e.g. through participation in country level technical working groups etc. Interviews with beneficiaries will also help gauge level of change in practice and decision making This assesses the extent to which activities are sensitive of the needs of men and women, and how they are tailor made to address the needs of these different groups given their sociocultural differences e.g. time of trainings etc. It also assesses how the program is sensitive of the needs of vulnerable groups such as the elderly and children heading households. 5

6 2. The value individual partners have added This explores the technical, management, monitoring and evaluation or any other key elements that have contributed positively to the consortium and achievement of results. 6

7 METHODOLOGY The final evaluation will be conducted by an external consultant who will determine the methodology and selection of individuals to be interviewed. In this regard the consultant shall provide ACTED and Adeso with an inception report, containing an overview of their understanding of the assignment, time schedule, planned activities, suggested methods and potential interviewees as well as preliminary results to be reviewed and approved by the ACTED and Adeso project managers. In order to provide a comprehensive analysis of the project it is expected that the consultant will use a balanced range of qualitative and quantitative methods which includes but not limited to the below list; Desk Review Review of existing secondary information and reports relevant to the project will be done. This will provide an analysis and discussion of facts and data within the assignment context. The literature will include among others Project proposal, Project Log frame; Cash guidelines and other relevant literature as will be found necessary by the consultant. Survey Design With the facilitation of ACTED and Adeso CARSP M&E focal points, develop a participatory design where the main project stakeholders will be involved to give their input and views in the evaluation process. The data collection tools to be used should capture crosscutting issues particularly gender and accountability, to the extent possible. The tools developed will be pre-tested to ensure that enumerators and the study population alike have the same understanding of the evaluation topics, and revised based on identified shortcomings. This also includes translation of the study tools into Somali language where necessary. Sampling Plan The project target areas have been clustered geographically into four regions (Lower Juba, Sanaag, Mudug and Bay) which the survey is expected to observe. Samples should be drawn from each of the districts in proportion with the size of the population through use of the Proportional Probability to Size (PPS) sampling technique. As highlighted previously, the qualitative study will use participatory assessment tools such as focus group discussions (FGD s), key informant interview guides (KII s) to both stakeholders and non-stakeholders. Data Collection and Analysis Field data collection will be implemented by enumerators selected from regions of origin and supervised by the consultant. This will give the exercise the credibility it requires for wider acceptance of the survey findings by the community. It is proposed that Statistical Package for Social Sciences (SPSS) be used to enter and analyze data. However, the consultant will decide which statistical software to use for data analysis and provide human resource to undertake the data analysis. A data mask will be developed for entering the completed questionnaires after finalization, following pre-testing. Enumerators will be contracted and trained by the consultant on how to collect and analyze data in the field to build capacity at that level. A combined analysis will be done for the collected data to allow program level conclusions to be drawn. Analysis of the collected data to be done in comparison by region, district and village where necessary, and 7

8 correlation to be undertaken to determine relationships between objective variables. Presentation of survey findings The consultant will be responsible for writing and presenting the survey report working closely with ACTED and Adeso team. The report will document findings and provide a benchmark for measuring outcomes of Project interventions. Deliverables 1. Inception Report to be reviewed by ACTED and Adeso project teams: includes initial work plan and proposal for the final evaluation assessment outlining the proposed methodology, survey tools, process of data collection and analysis as well as final set of data-collection tools for all indicators in the log frame and the budget. 2. Draft report of the final evaluation survey for the feedback and comments from Adeso and ACTED Project staff 3. Presentation on the main findings of the final evaluation assessment at field level involving project teams, community representatives and local authorities. 4. Final report (three hard copies and a soft copy on CD ROM) in English not exceeding a length of 40 pages (excluding annexes) which includes: a. Summary; b. Introduction; c. Methodology; d. Findings of the final evaluation study. Final evaluation information per indicator shall be presented; e. Conclusions and recommendations as per the program s outcomes, outputs, activities, and indicators; f. Electronic annexes with the site-by-site raw data used for the analysis. 5. Summary version of the final report to be shared with project communities. 6. Raw data summaries used. CONSULTANCY PERIOD The consultancy will be for 45 days including the travel days. QUALIFICATION PROFILE Postgraduate degree in a food security or livelihood related field. At least three years of hands on experience in conducting final evaluation surveys and livelihood 8

9 and cash intervention programming. Strong background in monitoring and evaluation techniques. Familiar with the livelihood context in Somalia. Experience in developing and implementing gender sensitive final evaluation methodologies in livelihood and cash intervention frameworks. Ability to analyze complex livelihood systems. Good knowledge and experience in survey design, implementation of surveys and statistical data analysis. Knowledge of Somali people, culture and the Somali political dynamics an advantage. Previous experience doing similar assignment with Adeso or ACTED is an added advantage.
