1 Terms of Reference (TOR) for Consulting Services on "Food Consumption and Nutrition Survey of Nepal" 1. Background Contract ID No. MOAD/CS/QCBS-01 Food Consumption Survey provides data on nutrient intake and nutritional status of general population and the causes of nutrition deficiency diseases. A healthy diet is prerequisite for healthy living as health of an individual is influenced by diet and the person's body weight, body fat content, lifestyle and physical activity. In Nepal, Nepal Rastra Bank conducted household survey for the first time in Food Consumption Survey was first done in 1975/76 with the help of Centre for Disease Control (CDC), Atlanta. In 2001/02, Food Consumption Survey was done by Marketing Development Directorate under Agriculture Ministry. The coverage of the survey was not extensive. The National Demographic Health Survey done at the interval of every ten years provides data on anthropometry and infant and young child feeding practices. However, it does not cover the eating pattern of the population. Likewise, Central Bureau of Statistics, the National Authority for data collection, generates data on spending on food at household level in National Living Standard Survey. This data gives idea about how much money is being spent on food. Time and again, few Food Consumption Surveys have been done by research institutions and other in particular location. However, a nationwide survey has not been done so far. Hence evidence based data is lacking to plan interventions related to public health and food education. This survey is expected to help policy makers to plan public health interventions to reduce risk of nutrition related diseases, design food safety policy and develop quantitative food based dietary guidelines. Likewise, the evidences generated would help researchers and academicians for new product development and promotion based on consumption behavior. 2. Problem statement Food consumption is the major determinate of nutritional status of people. Better statistics leads to better policy, better plan and better outcomes. Different agencies are involved in data collection related to food consumption. Nepal does not have its own recommended daily allowance (RDA), we are using Indian RDA. There is urgent need of timely, reliable, quality and national driving base line data for the per capita food consumption of various food groups and calorie intake from such food groups, covering different indicators. Survey which is going to gather information on food consumption and nutrition situation will be helpful for the preparation of our own RDA and other purposes. Output of this survey will be useful for
2 planning, programming, implementation, monitoring and evaluation related to food and nutrition security. 3.Brief description of the program Current program is related to Government program under the heading of Dirgakalin Krisi Yojana Anugaman Tatha Samanoya Karykram. It is under the Budget sub title no /4. Name of the program is Study Survey on Food Consumption and Nutrition Situation 4. Objective of the survey The overall objective of Food Consumption Survey is to generate evidence based data on food consumption pattern and nutritional status of the population and identify the support mechanism. The specific objectives include: To analyze per capita food consumption pattern of various food groups at regional level in one season. To identify the current dietary practices of the household i.e. level of calorie intake, protein (animal and plant source), vitamins and minerals consumption pattern. To identify food coping mechanism in the time of crises. To identify the factors influencing the dietary pattern (including food taboo). To identify the quantity of major foods used for non food purpose (alcohol, feed) and food loss. 5. Scope of the work 1. The consultancy will be based on review of relevant literature and documents, technical consultations with MOAD district Agriculture offices and other stakeholders: 2. Technical discussions with MOAD and various regional level, district level and central level offices and their relevant stakeholders; 3. The consulting firm will required to work in close coordination with the MOAD and ensure a high level quality in all the output of this consulting service. The scope of the consulting firm is given below but not is limited to: Conduct a review of secondary information and submit an inception report, including a detail documentation of a government policies and strategies related to food consumption and nutrition and conduct technical discussion with the key stakeholders; Develop framework for specific indicators to be measured for achieving the specific objectives;
3 Design the survey methodologies and instruments (sampling structured, households, individuals, focus group); Prepare and submit an inception report, including a detail work plan with time lines, outputs and description of quality assurance measures; Modify survey strategy, survey tools questionnaire and Focus Group discussion, Check list and other requirements and finalize; Develop manuals on the process and use of the survey instruments; Identify and train experienced field staff/enumerators; Conduct survey of targeted respondents, households, key informants, stakeholders and focus groups; Conduct analysis on the findings and submit draft report; Organize and/or participate in feedback meetings as advised by the MOAD to receive feedback on the draft report. Incorporate the feedback and make revisions to the report as needed; Prepare and submit the final report, along with all associated materials. 6. Expected outputs and deliverables Expected outputs 1. The survey would provide broad knowledge base on food intake of people in general. In particular, it would generate data on: food consumption pattern, food consumption score and household dietary diversity score, calorie intake, protein (animal and plant source) intake, vitamins and mineral intake, estimate consumption per capita per annum of each food items at the household level, estimate nutritional status with indicators on existing consumption level at the surveyed areas, coping strategy and pattern. 2. It would also generate qualitative information on different factors (economic, sociocultural factors) affecting dietary intake. Expected deliverables The expected deliverables are:

Inception report and work plan (with detailed timeline and including results of desk review as well as draft versions of the framework for survey instruments and methodology): Within 2 weeks from the date of. 2. Revised inception report with finalized survey instruments and methodology (including results of trials and consultations): Within 4 weeks from the date of. 3. Operational plan for the surveys - (including manuals) and data management system in place: Within 5 weeks from the date of. 4. Surveys conducted: Within 9 weeks from the date of. 5. Draft report, including the following: Within 13 weeks from the date of contract signing a. Background and contextual information b. Description of framework, indices, methodology c. Analysis and findings of surveys 6. Feedback from key stakeholders: Within 14 weeks from the date of. 7. Final report (and all associated materials such as raw data, data formats, maps, photos etc.): Within 16 weeks from the date of. Briefings, Monthly progress reports and field report on key tasks to MOAD. 7. Study area and methodology The study will be carried out in Central Development Region. The primary sampling unit will be 52 wards. Twenty household will be selected in each ward. The total sample size of this survey will be 1040 households. Approach: 24 hrs Direct weighing method or 24 hours recall method. 8. Consultant's Qualification The Consulting firm should able to demonstrate a best capability to handle the assignment solely or in joint venture in relation to the human resource, and past track record in developing and conducting baseline studies, endline studies, evaluation etc. for both qualitative and quantitative type of data/information with demonstrated high skills in data collection, database management, data analysis and reporting for various levels of clients. The Consulting firm should have extensive knowledge and experience in conducting various types of household survey, focus group discussion, key informants interview, impact evaluation and handling similar type of data/information source. The Consulting firm should have experience in managing and coordinating evaluation/research exercises, delivering agreed outputs on time and on budget. The Consulting firm should have experience in data collection and analysis using participatory methodologies.
5 9. Team Composition and Experience: Team leader, with Master degree prefer PhD degree. The expert required are Agri-economist, Statistician, Food and Nutrition Expert, Livestock officer/ Veterinarian, including field staff and enumerator. The experts should have at least master degree qualification; field staff (enumerator) should have bachelor level and related experience in their field. Experience required are as follows: Experts 1. At least 5 years of specific experience after master s degree is desirable. Have experience in livestock. Have experience in household survey with analytical ability for both qualitative and quantitative data/information. Have experience of managing baseline/impact studies in the capacity of Livestock officer/ Veterinarian at least in 2 project. At least 5 years of specific experience after master s degree is desirable. Have experience of working in household survey, sampling design, data management, analysis and report writing etc. Have experience of conducting baseline/impact studies in the capacity of statistician at least in 2 project. At least 5 years of specific experience after master s degree is desirable. Have experience of working in Nutrition Have experience in household survey with analytical ability of both qualitative and quantitative data/information. Have experience of conducting

The consulting firm shall depute field staff and qualified and experienced enumerator as required. It is expected that field staff and enumerators will be hired and training will be conducted to ensure common understanding of the survey instrument and its specifics as well as on the behavior and responsibility of field staff, ensuring quality of data. 10. Time frame of the assignment The designated study period for this assignment is expected to be accomplished within four s from the date of. The consulting firm is required to develop the work schedule reflecting the tasks of each of the study experts/members to meet the target. The consulting firm is required to strictly follow the timeline and go ahead into next milestone only after obtaining the approval from MoAD. 11. Reporting SL. 7 1 st payment: 20 (twenty) percent of the contact price shall be paid upon submission of revised inception report with finalized survey instruments and methodology (including results of trials and consultations) and acceptance by the Client. 2 nd payment: 40 (forty) percent of the contact price shall be paid upon submission of draft report on survey and acceptance by the Client. Final payment: 40 (forty) percent of the contact price shall be paid upon submission of final report including all comment and suggestions and acceptance by the client. 13. Facilities to be provided by the Client The client will supply available previous study reports/ documents to the consulting firm. The consulting firm is required to manage all the survey arrangements in their own office premises with sufficient logistics, staff and infrastructure. No cost for such arrangements shall be borne by the client. 14. Selection Method The consulting firm shall be selected under Quality and Cost Based Selection (QCBS) methods set forth in the Public Procurement Act, 2007 and Public Procurement Regulations, Maximum 6 firms shall be shortlisted based on the firm s qualification and experience and only to those shortlisted firms shall be requested to submit their technical and financial proposal.
