11 Runway Overview

12 Runways 28L/R are primarily used for landing aircraft 28R 28L

13 Runways 1L/R are primarily used for departing aircraft 1L 1R

14 Runway Safety Areas (RSA) Safety zone surrounding each runway Designed to safely slow an aircraft in the event of an undershoot, overrun, or other runway excursion

15 FAA Mandate Runway Safety Areas (RSAs) More than 40 airports around the U.S. are required to complete RSA upgrades and construction Congressional mandate requires all airports to complete RSAs by 2015 SFO has already completed RSA upgrades to runways 28L, 28R Final phase of RSA construction planned for summer 2014

16 Construction phases Completed RSAs on Runways 28L and 28R feature extended thresholds RSAs on Runways 1L and 1R will be built with Engineered Materials Arresting System (EMAS)

18 Runway closure options Install EMAS one runway at a time Analysis indicated this option would cause more flight delays Install EMAS on each end in phases; retain partial use of runways Requires at least 6 months to complete Flights operate over construction site Only 40% of departing flights can use shortened runways

19 Runway closure options Install EMAS on both ends simultaneously; close runways Safest, most efficient option Requires 3-4 months to complete All flights use Runways 28L and 28R

20 Dual runway closure option Construction planned from May 17, 2014 through September 2014 Preparatory construction work already complete Construction will be 24/7 to take advantage of favorable weather

21 Operating on 28L/R only Not a new procedure at SFO Occurs regularly due to wind conditions In use over 100 days in 2013 Familiar process for Air Traffic Controllers

22 Delay impact Arriving flights are given priority Arrival delays not anticipated in good weather Departure capacity will be reduced by the runway closures Departure delays are possible during peak demand periods

24 Departure Management System (DMS) Used at JFK airport to reduce delays Assigns each flight a departure time Reduces time passengers waiting onboard aircraft At the gate During taxi Process allows airlines to use less jet fuel

25 Mitigation efforts FAA provided review of airline flight schedules Airlines, FAA, and other stakeholders consulted to manage schedules to minimize delays Closely Spaced Parallel Runway (CSPR) approach procedure allows for more efficient use of parallel runways

26 Key points Safety is our #1 priority; RSAs improve the margin of safety Expanding the runways was not an option, so RSAs need to be implemented within the Airport s current footprint In good weather, arrival delays are not anticipated Departure delays will be mitigated by the use of the Departure Management System SFO will remain most convenient airport for majority of Bay Area travelers through construction phase
