1 DEPARTMENT of PUBLIC WORKS CALL FOR ARTISTS REQUEST FOR QUALIFICATIONS (RFQ) PROJECT: WATER BUREAU ADMINISTRATION BUILDING I. Project Intent The City of Lancaster, PA, seeks to commission an artwork to be permanently installed in the lobby of the new Water Bureau Administration Building, 150 Pitney Road, Lancaster, PA, This artwork should: Be a showpiece within the glass walled lobby Reflect the nature of the work done by the Public Works Water Bureau Inspire visitors and employees to consider the significance of their work and the value of clean water to our community Artists with experience working with re-purposed plumbing materials, aerial suspended sculpture and sitespecific installations are encouraged to apply. Artists concerned with one or more of the following themes are encouraged to apply: environmental issues, water conservation, interactive artwork, repurposed materials and artwork with an on-going data component. While the main sculptural component of the work will be installed in the interior of the glass walled lobby, artist are encouraged to consider a way to connect this work to the exterior of the building or a web-presence, if there is a data component to the work. The artwork must be durable, low maintenance, and appropriate to the location. The artist should take into consideration the light, both natural and electric, and temperature control when designing the artwork. II. Budget The budget for this project is $50,000. The budget includes all costs associated with the project including, but not limited to: artist s design fee, travel, materials, fabrication costs, documentation, and transportation and installation of the work. There will be some installation assistance available from the General Contractor. III. Eligibility This Public Art commission is open to all professional artists, artisans, and designers, or a team thereof,

2 capable of designing the piece, arranging the fabrication, and working with the general contractor and the City of Lancaster to install the final artwork. There are no geographic limitations, however the City cannot provide transportation or housing. Applicants must be 18 years or older. The artist shall include this clause in all sub-contracts and agree not to discriminate in the selection of sub-consultants and sub-contractors. IV. Timeline Nov. 17, 2016 Nov Nov. 28 Dec 2016 Oct Nov RFQ Application Deadline, 4 p.m. EST Artist Selection Panel meets to review material and choose finalists Finalists interviewed Project Awarded Tentative date for completion of Artwork Anticipated completion of building construction and installation of art. V. How to Apply Artists interested in this project must prepare and submit the following: 1. Letter of Interest. The letter should explain the artist s interest in the project, their approach to public art, and relevant experience. 2. Current Resume. If submitting as a team, a current resume should be submitted for each team member. 3. Work Sample Images. A maximum of 20 digital images of relevant work submitted in a multipage PDF. 4. Annotated List. This list will support the work sample images and should include: description, budget, materials, location, client or commissioning organization and any other relevant project information. 5. References. A list of at least three professional references that have an intimate knowledge of the applicant s work and working methods. The list must include complete addresses and telephone numbers. 6. Optional. The artist may include up to three selections of support materials such as reviews, news articles, and other related information. Artists interested in being considered should submit complete application via in PDF format to Heidi Leitzke, Public Art Manager, City of Lancaster, hleitzke@cityoflancsterpa.com The Public Art Manager will a receipt of the RFQ to the artist. Deadline: November 17, 2016, received by 4:00 p.m. Eastern Time Zone. Artists will be notified upon receipt of their qualifications being submitted and again, once the artist has been selected, December, 2016.

3 INFO SESSION EVENT The City of Lancaster, Office of Public Art will host an info session on Wednesday October 12, 6-7 p.m. This session is designed for local and regional artists who are interested in applying for the project. Heidi Leitzke, Public Art Manager, will present the details of the RFQ and application process. The info session will include a Q&A time, during which artists may ask questions related to the project and the application submission process. Info session will take place in the Commission Room, on the first floor of the City Hall Annex, entrance on Marion Street. VI. Selection Process Submissions that arrive on or before the due date and meet all of the application requirements, as judged solely by the Project Planning Committee, will be reviewed. One artist will be selected by the Project Planning Committee. The artist selected will be required to submit a proposal that will be publicly displayed. Qualifications will be judged on creativity, artistic merit, conceptual innovation, design, and compatibility with the Water Bureau Administration Building project. The selection criteria used by the Project Planning Committee to screen the applicants includes, but is not limited to: A developed and consistent body of work Artistic merit and superior caliber craftsmanship as evidenced by visual documentation Demonstrates an understanding of artwork as showpiece welcoming visitors, employees and contractors to an administrative building. VII. Site Information Construction of the Water Bureau Administration Building is scheduled to begin fall 2016 and conclude in fall The site of the Building is surrounded by mature pine trees. The property is adjacent to the Water Treatment Plant, located on the Conestoga River and Conestoga Pines Park, a public park and swimming pool. The large glass wall in the lobby is 22 high and approx. 20 wide. The selected artist will visit the site, meet Water Bureau staff, learn about the work that takes places at the site, water purification processes, and review architectural plans for the building. This, along with other research will guide the direction of the artwork.
