2 City of Red Wing REQUEST FOR QUALIFICATIONS Levee Park - Riverboat & Transient Boat Dockage, Park and Promenade Improvements Professional Services RFQ Release Date: November 2, 2015 Statement of Qualifications Due Date: November 23, GENERAL INFORMATION 1.1 Purpose of this Request for Qualifications The City of Red Wing (the city), through this Request for Qualifications (RFQ), is seeking a qualified consultant services firm to provide public involvement coordination, preliminary and final project design documents, permitting, advertising, bidding and construction management services. The services required are related to the city s proposed development of commercial riverboat and transient, recreational boat dockage on the Mississippi River at Levee Park. In addition, the city is proposing improvements to the riverfront promenade and general enhancements to Levee Park. 1.2 Background Information Adequate boat dockage installation and general improvements to the levee wall and the promenade at Levee Park have been identified as needed critical projects in several city action plans that are adopted as part of the City s Comprehensive Plan. Safe and easily accessible transient dockage for recreational boaters and riverboat cruise passengers at a downtown location is an identified, specific action to connect seasonal tourists with area businesses and area attractions. The city has ongoing, long-term relationships with the Mississippi River riverboat cruise lines. Both the American Queen Steamboat Company and the American Cruise Ship Lines have made Red Wing a port of call on their Upper Mississippi River cruise itineraries for many years. The American Queen, the Queen of the Mississippi, and the American Eagle paddle wheelers all make multiple stops at Red Wing annually. In February 2015, Viking River Cruise Lines announced its entry into the Upper Mississippi River riverboat touring market and named Red Wing as a Minnesota port of call. Viking s inaugural riverboat excursion touring season is expected to launch in July The city anticipates the three riverboat cruise lines will make multiple port stops at Levee Park during the 2017 riverboat cruise season (July October). It s possible that, on occasion, up to three riverboats may need access to dockage at the riverfront of Levee Park during the same time period. The Viking Cruise riverboats are anticipated to be 413 feet in length with a 63-foot beam with capacity for 335 passengers. The American Queen Steamboat Company s American Queen Riverboat is currently the largest riverboat that docks in Red Wing, being 418 feet in length with an 89-foot beam. 2

3 Levee Park is an important fixture of the historic river town nature of Red Wing. The park is included within, and acts as the riverfront gateway to, Red Wing s National Register of Historic Places Historic Civic Mall District. Inspired by the City Beautiful Movement of the early 20th century, Levee Park was established in 1903 with improvements completed in 1906 with the cooperation of the railroad. The park is a passively used park that consists of trails, large trees, benches, picnic benches, historical monuments, public art, informational kiosk, and waterfront views of the Mississippi River. Historically, Levee Park has served as the riverboat landing area which continues to this day. In addition, transient recreational boaters utilize the current waterfront dockage to visit the downtown area and the city. This project is a component of the city s River Town Renaissance initiative to revitalize the city s riverfront. In 2014, the Red Wing Port Authority successfully applied for and received partial funding ($800,000) from the 2014 Minnesota Port Development Assistance Program (PDAP) administered by Minnesota Department of Transportation (MnDOT) matched with $203,000 in local funding. In September of 2105, the Red Wing Port Authority applied for additional PDAP program funding ($800,000) for the project to be matched with $200,000 in local funds. The Red Wing Port Authority expects to know the outcome of that application by December In addition, the city has made application to the state for a 2016 Capital Budget Bonding appropriation ($2.2 million) for continuation of the project. The city expects to know the outcome of its request by May If all the requests for funding are successful, the total budget for the project would be approximately $4.2 million. Funding for the project may be awarded in stages; therefore the project was envisioned as a three phase construction program. Phase 1, 800 foot of dockage; Phase 2, upstream riverboat berthing with stagier dockage, sheet piling, revetment and concrete paving; Phase 3, Levee Park Promenade enhancements. Portions of the proposed project will be located near or in navigable waters of the United States and the State of Minnesota. In 2014, the Red Wing Port Authority engaged SmithGroupJJR of Madison Wisconsin, for project planning purposes. The tasks included evaluation of current conditions, creation of conceptual planning documents for additional dockage, and the facilitation of public informational meetings for the conceptual planning purposes. This information was used as a basis to make application to MnDOT and other state funding. City plans for the area are available online, including: The 2003 Levee Park Master Plan and the Revised Concept E Levee Park Master Plan The 2005 Red Wing Riverfront Redevelopment Plan The 2009 Downtown Action Plan The Geometric Layout for the Levee Road and Trail Construction Project 2015 Conceptual Plan Layout for Red Wing River Boat Dockage and Transient Dockage 3

4 View at: Preferred Qualifications The proposed project will be a high visibility project that will need multiple engineering and landscape architectural professional practice areas of expertise. The selected consultant will have: Planned, designed and managed the construction of transient riverboat and/or recreational boat dockage: experience with industrial harbor and barge fleeting operations; experience with harbor/marina facilities and infrastructure that impact navigable waters of the United States. Planned, designed and managed the construction of riverfront public park facilities and amenities directly associated with transient riverboat and/or recreational boat dockage. Experience with public facilities planning and design using an open and transparent public involvement process. Experience with designing for construction in cold marine environment similar to the project location. Experience with project permitting and working with project partners including but not limited to the USACE, USCG, MN DNR, MnDOT and the MN Historic Preservation Office (SHPO). 1.4 Project Schedule An aggressive schedule for the preliminary engineering design, permitting, final design and construction of the project may be required. Viking Cruise Lines plans to sail its first Mississippi Long Boat on the Upper Mississippi River during the 2017 riverboat tour season (July October 2017). The draft project schedule, subject to change, is: Procurement of Professional Services December 2015 Preliminary Design & Planning/Public Involvement January 2016 June 2016 Environmental & Permitting January 2016 June 2016 Construction Documents July 2016 September 2016 Bidding, Contractor Selection, Contract(s) September 2016 October 2016 Construction October 2016 June 2017 Project Close Out July Response Format The response to this RFQ shall be submitted in the format of one (1) unbound original and four (4) bound copies of the information requested in the RFQ. The responses can be sent to the person and address shown in Section 9.0 below. The responses must be received no later than November 23, 2015, 4:00 PM CST. Following the City of Red Wing s analysis of the RFQs received, firms submitting a RFQ acceptable to the City of Red Wing may be requested to present their qualifications in person. Times for the in-person presentation will be determined at a later date. 3.0 Submittal Content Each individual item in the submittal shall be organized in the following order: 4

5 3.1 Outside Cover and First Page: Shall contain the title, "Statement of Qualifications for Professional Services. Red Wing Levee Park - River Boat & Transient Boat Dockage and Promenade Improvements, the name of the Respondent, and the Submittal date. 3.2 Table of Contents: Include a table of contents. 3.3 Transmittal Letter: Include a short Transmittal Letter. The Transmittal Letter shall: Summarize why the Respondent believes itself to be the most qualified; Contain the statement to the best of the Respondent's abilities, the information contained in the RFQ submittal is complete and accurate; Contain a statement granting the city and its representatives authorization to contact any previous client of the Respondent (or a Respondent's Team Member) for purposes of ascertaining an independent evaluation of the Respondent's or a Respondent's Team member's performance. 3.4 Description of the Respondent 3.4. A - Firm Description: Include a complete narrative description of the Respondent's firm (or firms if the Respondent is comprised of a team of firms). Information should include: The Respondent's areas of specialization; Firm history; Honors and awards; Location of home and branch offices; Names of the principal officers of the firm; Identification of sub-consultants B - Organization Chart: Include a simple organization chart showing how the Respondent, if selected as the Consultant, would organize its personnel for this project C - Key Professionals: Identify the key members of your team that would be involved in the project and describe their area of expertise and what role they will perform in the Consultant s team for this project D - Resumes: Provide resumes of any person identified as a key professional. The resumes should contain the following: Name. Educational background. Employment history. Proposed role in the project. An identification of other relevant projects in which the person has been involved. Other information you believe to be relevant to the project. 3.5 Billing Rates 5

6 Provide a list of the current hourly billing rates for the proposed key project personnel or the firm. 3.6 Narrative that Addresses Selection Criteria Set forth are the criteria on which the selection will be made. Your Statement of Qualifications should be organized to clearly address: Record of the firm s past work experience with no more than four recent projects of a similar nature (Provide narrative here and more details of relevant experience in 3.7 below). Specialized expertise applicable to the project. Availability and professional background of key personnel to the project. History of effective schedule and budget management for projects similar to this project. Familiarity with regulatory permitting processes standards for design and required submittals. 3.7 Relevant Experience of the Respondent Provide a summary of relevant projects where the Respondent's firm was the primary consultant. List no less than three and no more than four relevant projects completed within the past 15 years. A relevant project is one which best exemplifies your qualifications for this project: Name of project and year completed. Project location, client name and client project manager. Total project cost. Project description. Key project team members. Provide an illustrative photograph or rendering, if available. Other information deemed appropriate by the respondent. 4.0 Criteria for Selection This is a Qualification Based Selection process and the purpose for this RFQ is to identify the best qualified firm for the proposed project. The city will then work together with the selected consultant to define the scope of work (anticipated general scope of work listed in 5.0 below) and negotiate a fee that is mutually acceptable to both parties. The following criteria will be used to make the consultant selection: Record of the firm s past work experience with three to four projects of a similar nature. Specialized expertise applicable to the project. Availability and professional background of key personnel to the project. History of effective schedule and budget management for projects similar to this project. Familiarity with USACE, USCG, MN DNR, MN SHPO regulatory permitting process standards for design and submittals. Firm or team s grasp of the project requirements. Demonstrated experience with funding sources related to riverfront development. Information received from previous project references. 5.0 Anticipated Scope of Work 6

7 The city intends to negotiate a Scope of Work and Deliverables after selecting the best qualified candidate based on this RFQ process. Beginning with the conceptual design completed by SmithGroupJJR, Inc., the consultant will carry out an evaluation of the area to prepare preliminary engineering documents including an opinion of probable costs. This work will involve interaction with federal, state and city personnel as well as the public. In addition, the scope of work is anticipated to include: Project orientation and context: Review existing findings, assumptions, land survey, bathometric data and concept plans to date. Confirm strategy and direction. Consider the project in a broader context of the city s riverfront River Town Renaissance initiative, the historic downtown mall, riverfront industry and regional significance. Articulate observations and recommendations. Provide public involvement coordination, materials and meeting management. Research, process and complete all applicable required permits, codes, regulations and ordinances and provide a written schedule of all required regulatory review and approvals. Environmental: Review existing environmental site assessment information provided by the city. Provide all necessary environmental documentation. Landscape Architecture: Develop a project site design on adjacent Levee Park waterfront land area making waterfront connections (Promenade) to serve riverboat passengers and transient recreational boaters, including landscape amenities, stormwater systems, high water protection design, roadway and utility design. An amendment to the Levee Park Master Plan with require public process involving public input meetings and review by the city s Advisory Planning Commission, Harbor Commission, the Red Wing Port Authority Board, and the City Council. Provide all preliminary and final engineering/design and construction bid documents. Provide and coordinate construction management, construction administration and project close out. 6.0 Reservation of Rights The city reserves the right to accept, reject, and evaluate any and all responses and to change the scope of this RFQ. Upon selection of a finalist, the city, by its proper officials, shall attempt to negotiate and reach a final agreement with the finalist. If the city, for any reason, is unable to reach a final agreement with the finalist; the city then reserves the right to reject such finalist and negotiate a final agreement with another finalist who has the next most viable statement of qualifications. The city may also elect to reject all statements of qualification and reissue a new RFQ. 7.0 Public Information Information supplied by the Respondent to the city is subject to the Minnesota Government Data Practices Act. Such information shall become public unless it falls within one of the exceptions in the statute, such as security information, trade secret information, or labor relations information. If the Respondent believes any information which is not public will be supplied in response to this RFQ, the Respondent shall take reasonable steps to identify for the city what data, if any, it believes falls within the exceptions. If the Respondent s data is not marked in such a way as to identify non-public data, the city will treat the information as public and release it upon request. In addition, the city reserves the right to make the final determination of whether data identified by the respondent as not public falls within the exceptions within the statute. 7

8 8.0 RFQ Time Schedule Respondents are solely responsible for delivery of their proposals to the city before the deadline. Any proposal received after the deadline will not be considered and will be returned. The timeline for completion of this RFQ is as follows: November 2, 2015 Formal announcement date for RFQ. November 23, 2015 Deadline for submittal of Statement of Qualifications. December 4, 2015 Statement of Qualifications evaluation is completed (anticipated). December 21, 2015 Contract inception date (anticipated actual date will depend on recommendation by selection committee and the approval by the City Council). 9.0 Deliver Statements of Qualification to: The mailing and hand delivery address is: City of Red Wing Attn: Ron Seymour th Street West Red Wing, MN Address: ron.seymour@ci.red-wing.mn.us 10.0 Proposal Preparation and Contract Negotiation Costs The city shall not be liable for any expenses incurred by the Respondent prior to the signing of a contract including, but not limited to, the proposal preparation, attendance at interviews or meetings, or final contract negotiations Compliance with Federal, State and Local Laws, Resolutions, Ordinances, Rules, Regulations, and Executive Orders The Respondent agrees to comply with all federal, state, and local laws, resolutions, ordinances, rules, regulations, and executive orders pertaining to unlawful discrimination on account of race, color, creed, religion, national origin, sex, marital status, status with regard to public assistance, sexual preference, disability, or age. Respondents are encouraged to actively seek and make good faith efforts for the participation of qualified DBE s for subconsultant tasks. When required by law or requested by the city, the Respondent shall furnish a written affirmative action plan. 8
