4 Evolution of Poverty in Mexico Even with the hike in food prices and the global economic recession, the increase of poverty in Mexico between 2006 and 2008 was only 4.8% - thanks to Oportunidades. Percentage of population in poverty in Mexico Patrimonial Insufficient income to buy a basic food basket, to make the necessary expenditure in health and education, as well as, in housing, clothing and transportation. Its operative cost (less than 3% of each invested peso) makes it one of the most efficient Conditional Cash Transfer programs worldwide.
