1 Spring Basketball Rules and Definitions 1. Game length (halves, clock procedures, timeouts) a. Each intramural basketball contest shall consist of two 20- minute halves. b. During each half, the clock will run continuously until one minute. The clock will stop on every whistle under oneminute. c. Timeouts above the one-minute mark will NOT stop the clock and will only be 30 seconds in length, to eliminate excessive time consumption. d. Should a game be tied after regulation, an overtime period of three minutes will be played, with the same rules applying in overtime as in regulation. e. Each team will be given four timeouts for the game. If an overtime period is needed, each team will be given one additional timeout per overtime. Timeouts unused will carry over into overtime. 2. Fouls (types, foul limits, shooting procedures) a. A player fouls out on their fourth personal foul of the game. b. Any player receiving a technical foul will also receive a personal foul. c. Any playing receiving two technical fouls is ejected. Technical fouls count as team fouls. d. A personal foul is any foul that is considered not to be flagrant or intentional. e. Teams will shoot a one-and-one after the seventh foul. There is no double-bonus. f. A technical foul is an automatic two points and possession of ball to the offended team. Technical consist of but are not limited to: slapping the backboard, grabbing the rim, slamming or throwing the ball, kicking the ball. g. On shooting fouls the number of shots awarded is dependent of the result of the play. If a player is fouled while shooting a two-point shot, that player will shoot two foul shots unless the basket is made. If the basket is made, only one foul shot will be awarded. If a player is fouled while

2 shooting a three-point shot, that player will shoot three foul shots unless the basket is made. If the basket is made, only one foul shot will be awarded. h. Any intentional or flagrant foul is two foul shots to the offended team and possession of ball. Any intentional or flagrant foul can result in automatic ejection. i. When shooting a foul shot players may not step into the lane until the ball hits the rim. If a player of the shooting team illegally steps into the lane, the shot is immediately called off and the next attempt is administered. If a defending player illegally steps into the lane, the referee shall wait until the result of the shot is determined. If the foul shot is good, no violation was committed. If the foul shot is no good, the referee will blow the whistle and signal the violation to the scorer s table and the foul shot will be re-administered. j. After the final foul shot, the ball becomes live when: it touches the rim and then a player on the court or; it goes through the net and is put in play by the opposing team. If the shot does not touch any part of the rim, the play is whistled dead and the defending team inbounds the ball from the sideline. 3. In-game rules (frontcourt, backcourt, in-bounds, out-ofbounds etc.) a. During the game there are several rules that when violated can result in a foul or violation. b. A violation is anything that is not considered a personal foul and will result in a change of possession 1. Three-second violation When the offensive team is in the frontcourt and an offensive player has established possession in the lane for three seconds. (Possession is considered to be both feet on the floor and one or both feet in the lane). Procedure for this is a whistle followed by an explanation to the scorer s table and the opposing team s ball taken out to the closest spot. A player may re-establish himself at any time and if a player is driving to the lane to attempt a shot, or the player in the lane receives a pass, the three-second count starts over. 2. Five-second violation In the frontcourt when the offensive team has the ball, a five-second violation can occur:

3 a. The player in control of the ball is closely guarded. He/she has five seconds to pass, dribble or shoot. b. Closely guarded is considered a defender making an attempt to guard the ball-handler within six feet. Referees will give a visible hand-motion that signals to both offensive and defensive players that the five-second violation is being monitored. c. The five-second call is starts over if the offensive player picks up his/her dribble, penetrates to the basket or passes the ball. If the defending player is not closely guarding the offensive ball-handler, there is no five-second count. 3. Ten-second violation This occurs in the backcourt when the offensive team is bringing the ball up the court. The offense has 10 seconds to cross the mid-line with all three points clearly established in the frontcourt. Those three points are: both feet and the ball. If one of those three things are in the backcourt at the time the 10 seconds has passed, the whistle is blown, followed by an explanation to the scorer s table and the ball is awarded to the opposing team at the closest spot. 4. Traveling Running with the ball is moving the a foot or feet in any direction in excess of the prescribed limits while holding the ball. a. A player who catches the ball with both feet on the floor, may pivot, using either foot. When one foot is lifted, the other foot is the pivot foot and may not come off the floor until the player dribbles, passes or shoots b. A player who catches the ball while moving or dribbling may stop and establish a pivot foot as follows: 1. If both feet are off the floor and the player lands simultaneously, either foot may be used as a pivot foot. 2. If the player lands on one foot followed by the other, the first foot to touch is the pivot foot. 3. If the player lands on one foot, he/she may jump off that foot and land on both feet at the same time. However, the player now has no pivot foot. 4. If the player lifts his/her pivot foot off the floor and returns it before the ball is dribbled, passes or shot, a traveling violation is called and the opposing team gains possession outof-bounds.

4 5. Screens A legal screen is action by a player who does not cause contact by delaying or preventing an opponent from reaching a desired location. If a screen is attempted and the person setting the screen makes contact by moving into the opposing player, the whistle is blown and an explanation to the scorer s table is made followed by the opposing team s ball out of bounds. 6. Block/Charge A block or charge can occur anywhere on the court, but will most frequently occur in the frontcourt during an attempt at a basket. A block is on the defensive player and a charge is against the offensive player. Situations for a block/charge to be called are: a. A block is called when the defensive player does not have position when defending an offensive player. b. If the offensive player reaches a point on the floor before the defensive player has established themselves and contact is made, a block shall be called on the defense. c. If an offensive player leaves the ground for the shot before the defender has established position, the defender must give the offensive player area to come back down. If contact is made, a block is called. d. A charge is called if the offensive player with the ball makes contact with a defensive player that has clearly established position on the floor. The call is a charge, followed by an explanation to the scorer s table followed by the opposing team s ball out of bounds. Keep in mind that there are certain situations in which incidental contact will occur between the offensive and defensive player. Incidental contact does not constitute a foul being called. Incidental contact is described as contact by one or both players that does not adversely affect either the offensive or defensive player. e. If the defensive player establishes position before the offensive player with the ball leaves the ground for the shot, the offensive player cannot return to the floor and make contact with the defender who established position. A charge is called and the shot is not counted if it is made. An explanation is made to the scorer s table followed by the opposing team s ball out of bounds.

5 f. The defensive player, once he/she has established position on the floor has the right to the spot on the floor and it extends all the way to the ceiling, meaning that if the defensive player jumps straight up to block a shot that is legal. If the defensive player leans in as he/she jumps to block a shot or moves from his/her position in anyway and contact is made on a shot attempt, a foul is called on the defense. If the defensive player stays in his/her legal, established position and contact 4. Other (Miscellaneous rules) is made by the offensive player with the ball, a charge is called, and an explanation s to the scorer s table is made, followed by the opposing team s ball out-of-bounds. a. A jump ball at the mid-court circle is used to start the game. Held ball possessions will be enforced by the alternating possession for the remainder, except to start overtime. b. The backboard has certain points that are out-of-bounds. The ball may hit the side of the backboard; the bottom of the backboard and roll along the top of the backboard and the ball is still in-play. If the ball hits any part of the back portion of the goal or hits the wire on top of the goal, the whistle is blown and the ball is given to the opposing team out-of-bounds. c. The lines indicating in and out-of-bounds, the free-throw lane and the midline are colored black. Any portion of the ball-handler that touches the black line on the sideline or baseline is out-of-bounds. Once frontcourt possession has been established, any portion of the ball-handler that touches the midline shall be whistled for backcourt violation. d. You must have ball possession to call a time-out. e. A free-throw shooter has 10 seconds to shoot a foul shot. Once the trail official counts 10 seconds, the foul shot is not counted and either the next foul shot is administered or the opposing team gains possession on the sideline. f. A held ball is called when neither the offensive or defensive player has a majority possession of the ball. The whistle is blown and the ball is awarded to the team via alternate possession. The scorer s table keeps track of the

6 alternation possession. g. A three-point shot attempt is signaled by the referees by put three fingers in the air. If the shot is made the referees will put both hands above their head to signal it was a three-point shot. If the shot was only for two points, no hand signals are necessary, unless for clarification to the players and scorer s table.
