1 Welcome to EAA Inhouse Basketball Parent, coach, and player conduct Player Code of Conduct Rules for all schools Referee Coordinator Referees Referee Timesheet Missing referee Misconduct Sportsmanship Number of players All games are 5 on 5 EAA In-House Basketball Rules Grades 4-6 Welcome to the In-house 4-6 basketball program. Our goal is to create an environment where kids can have fun while learning the game of basketball. While competition and striving to win are important, the primary emphasis is on skill development, teamwork, fun, and good sportsmanship. Equal playing time for all participants and experiencing the variety of positions is enforced. Good sportsmanship is expected from fans, coaches, and players. We need to remember that the referees, who are teenagers, are learning how to referee, just as the players are learning how to play the game of basketball. Blatant criticism of the referees, own team members, and an opponent is not allowed in our program. I will practice and play the game to have fun and learn. I will not be concerned about winning and losing. I will do my best at all practices and during games. I will practice good sportsmanship by treating all players, coaches, and referees with respect. I will be a team player, and I will encourage and support my teammates. I will treat the buildings and supervisor with respect by not running around or dribbling basketballs outside of the courts. No running or dribbling in hallways No smoking in or outside of buildings No beverages or treats allowed inside of building Players change into basketball shoes once arriving at school After last game of the day, parents need to put the chairs away. Parents must supervise their other children who are there to watch Coordinates referees for games and manages subs. Concerns with referees should be addressed with the 4-6 in-house director. In-house basketball uses youth referees for the games. These referees have absolute authority, no matter their age. The head coach for each team may ask a referee to clarify, not dispute, a call. This may be done during a break in play. Each head coach will complete a form for one of the referees at the end of the game and give it to him/her. The referee will then complete the form and mail it to the 4-6 in-house director. If a referee does not show, a parent volunteer can be used to fill in. The 4-6 in-house director should be notified after the game by the Home head coach. A player, coach, or spectator may be removed from a game by the referee if their behavior is deemed worthy of needing to be removed. This can include outright or implied intimidation of players, coaches, or referees. This will be done through the coach of the team displaying the concern. Penalty: technical foul and free throw. All games will be played fairly within the rules and in the spirit of the game. All players and coaches will shake hands at the conclusion of each game.
2 Equal Playing Time and Even Play of Various Positions Examples of equal play time Equal playing time form A team will forfeit the game if they fail to have at least 5 players present when the game starts. No team will be allowed to play 4 on 5. In the event of a forfeit, the coaches may use the remaining time to scrimmage. A minimum of 4 on 4 is required to scrimmage. All players of all skills levels in all age groups will have equal playing time of the two primary positions, guard and forward. Over the course of the game and season, playing time for all players is to be equal. Players cannot play the same position for an entire game, playing only one position for up to half the game. For example, if a player plays point or off guard the first half they must play forward or center when in for the second half and vice versa. If an equal participation infraction occurs during the game, the opposing coach and officials are to be notified. After the game the referee will make a note on the timesheet of the infraction so the coordinator is notified of the concern. If a team is found to not be following the equal play/various positions rule a technical foul and loss of possession will be assessed to the offending team and the issue must be corrected. Continued unequal play time can result in a forfeit. Ten players: each player plays four segments (half-quarters) Nine players: four players play 5 segments, five players play 4 segments Eight players: each player plays five segments Seven players: five players play 6 segments, two players play 5 segments This is for both the regular season and tournament. A parent volunteer will be asked to keep track of playing time and positions for the game. If a concern arises that a player is not having equal playing time/position time this sheet will be referenced. Ball size Intermediate (28.5) Basket Height 10 Baskets Half Court Line The half court line is a hard line for over-and-back violation Quarter time Four 10 minutes quarters with 1 minute breaks between quarters 1 & 2 and 3 & 4 with a 3 minute break between halves. Subs will be allowed at the mid-quarter (five minute mark of each quarter). The clock will stop on substitutions only, running time during play. Stopped clock Scoring Time Outs Uniforms and equipment The running time will stop on a whistle that involves: Team timeout Official time outs Injury Referees reserve the right to adjust to a running clock if game appears it will run over the time allotted. Two points for a basket made; three pointers allowed in gyms that have 3 point lines One point for each free throw made Two per game, one minute in length. Time outs may only be called by the team with possession of the ball or during a dead ball situation. A team jersey will be provided. All players must wear non-marking rubber-soled athletic shoes. If players wear their basketball shoes to school, please be sure they are clean prior to entering the gym. All jewelry and metal hairclips must be removed (unless starter earrings

The first team listed on the schedule is considered the home team and will wear the white jersey. If a player has an open wound or blood on her/his uniform, the player is to be removed from the game. S/he is considered an injured player and cannot return until the bleeding has stopped. In the case of a substitution due to injury or fouls, the player entering the game must be the player with the least amount of playing time in the game. Jump ball in the center circle only at the beginning of the game. To start the 2 nd, 3 rd, and 4 th quarter, the ball will be taken out at half court, opposite the score table, based on the alternating possession rule. The basket backboard in in play, including the sides. The support structure and backside of the backboard is out of bounds. Any part of the out of bounds line is considered out of play. If both offensive and defensive players simultaneously touch the ball and it goes out of bounds, or the referee cannot determine who last touched the ball, it is considered a jump ball. After the start of the game, every jump ball situation will follow the alternating possession rule. The referee will keep track of this. The thrower must not leave the designated throw-in spot until the ball has crossed the plane of the boundary, although a thrower is allowed to run the baseline after a basket is scored. The thrower may not step on or over the sideline penalty: turnover to other A defender must give space to in-bound the ball penalty: warning, followed by a technical foul thereafter. A defender cannot slap the ball penalty: technical foul. After coming to a stop and establishing a pivot foot, the player may not lift the designated pivot foot off the playing floor without releasing the ball. A player holding the ball may not touch the floor with a knee or any other part of the body other than hand or foot. After gaining possession of the ball while kneeling, sitting or lying on the floor, the player may not stand or attempt to get up penalty: turnover to other A player, while dribbling the ball, may not touch the ball with both hands at the same time or dribble, then stop, and begin to dribble again penalty: turnover to other Once the ball and player (with both feet) have crossed the half court line into the front court, the offensive team cannot step on or cross the half court line back over into the back court, unless the ball is tipped or touched by the defensive team penalty: turnover to other The screener must be stationary upon contact. It is not a moving screen unless there is contact penalty: personal foul Defenders are not permitted to have hands on the dribbler penalty: foul. Aggressive throwing of elbows penalty: foul. 10 second rule Teams have 10 seconds to cross the half court line. Both feet and the ball must cross the half court line penalty: turnover to other 5 second rule A player that is closely guarded (within 5 feet) may not hold the ball for more than 5 seconds. While performing a throw-in, teams have 5
4 seconds to get the ball into play penalty: turnover to other 3 second rule An offensive player cannot be inside of or in contact with the free throw lane for more than 3 seconds while the ball is in the team s front court penalty: turnover to other Personal fouls 5 personal fouls will disqualify a player from participating in the game. The ball is awarded out of bounds. Free throws are shot from behind the free throw line. 4 th grade No violation if the shooter s momentum carries him/her across the free throw line as long as the momentum stops prior to the ball reaching the rim. 5 th and 6 th grade crossing the line is a violation. The low post block will remain unoccupied during free throw attempts. No substitution of players outside of referee called subs unless an injury occurs, a player gets his 4 th foul before the fourth quarter, or a player fouls out. Man-to-man defense will be played no zones allowed. The defensive player must be within 5 feet of the player s/he is assigned to defend (unless a switch is made within a few seconds of switching ), must move with the ball, and cannot remain parked stationary within the lane. S/he must show intent to move with the ball. This ruling is based on the movement of the defensive player. 1 st Penalty: warning. After that: one point awarded to and possession of the ball to the fouled Offensive isolation plays (which take advantage of the man-to-man zone defense rule in an unsportsmanlike manner by spreading all offensive players away from the basket) are not allowed. These plays create a one-on-one situation without involving other offensive team members. The most obvious example is to have the ball handler at the top of the key, spread the other offensive team members to the corners of the court or one side of the lane, and let the ball handler try to beat his/her defender. Penalty: 1 point awarded and possession of ball to fouled Double teaming is not allowed. This includes a defender stealing the ball from the person s/he is not guarding. Penalty: 1 point awarded and possession of ball to fouled Pressing is not allowed in the first 4 games of the season. After this, pressing is allowed in the second half only when trailing by 8 or fewer points. Switching defensive responsibility to have the best defender press the ball is not allowed. Players stay on person assigned at quarter/halfquarter. No zone or trap pressing (person to person press only). The team on defense must retreat to their opponent s half of the court following a change of possession. Except in fast-break situations, the offensive player bringing the ball down the court must be allowed to freely bring the ball into the offensive half of the court BEFORE being guarded. The defensive player is not allowed to pick up right at the center court line. Initially, the defensive player should engage the offensive player a step or two above the top of the free-throw circle.

The goal should not be for there to be a high number of fast breaks in a game. The goal is to have teams run offensive plays to help develop both offensive and defensive skills. See above. Stealing off the dribble is allowed, but referees are instructed to focus on reaching in fouls and double teaming steals to keep play under control. Practice must be done at 5 minutes to the hour to allow for teams to exit and enter the gym. Teams waiting to practice must remain in the hallway until the hour. Scrimmages will be coach-assisted scrimmages, without officials. Coaches should agree on the amount of time to be used for practice and scrimmage. Coaches will referee the scrimmage with no score being kept. Games must start at 10 minutes after the hour. Games must end at 5 minutes to the hour to allow for exchange of courts. Games with time remaining at 5 minutes to the hour will be stopped. Parent volunteer of the home team will be the official scorekeeper and must be a team parent. The team listed first on the schedule is the home There is no overtime except during the tournament. Tournament: If at the end of regulation play there is a tie, a 3 minute overtime will be played. If at the end of this overtime the game is still tied a second overtime will be played with the first team to score winning. Equal playing time rules continue through overtimes. Coaches will post their scores within two days of the game on the EAA website. Seeding for the tournament will be based on the following order 1) Regular season record In case of ties 2) Head to head competition 3) Fewest points allowed 4) Points scored with a 20 point maximum noted per game (running up of scores accomplishes nothing in terms of standings due to the cap 20 point maximum)
