Embargo Act of A law enacted by Thomas Jefferson that forbade American ships from sailing to foreign ports. This law was intended to force France and England to stop harassing U.S. trading ships by withholding what were thought to be important American goods. In reality, France and England got the goods elsewhere and the American economy suffered greatly. expedition - A journey or voyage made for a certain purpose. federal government - The national government that oversees the activities of the states. Chief Justice - The head of the Supreme Court. commission - To formally empower a person. James Madison refused to grant a commission to William Marbury that was necessary for him to become a judge. Federalist Party - One of the first U.S. political parties whose supporters favored a strong federal government.
