2 PRIVATE EDUCATION INSTITUTION-STUDENT/CANDIDATE CONTRACT This Contract binds both the Private Education Institution (PEI) and the Student/Candidate once both parties (as named) sign this Contract. This Contract is made between: (1) Registered Name of PEI : Singapore College of Insurance Limited (SCI) Registration Number : M and: (2) Full Name of Student/Candidate : (as in NRIC for Singapore Citizen (SC) and Permanent Resident (PR) / Valid Passport) NRIC Number (for SC/PR*) : Passport Number and FIN Number (for Foreigner) : (*Please delete where applicable) 1. PROGRAMME INFORMATION AND FEES 1.1 The SCI will deliver the Programme as set out in Schedule A to the Candidate, towards conferment of the stated qualification upon successful Programme completion The SCI confirms that the Programme has been permitted by the Committee for Private Education (CPE) and no amendment has been made to the Programme as set out in Schedule A, unless otherwise permitted by CPE. The Programme Fees payable are set out in Schedule B and the optional Miscellaneous Fees (if any) in Schedule C. All fees stated in this Student Contract are subject to change on a yearly basis. 2. REFUND POLICY 2.1 Refund for Withdrawal Due to Non-Delivery of Programme: The SCI will notify the Candidate within three (3) working days upon knowledge of any of the following: (i) It does not commence the Programme on the Programme Commencement Date; (ii) It terminates the Programme before the Programme Commencement Date; (iii) It does not complete the Programme by the Programme Completion Date; (iv) It terminates the Programme before the Programme Completion Date; (v) It has not ensured that the Candidate meets the Programme entry or matriculation requirement as set by the organisation stated in Schedule A within any stipulated timeline set by CPE; or. (vi) The Candidate s Pass application is rejected by Immigration and Checkpoints Authority (ICA). The Candidate should be informed in writing of alternative study arrangements (if any), and also be entitled to a refund of the entire Programme Fees and Miscellaneous Fees (if any) already paid should the Candidate decide to withdraw, within fourteen (14) working days of the above notice. 3 2.2 Refund for Withdrawal Due to Other Reasons: If the Candidate withdraws from the Programme for any reason other than those stated in Clause 2.1, the SCI will, within fourteen (14) working days of receiving the Candidate s written notice of withdrawal, refund to the Candidate an amount based on Schedule D. 2.3 Refund During Cooling-Off Period: The SCI will provide the Candidate with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties. The Candidate will be refunded in accordance to Schedule D of the fees already paid if the Candidate submits a written notice of withdrawal, to the SCI within the cooling-off period, regardless of whether the Candidate has started the Programme or not. 3. ADDITIONAL INFORMATION 3.1 The laws of Singapore will apply to how this Contract will be read and to the rights the parties have under this Contract. 3.2 If any part of this Contract is not valid for any reason under the law of Singapore, this will not affect any other part of this Contract. 3.3 If the Candidate and the SCI cannot settle a dispute using the way arranged by the SCI, the Candidate and the SCI may refer the dispute to the CPE Mediation-Arbitration Scheme ( 3.4 All information given by the Candidate to the SCI will not be given by the SCI to anyone else, unless the Candidate signs in writing that he or she agrees, or unless the SCI is allowed to give the information by law. 3.5 Any agreement other than this Contract will be invalid if it is administered without the written permission of CPE. If there is any other agreement between the SCI and the Candidate that is different from the terms in this Contract, then the terms in this Contract will apply. 3.6 If the Candidate or the SCI does not exercise or delay exercising any right granted by this Contract, the Candidate and the SCI will still be able to exercise the same type of right under this Contract during the rest of the time that this Contract continues. 3.7 If this Contract is also signed or translated in any language other than English and there is a difference from the English language copy of this Contract, the English language copy will apply. (6) Date of Commencement of Studies if later than Programme Commencement Date Note: N.A. if both dates are the same (7) Qualification (Name of award to be conferred on the Candidate upon successful Programme completion) (8) Organisation which develops the Programme (9) Organisation which awards/ confers the qualification Not Applicable Diploma in General Insurance and Risk Management Singapore College of Insurance Limited (SCI) Singapore College of Insurance Limited (SCI) (10) Programme entry requirement(s) In order to be registered for the Programme, the candidate: (a) must be at least 18 years of age; (b) should be a Singapore Citizen/Singapore Permanent Resident or foreigner who is ordinarily resident in Singapore at the point of registering for the Programme; (c) should preferably be engaged in financial services activities; (d) should have attained a minimum of four GCE 'O' Level passes, including a pass in English*, or any academic qualification deemed equivalent and acceptable by the SCI, or should have successfully attained any one of the SCI Advanced Certificates**; and (e) must have successfully completed the SCI Certification in General Insurance (CGI) examinations, by having passes in the Basic Insurance Concepts and Principles (BCP), Personal General Insurance (PGI) and Commercial General Insurance (ComGI) examinations (except for any candidate who has either successfully attained or completed the BCP, PGI and ComGI under the Advanced Certificate in General Insurance Underwriting and Claims Handling), OR acceptable qualifications in lieu of the CGI qualification as specified in the Notice No: MAS 211 available on the MAS website at: *Candidates without a pass in English can take Test of English as a Foreign Language (TOEFL) with passing mark of at least 70. 7 SCHEDULE C: MISCELLANEOUS FEES (INCLUSIVE OF 7% GST) PURPOSE OF FEE AMOUNT PAYABLE (FEES ARE SUBJECT TO CHANGE ON A YEARLY BASIS) (1) Letter Of Certification S$23.50 payable for each application (2) Transcript S$12.80 payable for each application (3) Examination Retake Fee Per Module S$ (Member Company) S$ (Non-Member Company) Fee is inclusive of one examination sitting, but excluding Study Text. (4) Exemption Fee S$ per exempted module A non-refundable administration fee of S$53.50 is also payable for each exemption application submitted. (5) Appeal Fee S$ is payable for this service and is refundable should the review result in a pass. PAYMENT DUE DATE Payment must be made at the time of registration for the examination(s) via SCI website at: or otherwise advised. The study text will be released after payment is made. 8 SCHEDULE D: REFUND TABLE (FEES ARE SUBJECT TO CHANGE ON A YEARLY BASIS) FOR FIRST ATTEMPT EXAMINATION Amount of Refund (for those who have paid the first attempt examination fee): If Candidate s written notice of withdrawal is received: A full refund of the examination fee paid 1 : During the cooling-off period S$ per module (member company) At least 21 days before the examination S$ per module (non-member company) 1 If the Candidate furnishes his or her written notice of withdrawal during the cooling-off period, the onetime non-refundable registration fee of S$32.10 (inclusive of 7% GST) will also be refunded. FOR RETAKE EXAMINATION Amount of Refund (for those who have paid the examination retake fee): If Candidate s written notice of withdrawal is received: A full refund of the examination retake fee paid During the cooling-off period 2 S$ per module (member company) At least 21 days before the examination 3 S$ per module (non-member company) 2 If the Candidate is registering as a self-study candidate but is re-sitting for the examination(s), the cooling-off period will be applicable. If such Candidate furnishes his or her written notice of withdrawal to the SCI during the cooling-off period, there will be a full refund of the examination retake fee paid. 3 No withdrawal is allowed if it is less than 21 days before the examination, but the Candidate may opt to re-schedule to the next immediate examination series subject to availability of seat and schedule.
