1 EMPLOYER APPLICATION KIT Place-and-Train Accounts and Audit Professionals Programme Supporting Your Talent Diversity Drive Developed by the Employment and Employability Institute, e2i, in partnership with the Singapore Accountancy Commission (SAC) OVERVIEW Companies keen on diversifying their talent pool by hiring non-accounting professionals for professional accounting roles may now apply for training support of up to SGD 8,500 per eligible employee to undergo the Singapore QP Foundation Programme. Funding Duration Eligible Employee Criteria Training Support 6 months Singaporean or Singaporean PR; Has minimally 18 months non-accounting work experience; and Holds minimally a bachelor s degree from a non-accounting field. 1. Training Costs e2i will fund up to 50% of course fees, capped at SGD 2,500, for an employee to undergo the Singapore QP Foundation Programme (See Annex A) by Accredited Learning Organisations appointed by the Singapore Accountancy Commission (SAC). This is subject to employees successfully completing the Foundation Programme and that the employee is still in employment at the end of six months. 2. Training Allowance Employer Commitment e2i will fund up to 50% of an eligible employee s monthly salary capped at SGD 1,000 per month for six months. A participating employer, which must be an Accredited Training Organisation as endorsed by the SAC, must: Offer employment on a permanent and full-time basis; Commit to a commencement basic salary of at least SGD 2,000; Ensure the employee undergoes a structured and continuous 6- month on-the-job training (OJT) during the first six months of employment (see ANNEX B for a recommended guide); and Commit to offer a basic salary increase of at least 15% upon completion of the 6 months program. Funds will be disbursed directly to your company via GIRO on a reimbursement basis, within 8-12 weeks of full and complete claims submission. What can the company do in the event that the employee drops out of the program? Companies may consider stipulating obligations associated with minimum service periods or re-payment of monies with individual employees in the employment contract. e2i strongly encourages companies to adhere to fair and reasonable employment practices when considering such stipulations. The Singapore QP Foundation Programme covers a set of 6 core syllabus areas. Are exemptions allowed? Yes. Candidates with accounting and business-related qualifications may apply to the Singapore Accountancy Commission (SAC) with their transcripts for exemptions against one or more areas of the Foundation Programme.. 5 ANNEX A Singapore QP Foundation Programme The Foundation Programme provides a pathway into the Singapore QP for candidates who do not have an Accredited Accountancy Degree. The Foundation Programme will develop in graduates the base technical knowledge and skills as well as capacities for inquiry, abstract logical thinking, critical analysis, appropriate communication, personal and interpersonal skills required by the accounting profession. These provide a base for further development during the Professional Programme and Practical Experience. The Foundation Programme covers a set of 6 core syllabus areas: Financial Accounting and Reporting; Management Accounting; Financial Management; Audit and Assurance; Singapore Law; and Singapore Taxation. Candidates will be assessed on these areas using examinations conducted by an Accredited Learning Organisation. Candidates with accounting and business-related qualifications may apply to the Singapore Accountancy Commission (SAC) with their transcripts for exemptions against one or more areas of the Foundation Programme. 6 ANNEX B ON THE JOB TRAINING (OJT) GUIDELINE Participating employers are strongly encouraged to provide a structured and continuous 6-month on-the-job training (OJT) during the first six months of employment. Each employee or group of employees hired on this scheme is expected to have a supervisor or workplace mentor assigned to guide and monitor his/her progress. 6
